2 INVITATION Dear reader This International Training Programme is specially designed for persons qualified to participate in reform processes on different levels and who hold a position in their home organisation with a mandate to run processes of change. It offers support to strengthen, adapt and maintain capacity over time in order for your organisation to define and achieve both short and long term goals. A participant will take part of the latest development in your area of work supported by Swedish colleagues and experts; develop a network of colleagues from other countries; and get enhanced knowledge about new working methods. The training programme methodology is based on the assumption that your organisation wishes to carry out changes and is willing to invest own resources to achieve these changes. More than half of the Earth s population currently lives in coastal areas where the population density is twice the global average. All over the world such areas are exposed to mounting challenges related to overpopulation and to competitive use of natural resources. Activities such as agriculture, fisheries, tourism, urbanisation and industry, and the negative effects of climate change increasingly threaten sensitive ecosystems, making integrated planning and management paramount. Providing for the needs and rights of poor people who depend on these resources renders this a moral imperative. With this International Training Programme we express our long-term commitment and give our sincere contribution to sustainable development of coastal areas worldwide in order to improve the lives of poor and vulnerable people. 3 ADVANCED INTERNATIONAL TRAINING PROGRAMME Programme objectives The long term objective of the programme is to contribute to an integrated and sustainable development of coastal zones in which the needs and rights of poor people are taken into account. To this end, the programme will support change processes in key organisations working with planning and management of coastal zones. These processes should be based on the four programme principles of non-discrimination, openness, participation and accountability. At the end of the programme participating organisations should have obtained: Increased understanding of the benefits of an integrated and sustainable coastal planning and management for socio economic development, considering environmental impact, poverty alleviation and equality (in a livelihood, security and rights perspective). Increased knowledge about planning processes for integrated and sustainable coastal development. BENEFITS Understanding of sustainable development and integrated coastal planning and management Ability to drive organisational change processes Shared experiences in an international network Increased knowledge about experiences, methods and tools for organisational change in general and within coastal zone management in particular. Extended international and national networks for working with coastal development. Contents The training programme focuses on the thematic areas of integration, participation, sustainable development, planning and good governance. The following topics will be addressed: 1. The ecological, economic and social challenges of sustainable coastal development, including environmental protection, effects of climate change, poverty alleviation, human rights and urbanisation. 2. The planning process, including methods for spatial planning and international experiences from integrated coastal management. 3. Legal and administrative mechanisms and good governance for integrated coastal development. 4. Methods and tools for integration and inclusion such as stakeholder analysis, participatory approaches and strategic communication. 5. Methods and tools for environmental and social analyses applied to coastal areas. 6. Change process theory and tools, including organisational analysis and the role of change agents. 7. Experiences from coastal development, planning and management in Europe and in the MENA region, including the participants own experiences. CHANGE PROCESS To ensure an actual impact from the programme, each participant will work with an individual Change Process (CP) to strengthen their organisation s work for sustainable coastal development. The participants will assess relevant coastal management challenges and analyse the associated planning and management requirements in their organisations. In a dialogue with superiors, colleagues and mentors, the participants will develop a Change Plan where they will adapt newly acquired knowledge and skills to the specific conditions in the home organisation. Support from the immediate supervisor and cooperation with colleagues are prerequisites for a successful CP. During the self-study phases 1, 3 and 5 at least 10 15% of the working time should be allocated to working with the CP. Please note that neither Sida nor the organisers will provide any financial support to the implementation of the CP.

4 Programme structure In order for each participant to attain the set objectives of the training programme, strong involvement and commitment by the respective home organisations will be required. The training programme covers 17 months and is divided into five compulsory phases. Most of the work is carried out from home with distance mentor support, but phase 2 and 4 are full time scheduled courses where all participants meet together with mentors and other resource persons. The Change Process will take place throughout all phases. Phase 1 Inception (3 months) The participant is assigned an individual mentor and starts the CP work by establishing a support group within the home organisation. A review of the home organisation and its role and challenges in relation to coastal development should be carried out and a poster prepared for Phase 2. Phase 2 Course in Sweden (3 weeks) New knowledge, skills and experiences are shared by means of lectures, exercises and field visits. Learning is enriched by direct and regular exchange between the participants, organisers and lecturers. Team building and networking will be stimulated. A poster exhibition initiates the work with the CP. Facilitated group discussions and mentor meetings help the participants to analyse their organisations change potential and to develop their CPs. Swedish coastal management is described through case studies, presentations and field visits. Phase 4 Course in Tunisia (2 weeks) This phase focuses on further developing the CP through presentations, peer-reviews, discussions and mentor support. Also regional experiences will be shared. Phase 5 Implementation (8 months) The participants implement the CPs according to their defined plans. The mentor and other participants provide regular support through internet. The home organisation support group is important for successful CP implementation. After final reporting to the mentor and approval from the organisers the participant receives a training certificate. TEACHING The training includes a diversity of tools and methods adapted for adult learning of complex subject matters. Throughout the programme the participants are expected to be very active, to contribute with their specific expertise and experience, and to take responsibility for their own as well as for their organisations learning. The scheduled courses include discussions, group work, role play as well as more traditional lectures, seminars and study visits. The participants work with the CP will be continuously supported by individual mentors through meetings and internet based communication. The number of participants is limited to in order to ensure a close working relationship between participants, lecturers and mentors. MANAGEMENT AND STAFF Phase 3 Project Development (5 months) The participant arranges a workshop for the support group, immediate supervisor, colleagues and other stakeholders to share the obtained knowledge and insights and to present and gain support for their change idea. The participant develops a plan for the realisation of the change idea. Mentors provide on-line coaching. TIMETABLE WHERE: The course in Sweden will be held in Stockholm and Gothenburg. The regional course will be held in Tunisia. WHEN: 31 August 17 September 2015 in Sweden 22 February 3 March 2016 in Tunisia DURATION: Approximately 17 months (June 2015 November 2016) The programme is organised by NIRAS in collaboration with the School of Global Studies of the University of Gothenburg, and GWP-Med. The team of lecturers and mentors delivering the programme includes Swedish and international experts with extensive experience in their respective subject areas.

5 INTEGRATED SUSTAINABLE COSTAL DEVELOPMENT MENA REGION Admission requirements INVITED COUNTRIES LANGUAGE REQUIREMENTS Egypt, Jordan, Lebanon, Palestine and Tunisia. The training programme will be conducted in English. Candidates from countries where English is not an official language should do a language test with an accredited body in their home country, unless other documentation to support the candidate s ability in English can be provided. Proficiency in English shall be certified on the application form. TARGET GROUP The programme targets organisations with a clear role in coastal planning and management. In order to achieve a critical mass of trained staff we encourage such organisations to nominate several candidates and to engage in subsequent programmes. The candidates should have a strong and strategic position within the organisation in order to stimulate and drive process of change. Participants have a responsibility to share infor mation, knowledge and experiences between the training programme and the home organisation. Participating organisations can be central institutions, universities, local authorities, private companies or NGOs, and relevant sectors include but are not limited to spatial planning, natural resources management, tourism and infrastructure. The organisations must be committed to engage in change processes and willing to invest own resources to achieve this. As this is not a technical training programme, we expect that most participants would be engaged in working tasks related to for instance management and planning, coordination, human resources development, communication or organisational development. Applicants to the programme should: have a strong interest for working with coastal development; be key staff with ability and power to initiate and drive change processes; have high proficiency in English; and hold a relevant academic degree. Selection is made by the organisers based on 1) the organisation s commitment and potential impact, and 2) the candidate s potential for active and fruitful participation and for driving a successful change process. With the aim of achieving a gender-balanced participant group, we especially encourage nomination of women to the programme. HEALTH REQUIREMENTS Since the training programme involves international travels and work away from home in a new environment, good health and full working capacity is an essential requirement. It is therefore recommended that candidates undergo a medical examination before filling in the Medical Statement in the application form. OTHER REQUIREMENTS Participants accepted to the programme are expected to participate in all phases of the programme. Substitutes will not be accepted for any phase. As computers and will be used continuously in the programme, good computer skills, an individual address and regular and reliable internet access are necessary. Family members are not allowed to accompany participants to the scheduled courses. COSTS Participants are required to find funding for: travel to the course in Sweden visa fees domestic travel any local airport taxes and departure fees. All other costs, such as programme fee, accommodation and literature, will be covered by Sida. Accommodation in single rooms will be arranged for the courses in Sweden and in the region. The accommodation will be moderate. During shorter field trips double rooms might be used. APPLICATION PROCESS The application should be written on the attached application form and include a recent photograph. When necessary, the application should be approved by the official nominating authority in the applicant s country. A soft copy of the application should be submitted by to NIRAS at itp@niras.se A hard copy should be submitted to the nearest Swedish embassy/consulate. If there is no Swedish embassy/consulate in the applicant s country, the hard copy should be submitted directly to NIRAS. Both copies must be submitted by the closing date of 2 March Applications submitted later will not be considered. Closing date for applications: 2 March 2015 SELECTION PROCESS All qualified applicants will be evaluated and a first selection of candidates will be notified by no later than at the end of April Once notified, the candidate must confirm interest and thereafter the programme organisers will visit all candidates and their organisations for an admission interview and a presentation of the programme. Shortly thereafter a final selection of participants will be made based on the requirements stated above.

6 SIDA AND ITP As part of Sida s work with capacity and institutional development Sida offers international training programmes (ITP) for participants from low- and middleincome countries in priority areas. The programmes cover areas of strategic importance to the social, environmental and economic development of co-operating countries and are based on identified priorities and needs. PARTNERS The School of Global Studies at the University of Gothenburg provides a multidisciplinary environment for research and education in the field of globalisation and global issues within and across the fields of Human Ecology, Human Rights, Regional Studies (African Studies, Asian Studies, Latin American Studies, Middle East Studies), Peace and Development Research, Social Anthropology and Global Gender Studies. The University of Gothenburg is one of the biggest and most popular universities in northern Europe with a strong research profile in areas such as marine ecology, sustainable urban development, globalization and democracy. GWP-Med, established in 2002, is the Mediterranean partnership of the Global Water Partnership (GWP). Aiming for a water-secured Mediterranean, GWP-Med facilitates a multi-stakeholder platform that promotes action, demo application and knowledge exchange on Integrated Water Resources Management (IWRM) and sustainable use of water resources in the region. Working at regional, national, local and transboundary level, GWP-Med provides technical support to policy making; facilitates dialogue on water security and IWRM issues including joint IWRM/Integrated Coastal Zone Management (ICZM) planning; and implements demonstration actions.
