The Capability Development Consultant will work across key initiatives to develop, implement and facilitate strategically aligned transformational and capability development programmes to support major organisational change. With a focus on building internal capability to enable and support system wide transformation and change management with the ultimate aim of enabling the delivery of excellent healthcare. The Capability Development Lead will work in collaboration and partnership with other members of Ko Awatea and key stakeholders to identify drivers for change that will enable the development of workforce capability, to have the right staff, who have the skills, competencies and behaviours to improve quality of care, patient safety and patient and staff experiences. 3

4 They will be challenged by a range of complex strategic and operational issues, these will require customised solutions to meet the requirements of the service. There will be demands to meet deadlines, maintain accuracy and the quality of information. Situations they encounter will call for tact and diplomacy and will require information to be handled in a discreet and sensitive manner. They will be empowered to make decisions and recommendations relating to organisational development and initiatives. Will be expected to act on own initiative and utilise problem solving skills to develop innovative approaches to resolving issues. Discretion is required to be exercised in releasing confidential information to the appropriate parties. Challenges and Opportunities Engage with all CMDHB staff, patients, family and whaanau to enhance the patient experience to ensure better health outcomes. Ensure all building capability activities support the organisations strategic direction and result in tangible organisational and professional development outcomes Balance resources to provide support for both unique service requirements and overall organisational needs. Work with the whole of system CMH teams in change and transformation, moving towards a contemporary learning future. Key Accountabilities Ensuring that programmes of activity related to capability building are coordinated and collaborative making the best use of resources within Development & Delivery, Building Capability, Ko Awatea and across CM Health Provide a planning framework that allows capability building programmes of learning to integrate into other Ko Awatea / Counties Manukau programme activities Closely link to the current Ko Awatea learning principles and goals Make sure that Ko Awatea learning is cognisant of the requirements and key success factors of its workforce Highlight the key capability, adoption and learning requirements that will need to support the change. Work with the organisation to develop the most appropriate approach to design, development and delivery of learning to support capability development within the transition timeframes. Develop a strategy which is both robust enough to deliver the needs of a complex programme across a wide target audience, but also flexible enough to cope with major changes in programme design. 4

5 Ensure that learning is effective, high quality and gains buy-in from the impacted communities Support the strategy setting for how the organisation will be structured to support wider business strategies. This includes workforce structure and competencies. Prepare Counties Manukau Health for the workforce implications of the change process, including people management, staff engagement and capability development. Using analytical, creative and interpersonal skills build relationships with relevant stakeholders and external partners to develop and implement a variety of development activities To support and enable the development of an organisational culture where staff feel valued, supported, involved, engaged and empowered. Support effective communication and engagement with all staff across the organisation to understand key issues and problems, and support them to identify solutions. Apply specialist knowledge and expertise in areas of leadership and management development, team development, change management, co-design and organisational transformation. Provide leadership at all levels and support the organisation by developing and using best practice models and solutions. Take an active role in all meetings to ensure that the work of the team is promoted and maximised Provide high quality facilitation, capability building & learning strategies and the development of innovative solutions, support the development of the organisations internal learning capability Keep up to date with relevant best practice, relevant legislation, policies and processes to ensure that all aspects of our work where relevant meet statutory and other requirements Self and Others Is able to reflect on one s own personal skills and performance to identify both strengths and development needs Using appropriate mechanisms contribute to the development of other staff Is able to consistently maintain standards of honesty, integrity and reliability Cultural Safety - Commitment to the principles of Treaty of Waitangi Respect, sensitivity, cultural awareness is evident in interpersonal relationships.
