2 Abstract: This document contains the conceptual approach and methodology for the Joint Action Plan. The main aim of the Joint Action Plan is to drive economic development through research and technological development activities regarding sustainable energy. This output defines the conceptual approach and methodology outlining how the RESGen work packages will interlink and culminate in a final Joint Action Plan which supports regional actions towards sustainable energy supply. The document is divided into one Chapter and two supporting appendices. The first Chapter is seperated in to four sub sections outlining the purpose and three key stages in developing the Joint Action Plan. COPYRIGHT Copyright by the RESGen Consortium. 4 1. Preparation of Joint Action Plans 1.1. Purpose The purpose of the Joint Action Plan (JAP) is to help foster mutual regional economic structures with a high RTD absorption capacity, and in which actors and stakeholders are able to exploit research to achieve energy self sufficiency and CO 2 reduction. The key objective is to drive economic development through sustainable energy research and technological development with links in to the economic and political landscape. There will be several processes that need to be undertaken to achieve this objective. The baseline information gathered as part of Task 2.1, Task 2.2 and Task 2.3 will allow a comparative analysis of regional strengths and weaknesses. From this comprehensive review of the current situation in each region it will be possible to undertake an audit of potential collaborative opportunities with guidance sought through interviewing key regional experts. With contributions from study tours and workshops, the identification of collaborative opportunities will allow for strategy development exercises to define a tentative JAP. This definition will be used as an input for the Roadmap Process which, alongside other discussion and testing as part of the continued study tours and workshops, will act as a check to ensure the JAP supports regional actions towards sustainable regional energy supply by After further elaboration and consultation with relevant stakeholders, and an analysis of the potential financing opportunities, the final JAP will be defined based on the best collaborative opportunities available. It will clearly identify the partners, objectives, activities, responsibilities, and schedule for trans national and cross regional cooperation, and will include a business plan explaining how to finance the JAP. The process can therefore be broken down into three key stages which are outlined in more detail in the following pages: 1. A comparative analysis of regional strengths and weaknesses to identify synergies and joint collaborative opportunities Task Strategy development exercises to define the tentative Joint Action Plan Task 4.3 & Production of the final Joint Action Plan outlining a schedule of proposed actions and supporting financial opportunities Task 4.5 4

6 1.2.2 Methodology Workload: Analysis of regional baseline data to identify synergies between partner regions. Lead Partner: Tecnalia Other responsible partners: RESGen partners may need to provide additional regional baseline data as and when required by Tecnalia. Timetable: Month 16 to 22 (due to be finished February 2011) Outputs: Identify joint collaborative opportunities, compile a list of potential project ideas and set the context for the study tours. Tasks 2.1, 2.2 and 2.3 were engineered to provide the background information to facilitate this work package. Using the outputs from these work packages combined with outputs from Task 3.2 (regional roadmaps) and 5.2 (mentor events) the necessary baseline data for each region should be available. Therefore the key area of work under Task 4.2 will be to collate this data, analyse it and identify any synergies and joint collaborative opportunities. It is hoped that during this task a list of potential project ideas will be formed. Potential issues with this approach As highlighted by Tecnalia during Task 2.3, the data provided by each of the regions under Task 2.1 and Task 2.2 does not allow for easy comparison between the four RESGen regions. This has resulted from gaps in the data provided and different methodologies and/or units being used by each of the regions. For this reason additional data may need to be collected by each region, with efforts made to standardise the reporting methods. However, the recent request for further data under Task 2.3 will hopefully fill a lot of the gaps. In addition the aim under Task 4.2 will be to find synergies between the four RESGen regions and will therefore hopefully not require the in depth analysis of region specific data. It is suggested that the data collected for each region be presented in a way which allows comparison between the four regions. The best way Cornwall Development Company identified for this was through showing the information split by topic rather then by region, thereby allowing easy comparison. The following topics have been identified from Annex 1: Policies and strategies (economy, innovation, sustainable energy) Energy matters (consumption, supply, RES, natural/climatic resources) Research (clusters, R&D intensity, R&D employment, education qualifications) Economic structures (regional income, sectoral specialisms, labour force characteristics) Communication between key actors (networks) Finance (pathways and instruments) As previously stated, pulling this information together may require additional input from each of the regions. It is suggested that a template is used to gather any outstanding information, and clear definitions and instructions provided on the level of detailed information required. Cornwall Development Company has tried to highlight the issues involved in this task through pulling together energy related information from Task 2.1 and highlighting some of the issues with making comparisons between the participating regions. This worked example can be found within Appendix 1. 6

7 Following the in depth analysis across the RESGen regions of the strengths and gaps, synergies will be identified highlighting opportunities, critical links and ultimately, potential collaborative opportunities. To support this process a multitude of aspects should be considered as shown above in the concept diagram. This analysis will be supported, as required, through a series of regional interviews with key experts whose knowledge will be used to feed into the process. In addition to identifying joint collaborative opportunities a list of potential project ideas will be formulated. The joint collaborative opportunities identified as part of Task 4.2 will be used to feed in to Stage 2 via Task 4.4 and the start of the strategy development exercises to define the Tentative JAP. It will also act to help set the context of the Study Tours under Task

9 1.3.2 Methodology Workload: Carry out strategy development exercises to define the tentative Joint Action Plan Lead Partner: TECNALIA (Task 4.4) and EVE (Tasks 4.3) Other responsible partners: Partner regions to communicate where collaboration is already taking place between RESGen regions (Study Tours) Timetable: Month 22 to 30 (Due to be complete October 2011) Outputs: A short list of detailed collaborative project ideas (approximately 2 5) Task 4.4 Definition of Tentative JAP Under Task 4.4 Tecnalia will conduct a series of strategy development exercises to identify a series of measures with the aim of improving the following elements within and between partner regions: RTD policies and financial frameworks The sharing of RTD infrastructure Knowledge transfer and networking Regional capacities to develop renewable technologies and reduce carbon emissions. The purpose of this exercise will be to identify joint measures between two or more RESGen regions with the aim of driving economic development through R&D activities. Outputs from Task 4.2 will be used as the primary input for Task 4.4 with the list of potential project ideas being refined to form a short list of project proposals which will form the basis of the tentative JAP. Additional input may be requested from each of the RESGen regions with regard to their current strategies and policy to help guide this process. Under Task 3.2 (the development of regional roadmaps) each of the partner regions will have drafted a list of tentative project descriptions prior to work commencing on Task 4.4. Outputs from Task 3.2 will therefore provide information on the priorities of each of the RESGen regions to help in the short listing of collaborative project proposals moving forward. Once the short list of joint project proposals has been developed to inform the Tentative JAP this should be fed back into Task 3.4 and the preparation of the final Roadmaps for each of the four RESGen regions. Task 4.3 Study Tours and Workshops The study tours and workshops as part of Task 4.3 are integral to this stage and to the definition of the Tentative JAP. The study tours and workshops will be used to test and define the proposed project proposals within and between the RESGen regions. Through stakeholder participation collaborative opportunities will be further defined, using the project ideas arising from Stage 1 (Task 4.2) and the strategy development exercise taking place as part of Task 4.4. It is envisaged that the workshops will take place in line with the Project Steering Committee meetings scheduled for month 24 and month 32. The workshops will be used to work up specific project ideas. 9

10 The study tours on the other hand will take into account experiences and joint initiatives developing between partner regions. These may occur outside of the project partners but will involve delegates from a partner region learning from or collaborating with delegates from another RESGen partner region. For example, both private and public representatives from the Basque Country and Cornwall have recently been sharing experiences on marine energy. Another example was the recent workshop between business representatives from Cornwall and from Ostrobothnia on the subject of best practice when developing sustainable energy clusters. Documenting this sharing of experiences between partner regions is crucial to understanding what collaborative opportunities exist between regions and where current interest lies in terms of developing a joint approach. Partner regions will have a responsibility to identify and keep track of where this is already taking place and communicate with the lead partner EVE. The best way considered for collection of this information is through a spreadsheet template to be circulated to all partners by EVE for input at the start of the task (month 22). 10

12 1.4.2 Methodology Workload: Work up the projects proposed in the Tentative JAP (Task 4.4.) to identify partners, objectives, activities, finance opportunities, responsibilities and a schedule for trans national and cross regional cooperation Lead Partner: Cornwall Development Company (Task 4.5) Other responsible partners: Partner regions to provide additional information as required with regard to the proposed collaborative projects. Timetable: Month 30 to 36 (Due to be complete April 2012) Outputs: A Joint Action Plan and Business Plan outlining finance. Final Joint Action Plan Cornwall Development Company will use the short list of collaborative projects identified in Task 4.4 and start to identify partners, objectives, activities, responsibilities and a schedule for trans national and cross regional cooperation. This will require close working with partner regions and use of the Regional Roadmaps produced under Task 3.4. In addition, collaborative opportunities with other EU regions will be identified using possibilities available within the Framework programme, the CIP programme (like IEE) and Structural Funds showing clearly the complementarities between the proposed actions and the EC possibilities. The final step of producing the Joint Action Plan will be to populate project tables to show the identified collaborative projects and associated financing opportunities (please see Appendix 2 for an example of a table which could be used). As an additional output for use outside of the RESGen partnership, a template will be produced for other regions who may seek to create their own Joint Action Plan in the future. Business Plan The Business Plan will accompany the Final Joint Action Plan to show how the identified collaborative projects can be financed. In order to develop the Business Plan Cornwall Development Company will firstly need to identify potential financing opportunities. Financial sources will initially be identified from Task 2.1 and Task 4.2 (Stage 1). However, further research will also be carried out alongside communication with RESGen partners. The next step will be to link identified trans national and cross regional projects with available EU, national, regional and local financing opportunities from the public and private sector to form the basis of the Business Plan. This collated information will act to form the basis of the Business Plan. 12

13 Turning the action plan into reality Once the Joint Action Plan has been defined partners will have the opportunity to start developing collaborative proposals where clear partners, objectives, activities, responsibilities and finance have been identified. These proposals will be based on the collaborative project ideas and funding opportunities identified in the Final Joint Action Plan and accompanying Business Plan. This will allow implementation of the Joint Action Plan to commence towards the end of the RESGen project giving partners opportunity to take collaborative proposals forward through the identified funding sources. 13

14 Appendix 1 In depth analysis of regional gaps and strengths (Task 4.2) In order to map interrelationships and synergies between regional research driven clusters and other regional factors the first stage is to pull together the relevant baseline information for each of the RESGen regions. One way of identifying what data is currently lacking for each region is through pulling out what data already exists under Task 2.1 and thereby identifying gaps. A template can then be developed for the regions to populate the missing data. To show how this would work Cornwall Development Company has carried out this task in relation to the energy figures given by each of the 4 RESGen regions as part of Task 2.1. (Please note: some additional figures have been added for Cornwall). 14

19 Comments for Consideration Measures of consumption need to be standardised to either Final Energy Consumption (FEC) or Total Primary Energy Supply (TPES). The method used to calculate energy consumption will affect the results shown in the above table and it is not currently clear which methodology the 4 participating regions used. How best can the various bio energies be grouped to allow the most informative yet clear fashion? Is it practical to measure RES Potential in GWh? It provides the most relevant comparison with targets of energy self sufficiency, but can it be measured with relative ease in each region? The data provided for Cornwall in terms of current RE supply is calculated as installed capacity rather then GWh, therefore it is not comparable in the table above. There are many instances where data between regions is not easily comparable; how best should this be dealt with? (Cornwall s figures in relation to installed capacity are found in Table 2) The calculation of potential capacity of RE installed need to be standardised to either measure by energy produced or final end use consumption as different figures will be produced using the two methods. 20 Appendix 2 One way that the actions could be presented in the final JAP is through the use of SMART Action Tables. The principle behind SMART Action Tables is: Specific, Measurable, Attainable, Realistic and Time Framed. Within the JAP the table shown under template 1 could be used to show the lists of actions then when these actions are taken forward by the lead organisation the table shown under template 2 could be used.
