1 JOB DESCRIPTION Job title: Job Purpose: Reporting to: Staff Reporting: Location: Communications & Advocacy Organisational Development Worker To support the development of Communications & Advocacy skills, policies and procedures within International Service (IS) Partner Organisations in Burkina Faso. Country Director (CD) None Ouagadougou, Burkina Faso Key Functions: Support the development of Communications & Advocacy skills, policies and procedures of Partner Organisations (POs) Ensure effective planning, monitoring and impact assessment Maintain and enhance relationships with Partner Organisations (POs) Effectively communicate programme activities Contribute to a culture of continuous learning Support the development of fundraising and resource mobilization skills, policies and procedures Support the I.S. Mission, Vision & global strategy Represent IS at all times & within a professional manner Responsibilities: 1. Support the development of Communications & Advocacy skills, policies and procedures of POs Deliver tailored and appropriate support to POs in line with the Communications & Advocacy needs identified within their Action Plans, including: o Audience analysis & identification; o Developing a communications strategy;

2 o Production of campaign & publicity materials; o Effective participation in networks; o Lobbying & advocacy to influence policy, &etc. Provide one to one support to PO staff to help develop their skills in Communications & Advocacy o Build the capacity of IS staff, partners and stakeholders to engage in research, policy, media and campaigning activities; o Research, write and produce policy, lobbying, media and campaigning documents as the IS contribution to the national and international advocacy agenda; o Develop, document and disseminate policy messages for disabled people, gender, children and adolescents as key policy messages for CBOs, Government and other stakeholders; o Produce general and specific sector briefings to Donors and representation at policy fora when appropriate; o Set out strategies for informing and influencing the different stakeholders within the IS key thematic areas in country; o Support the implementation of the activities of the national NGO networks and build alliances with other groups for advocacy purposes; o Develop and strengthen relationships with policy makers, particularly government (local and national), ministries and NGO forums. Contribute to the development of Communications & Advocacy procedures for POs; Contribute to the development Communications & Advocacy policies for POs; Develop and implement Communications & Advocacy training workshops where common needs are identified across a range of POs; 2. Ensure effective planning, monitoring and impact assessment Support POs in the development and review of their capacity building Action Plans Support POs in their implementation of Organisational Self Assessment Tool (OSAT) Support POs in their implementation of the Impact Assessment Framework (IAF) Comply with all IS reporting requirements and ensure compliance on the part of ODWs and partners Contribute to the development of processes & systems to better measure and demonstrate the impact of our work Support external evaluations including the development of terms of reference 3. Maintain and enhance relationships with POs Develop a strong understanding and empathy in regard to the common and specific challenges of POs in Burkina Faso Coordination with the Country Director and other ODWs to maintain a unified approach to relationships with POs During placement with POs maintain open and professional relationship focussed on specific objectives Where needs are identified within POs not included within Action Plans to communicate this to the Country Director and PO representatives. 2

3 4. Support the implementation of the country strategy in line with the IS global strategy. Assure partner selection is in line with IS country strategy Assure effective monitoring in the agreed formats that provide information and impact analysis in line with strategic objectives 5. Support the development of fundraising and resource mobilization skills, policies and procedures Deliver tailored and appropriate support to POs in line with fundraising needs identified within their Action Plans, including: o Mapping of donors; o Developing a fundraising / resource mobilization strategy; o Developing funding proposals; o Developing case studies for financial reporting to donors. Provide one to one support to PO staff to help develop their skills in writing funding proposals and reports Develop and implement fundraising and reporting training workshops where common needs are identified across a range of POs 6. Contribute to a culture of continuous learning Encourage sharing of experience and regular communication within the ODT Assure that learning and good practices are recorded and shared within the ODT and across IS Contribute to the development and maintenance of improved processes of sharing and learning Assure that reports are produced in compliance with IS procedures Coordinate the compilation and production of communication materials to support the IS strategy by: o identifying and adapting existing materials; o Work closely with partner organisations, to identify and carry out relevant research involving disability, gender, human rights, child and adolescents protection, etc; o Facilitate regular information flow between IS, partner organisations and other sector collaborators. 7. Communicate programme activities. Support IS s publicity and communication strategies, ensuring contributions from ODT, providing photos, stories and other materials as requested by IS s communications team Provide information for the IS global website as required by IS s communications team; Initiate, and / or further develop, communications with new & existing partners; Develop materials for case studies and special reports, based on field activities which document the impact and policy implications of IS and partners work; Identify and prioritize topics for specific programme learning in each key strategic area, in line with IS s Strategic priorities; Support IS staff and partners staff to develop field experiences and reports for Newsletter & Web Site publication. 3

4 8. Represent IS Represent IS on NGO networks, at events and seek to promote effective networking throughout the programme; Display appropriate & professional behaviours. 9. Other responsibilities. Ensure compliance with all in country regulations; Adhere to all IS policies and procedures, especially with regard to human resource matters; Play an active role as a member of the IS country team; Keep abreast of new developments in the region and in development thinking, liaise with & advise the CD and colleagues as appropriate; Operate in an inclusive manner which assures participation of people regardless of gender, disability, sexual orientation, etc. Operate in a safe & secure manner. 4

5 PERSON SPECIFICATION The International Service Communications & Advocacy Organisational Development Worker is a person with: Education to degree level or equivalent. Qualification and / or experience in Communications & Advocacy, preferably within Civil Society Proven ability to think analytically and plan, including setting objectives, monitoring and evaluating impact, and identifying and applying opportunities for learning and development. Good judgement and ability to use initiative and make decisions in complex, challenging and sensitive situations Participatory and collaborative working approach Excellent communication, networking and influencing skills, with the ability to build and maintain effective working relationships with a range of people across a variety of settings and cultures. Fluent in English and French. Strong IT skills. Strong commitment to IS vision and values. Desirable Experience of delivering training to individuals and groups; Knowledge, experience and understanding of development and human rights issues in Burkina Faso. Specific knowledge/experience of IS s strategic themes and target groups in Burkina Faso (human rights, sustainable livelihoods; disabled people, children and adolescents). Conditions of service This placement will start as soon as possible and run on a 2 year contract that will be renewable annually thereafter.
