For more information about AusAID visit AusAID s people The growing aid program and changing approaches to aid management means AusAID needs to ensure its workforce has strong capabilities in two critical areas. The first is in public policy, as required by a responsive, credible and effective public service agency. The second is in the core operations of the aid program, including designing, managing and delivering good quality aid and conducting effective aid policy dialogue. These two critical skill sets are not mutually exclusive. Underpinning both are the foundation skills required of all AusAID employees. 2

3 About the Post AusAID posts consist of Australian based staff (A-based) and local personnel (O-based) to manage the Australian aid program. Do you genuinely enjoy working closely with other people in a team even if this means that you will have to put in extra effort when others in the team are moved onto other priorities? Would you describe yourself as an organised person who meets the commitments you give and plans your time effectively? Are you happy to just help out to get the work done when the pressure is on, regardless of the type of work you think is appropriate at your level? Have you achieved an educational standard or had experience in interpreting complex documents or writing complex documents for other people? Do you feel comfortable working with numbers, tables of information or simple calculations? Have you had some basic contact with computers that would enable you to open an office application, modify a file, send an and save your work in a directory? Have you ever had the experience of working in a team of people to produce a challenging outcome and enjoyed it? Would your friends or colleagues describe you as well-organised someone they can rely on to be on time? Are you adaptable to changing priorities? If you answered No to a large number of questions you may find many aspects of the work with AusAID Jakarta not aligned with your skills, abilities and the things you enjoy doing. You should give serious consideration to not proceeding with your application at this stage. You need to reread this document and balance the good aspects for you of working in an AusAID role with the challenging aspects you identified above in the guiding questions. 5 THE POSITION: Program Manager Maternal and Child Health Background of the Position Indonesia is a major strategic partner of Australia with the opportunities and challenges of a rapidly developing middle income country. Indonesia is therefore one of AusAID s priority country programs. Australia currently provides over AUD $600M in Official Development Assistance (ODA) to Indonesia each year. This represents a near doubling of Australia s aid to Indonesia in the past three years. Australia s expanded development assistance supports key sectors such as infrastructure, social protection, education, health, climate change and governance. Australia has a continuing focus on strengthening economic and financial management, building democratic institutions, promoting stability and security, and improving the quality of service delivery in Indonesia. Health is an important sector for Australian aid. AusAID currently manages programs that support health system strengthening, improvements in maternal and child health outcomes and the prevention and control of HIV/AIDS and emerging infectious diseases. Through our programs, which operate at the national and provincial levels and specifically targeting regions with poor and vulnerable groups, we are supporting the Government of Indonesia to reach the Millennium Development Goals. Australia s role in the health sector is to assist Indonesia to develop and implement evidence based policies and programs which deliver better health for the poor: technical support, modelling new ways of delivering services and supporting the development of evidence based information for policy decisions. Australia's health program supports delivery of costeffective prevention and treatment with a particular focus on assisting those in most need, particularly women and children. The Roles and Responsibilities The Program Manager Maternal and Child Health will work in the Health Section in AusAID Jakarta, but may be expected to spend periods of time outside Jakarta. He or she will be part of the AusAID Health Unit, initially working in a team to manage the transition period of the current Australia Indonesia Partnership for Maternal and Neonatal Health (AIPMNH) and support the design for AusAID s new investment in maternal and neonatal health (which will commence in July 2014). The position will take a lead role in managing the AIPMNH program and will assist the Senior Program Manager to implement the future MNH program, including engaging with the relevant stakeholders, implementing team and managing contractors. Program Managers are required to perform independently under the general direction of a Senior Program Manager and/or Unit Manager with the expectation that individuals, independently or as part of a team, will contribute to the attainment of AusAID s corporate goals and objectives. This position will also work closely with a Program Officer. Work will be performed in accordance with established guidelines, work practices and procedures. However, Program Managers will be expected to set priorities and manage and monitor workflow within their area of responsibility. The Program Manager is expected to familiarise themselves with the AusAID Work Level Standards and the Australian Public Service Commission (APSC) Integrated Leadership System Tools. The Program Manager is also expected to both model and ensure that staff under their supervision understand and apply standards of workplace behaviour which meet the Australian Public Service values and code of conduct. 5

6 The responsibilities of the position include but are not limited to the following: 1. Managing the transition year of AIPMNH, including: a. Monitoring and driving implementation of programs - including administration, assessing reports, conducting monitoring visits, liaising with counterparts and managing contractors, organizing and attending program coordination committee meetings, preparing quality and performance reports and briefing as required and conducting activity evaluations b. Managing contracts, including low-level dispute resolution if necessary and contractor performance assessments. c. Managing the financial aspects of AIPMNH and parts of the future program, including the maintenance of the financial management system (AidWorks). 2. Providing strategic input into the development of programs/projects, policies and strategies and activity identification and design, (including conducting or commissioning research and analysis). 3. Maintaining a good understanding of issues and developments relating to areas of responsibility in particular and across AusAID s health portfolio in general. 4. Developing and maintaining effective relations with key counterparts, including government departments/agencies, other donor agencies, non-government organisations and Australian and Indonesian project staff. Undertake representational duties for AusAID as required 5. Working closely with the Program Officer to ensure the maintenance of databases, files and reference materials. 6. Other administrative tasks and duties as required, such as management of contracts for technical specialists and supporting unit travel and preparation for mission/official visits. The Selection Criteria 1. Demonstrated experience managing and/or implementing health programs, strategies or partnerships, preferably in maternal, child or reproductive health or nutrition, including experience in monitoring and evaluation. 2. Demonstrated analytical skills, including a sound knowledge and understanding of the health sector in Indonesia, particularly in reproductive, maternal or child health and/or nutrition and the ability to communicate this to inform development programs and policy options 3. Well-developed communication, negotiation, liaison and representation skills, including interpersonal/relationship building skills, in written and spoken English and Bahasa Indonesia. 4. Good leadership and management skills and demonstrated ability to work effectively in teams in a cross-cultural environment. 5. Proven Ability to work under pressure and demonstrate sound judgement and problem-solving skills to deal with complex and often sensitive matters. 6

7 Other Requirement It is highly desirable the candidate possesses a university degree in health, international development assistance, or a related field from a recognised institution. The successful candidate must be willing to undergo a police check and medical check as part of their engagement to determine suitability and fitness for duty. AusAID will arrange for the medical check and the candidate need to provide Indonesian Police Clearance (Surat Keterangan Catatan Kepolisian or SKCK). The Terms of Employment This is a full-time ongoing position. 7
