2 Chief Information Officer Reports to: First Assistant Secretary Knowledge and Technology Division Staff: 55 APS + Contractors Location: Canberra Position description The Department of the Environment and Energy delivers major Government initiatives to promote the conservation and sustainable use of Australia s natural resources and to ensure community and industry energy needs are met through the efficient use and adequate, reliable and competitive supply of energy. The Department provides advice on and implements environment and energy policy to achieve a healthy environment, strong economy and thriving community. It does this across four purposes Environment and Heritage, Climate Change, Antarctica and Energy. To do its business effectively, the Department needs access to reliable and up-to-date information, supported by leading edge, fit for purpose technology platforms. Advances in digital and spatial technology provide exciting opportunities for the Department s work opportunities which we are already taking and want to accelerate. The Department also has a critical role in ensuring the public availability and use of reliable data. Position Overview As the Chief Information Officer (SES Band 1) you will develop organisationally aligned Information and Communications Technology (ICT) strategies to enable the Department to achieve strategic and operational goals. As the CIO you will lead the strategy, planning, development and delivery of integrated ICT services and will be required to identify and define strategic issues in relation to ICT architecture, cyber-security, service delivery, data sharing, contemporary sourcing and knowledge management in a rapidly changing technological context. Along with the Chief Data Officer, the CIO leads the Department s focus to align technology and information strategies. Knowledge, Skills and Abilities To be a successful in this important and challenging role you will need to be a strong leader with personal presence. You will be strategic and innovative in focus and will have a strong track record of delivery in leading complex information and technology functions to meet business needs. Your integrity, judgement and strong leadership credentials will be paramount. You will have a strong focus on results and be adept at managing issues under pressure. Your impressive personal style and ability to engender trust and respect will be complemented by intellectual rigour, first class communication skills and impressive interpersonal and relationship building skills. Key internal and external relationships This role works closely with a range of SES and other internal stakeholders, the ICT Committee, the Executive Board and stakeholders from other APS agencies such as the Digital Transformation Agency and reports to the First Assistant Secretary, Knowledge and Technology Division. Key accountabilities The key accountabilities for the CIO include: As the CIO, lead the Department through a period of significant technology and data transformation and implement contemporary sourcing models that enable Departmental outcomes and demonstrate value for money. As the CIO, ensure effective management of information and cyber-security postures aligned to Australian Signals Directorate (ASD) and Protective Security Policy Framework (PSPF) standards (including access controls, security plans and management of business continuity/disaster recovery capability). Provide vision, leadership and effective governance of the ICT strategy ensuring alignment with priorities agreed to by the ICT Committee as well as aligned to Whole-of-Government Digital Service Standards, Shared Services agenda, Commonwealth procurement policies and industry practice. Provide high level briefing to the ICT Committee and the Executive Board on investment priorities and the strategic direction of the Department s data and ICT assets. Page 2
3 Ensure all business-as-usual ICT services are reliable, secure and well-integrated. Manage the operating and capital budget of the IT Branch and ensure agreed financial and performance outcomes on all outsourced contracts. Direct and deliver endorsed IT projects in accordance with the Departmental project management framework and ensure alignment to the Information Strategy in partnership with the Chief Data Officer. Build and maintain an effective, client-service oriented, innovative and future-focused ICT workforce, reflective of the technology delivery models, information strategies and vendor relationships in place. Engage effectively across the Department and the broader APS and nurture effective relationships with internal and external stakeholders make a significant leadership contribution in relation to technology and cyber-security at both Departmental and Whole-of-Government levels. Foster innovation within the IT branch that contributes to the Department s continuous improvements to its way of working. Qualifications Relevant tertiary qualifications in the field of Information Technology are desirable. In addition, membership of relevant professional associations or institutes will be well regarded. Security This position requires the successful candidate to have (or the ability to obtain) a Negative Vetting Level 1 security clearance. Tenure The successful candidate will be offered ongoing employment under the Public Service Act Remuneration A Total Remuneration Package (TRP) reflecting the importance of the position will be negotiated with the successful candidate. The TRP comprises of: Base salary (including a motor vehicle allowance rolled into salary) Superannuation, and Official parking. Other entitlements (in addition to TRP) may include: Airline lounge membership Provisions for leave and relevant allowances (e.g. travel), and Relocation assistance (if relevant). Eligibility To be eligible for engagement to the Australian Public Service (APS), applicants must be Australian citizens or have permanent residency status pending the granting of Australian citizenship. There are also restrictions on the employment of people who have received a redundancy benefit from an APS agency or the Australian Parliamentary Service and who is still within their 'redundancy benefit period' or restriction period. These arrangements do not apply to persons who have received a redundancy benefit from a non-aps Commonwealth employer, from a State/Territory Government employer, or from the private sector. There are no restrictions on such persons competing on merit for APS employment. Prospective appointees will be required to satisfy health, character and security checks.
