The services to be provided under the Assignment include: the Consulting firm will conduct a thorough analysis of the needs, constraints, gaps and opportunities faced by women and women-owned enterprises (large-, medium- and small-sized) working in the infrastructure sector in Africa in establishing and maintaining their businesses. This will inform the AfDB s work in the infrastructure sector so that it effectively responds to the needs of women- owned enterprises in Africa. The Study will also inform all partners towards the creation of an enabling environment for women-owned Large and SMEs in the infrastructure sector. The expected deliverables are a database of women owned enterprises in the infrastructure sector, a mapping of possible institutions focused on supporting female business owners on the African continent, a comprehensive report, including an analytical summary, a results presentation, and a set of recommendations. This study is done in partnership with DFID. 3. Before the commencement of the Assignment, the consulting firm shall provide a work plan detailing the proposed approach and methodology to meet the requirements of the Assignment. The consulting firm shall liaise with the Office of the SEOG at the Bank and with relevant Bank s Field Offices to acquire all relevant policy documents and strategic frameworks. The Bank will make available all necessary documentation (including policies, strategies, project reports, economic and sector reports,) from relevant Departments. The consulting firm shall also liaise with external actors deemed necessary to fulfill the requirements of the Assignment, including but not limited to intermediaries that have developed women-focused products and business units in the infrastructure sector, existing or potential investors focusing on women entrepreneurs, and organizations (public and private) that have developed enabling environments for female entrepreneurs working in the infrastructure sector. The consulting firm will work closely with the Bank s Office of the Special Envoy on Gender. The SEOG team will manage the process closely. The Bank team will receive and review the interim feedback, weekly reports, and draft and final report and further coordinate at the Bank-wide level. 4. The services to be provided under the Assignment are as follows: 4.. A work plan detailing the proposed approach and methodology to the Assignment. The work plan must include key risks to completing the Assignment and how they have been mitigated or addressed Primary research into a sample of selected African countries:

The selected countries must reflect Africa s five geographical regions (North, West, East, central and South), an even spread of middle-income and low-income countries (referred to as ADF and non-adf countries by the AfDB), and be biased towards those countries where there is clear evidence of government commitment to supporting womenowned or -managed businesses in the infrastructure sector; Assessment of the needs, constraints, gaps and opportunities that women as well as women-owned or women-managed enterprises face in the infrastructure sector, as well as those faced by relevant stakeholders in trying to address those enterprises needs. The needs assessment should provision for different categories of women (geographical, business size, etc). Relevant stakeholders include banks and non-bank financial institutions such as insurance companies, microfinance institutions and credit cooperatives, government agencies, and multilateral institutions. Constraints include social, legal and financial barriers faced by women business owners in the infrastructure sector Estimation of the aggregate financial resources needed to address the consolidated needs of relevant stakeholders within the sample African countries in their efforts to create an enabling environment for women-owned or controlled businesses in the infrastructure sector Recommendations of the appropriate interventions (including appropriate financing instruments, legal reform, advocacy with Regional Member Countries, and technical assistance) that the AfDB can use to achieve maximum impact in assisting women-owned or women-managed MSMEs succeed in the infrastructure sector, given the diverse financial, legal and social needs of women business owners in the infrastructure sector, and the diverse players in the infrastructure sector Risk analysis of each proposed intervention identified in above, and possible mitigants Primary research for all 54 African countries covering the following areas: An overview of past and existing interventions from Development Financial Institutions, multilateral banks/institutions, private sector entities, donors, NGOs and other entities that support women and women-owned enterprises working in the infrastructure sector in Africa. This includes interventions by the AfDB An analysis of services (such as financial, technical assistance, legal reform) provided by the institutions mentioned above Mapping of women owned enterprises working in the infrastructure sector in Africa s 54 countries. The required information includes the type of enterprise, the subsector they are involved in, their operational reach countries of operation, network size, total clients, total employees (disaggregated by sex) and annual turnover Provide recommendations for the AfDB and relevant stakeholders to inform their work in the infrastructure sector to effectively respond to the needs of women-owned enterprises, and create an enabling environment Content support to the AfDB team in organizing a consultative meeting with potential Inclusive Infrastructure partners, clients and end beneficiaries. 5. Outputs Expected from the consultant:

3 The expected deliverables are as follows: Inception report, detailing proposed sample country selection approach ad including work program with a list of periodic deliverables and corresponding time frames, and methodology, 2 weeks after the start of the assignment. The work program needs to include a list of potential risks to completion of the assignment and ways in which these risks have been addressed. Annotated outline, 2 weeks after the start of the assignment Draft report, to be reviewed by AfDB Team five weeks after the start of the assignment. The draft report should be accompanied by a file containing clearly labeled separate excel sheets containing the raw data analyzed and used to arrive to some of the conclusions in the draft reports. Final report (in English), including an analytical summary (in English and French, max. 3 pages), a presentation summarizing main outcomes that will serve as an advocacy document to external partners, findings, and recommendations of the study and a set of recommendations on the design and implementation for future AfDB interventions. The final report should include the analyzed final excel data sheets. 6. The Office of the Special Envoy on Gender invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.). 7. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, May 2008 Edition, revised on July 202, available on the Bank Website at Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist. 8. The deadline for submission of Expression of Interest has been extended to not later than 9 December by 5pm (GMT) due to disclosure of additional information (please see section 3 to section 5 above) - which was not shared with all prospective applicants. Firms that have already submitted Expressions of Interest are invited to re-submit amended applications in light of the new information.
