1 JOB DESCRIPTION Principal Consultant Monitoring and Evaluation training and capacity building Summary: Location: Reporting to: Salary/Grade: Full/part time An exciting opportunity to deliver and manage training and capacity building consultancies related to all aspects of M&E from planning through to evaluation, impact assessment and learning, and the design of M&E systems. Preferably based in Oxford (remote working considered) Thematic lead on M&E Grade 3: 37,000-44,000 depending on qualifications and experience. Pension contribution (opt in) of 5% to INTRAC s pension scheme. Full-time desirable but part-time arrangements can be considered BACKGROUND INTRAC is an independent not-for-profit organisation, dedicated to strengthening the effectiveness of civil society across the world to challenge poverty and inequality, empowering people to gain greater control over their own future. By choice we work in countries and regions where pervasive poverty and inequality persist. We seek to strengthen regional and in-country access to sustainable, high quality, transformative capacity development support for civil society and to influence policy makers, government regulators and funders to improve civil society-related policy, strategy and practice. In practical terms we focus on services and trends in the following areas: monitoring, evaluation and impact assessment, and learning (MELIA); organisational development and change; and strategy and programme design. Our work is funded through a combination of consultancy contracts, training fees and grant funding. As well as monitoring and analysing trends and developments in our key themes, we review major trends and policies affecting civil society and contribute to joint learning and the development of good practice in the sector and our wider community. Our partners and clients include all types of civil society organisations (CSOs), from grassroots and activist organisations to large international level NGOs, as well as bi- and multilateral donors, foundations,

2 policy makers and regulators who support and set the parameters for civil society. Our work is delivered by a small group of staff with in-depth thematic, regional and methodological expertise, and a pool of INTRAC associates and external consultants. Our principal consultants deliver on diverse consultancies that may range from short-term process facilitation, to programme reviews and evaluations, design of capacity building strategies, research consultancies, and long term organisational change. They also support our training work through INTRAC s Open Training Programme or as part of tailor-made training designed for individual organisations. Through our publications, events and communications work, consultants are also encouraged to write up and share their thinking and methodologies that can be of interest more widely in the sector. INTRAC is looking for a dynamic individual to contribute to the development of our MELIA work. As a Principal Consultant for monitoring and evaluation training and capacity building you will access a range of exciting opportunities such as: Developing and implementing face-to-face and online MELIA training and capacity development for diverse civil society stakeholders in the UK and overseas, from grassroots groups to international NGOs, from faith-based organisations to trade unions Liaising with and learning from a global network of associates with expertise and years of experience on MELIA Contributing to INTRAC s thinking and current debates on M&E with an opportunity to publish and present papers, INTRAC s Praxis Notes, blogs, etc Some examples of previous MELIA training and consultancies include: Online webinar-based training for the Danish Refugee Council on M&E in humanitarian contexts for M&E staff in the MENA region Online webinar-based training programme over two years for ForumSyd and local civil society partners in East Africa. Design of M&E system and face-to-face M&E training for CSOs in Yemen Training in Theory of Change to inform strategy development for Norwegian Church Aid s country offices in Africa Training on participatory approaches in Lebanon as part of an evaluation of a Syrian Activists network Research and evaluation of beneficiary feedback mechanisms As part of the INTRAC team you will have the opportunity to contribute to and learn from INTRAC s research, training and consultancy work, helping to meet our mission and vision to strengthen civil society and continuously learn to improve our performance.

3 WHO ARE WE LOOKING FOR? INTRAC is recruiting a senior consultant with expertise in the field of monitoring evaluation, learning and impact assessment to help develop and deliver on a portfolio of training, consultancy and programme work in this area. As the ideal candidate you will have strong experience working in the field of international development with civil society organisations, preferably with overseas experience. You will have proven practical experience in the design and delivery of M&E training and in building capacity of individuals and/ or organisations to improve their skills and practice in MELIA. You will have knowledge and experience of using a variety of research methodologies (both quantitative and qualitative) for use in MELIA work and are up to date on areas of innovation and debate. You will be able to bid for and lead consultancy work focussed on M&E and have the ability to work with our staff and associates to identify where INTRAC can best add value on MELIA issues. This includes identifying areas for supporting discussion, learning and documentation of good practice. You are well organised, used to working to deadlines and have excellent writing skills. MAIN RESPONSIBILITIES TRAINING (~ 45%) Develop and deliver specific training courses related to MELIA. These could include face to face, web-based online (blended) and/or tailor made training courses i.e. for clients, modules within training courses or training on other themes that may require input on monitoring, evaluation and impact assessment. Identify and respond to/organise high-quality response to calls and other training opportunities. Collaborate with external associate trainers to develop and deliver training in innovative ways. CONSULTANCY (~ 30%) Identify and respond to/organise high-quality response to calls and other opportunities for consultancy work in the area of MELIA. Lead on/ support specific consultancy bids or proposals including identifying possible team members (staff or associates) and organising bid preparation. Deliver/or oversee the delivery of specific consultancy contracts including acting as a team leader where necessary. Collaborate with external associates on specific initiatives and work closely with colleagues of other teams.

4 Communicate closely with and develop relationships with existing and potential clients. CONTRIBUTE TO THE DEVELOPMENT OF INTRAC S PORTFOLIO OF WORK ON MELIA (~ 15%) Work with the Thematic Lead on MELIA to: Identify opportunities for expanding and increasing the impact of INTRAC s MELIA work including consultancies, training and other forms of capacity building work. Monitor and keep up to date on key developments and debates in relation to this area of practice. Identify opportunities for expanding the public profile of INTRAC in MELIA, including through supporting learning and convening and documenting practice. Expand our network of potential collaborators in this area including consultants and possible institutional partners (where appropriate). LEARNING AND BUILDING ORGANISATIONAL KNOWLEDGE (~ 5%) Contribute to INTRAC s own development of MELIA thematic capacity, including supporting organisational learning and development of internal and external materials and publications. Contribute to the production of INTRAC s research and learning initiatives and publications (blogs, newsletter, website, occasional papers, books, events, etc.) OTHER DUTIES (~ 5%) Perform other reasonable duties in support of the organisation as requested by the line manager, Training and Consultancies Director or Executive Director. PERSON SPECIFICATION EXPERIENCE Significant practical experience of working in international development with civil society organisations, preferably including overseas experience. Experience of managing development projects/ programmes an advantage, alongside experience of developing/ implementing project/ programme/ organisational M&E systems. Proven practical experience and track record in using a range of capacity building approaches methods and tools in MELIA, including designing and delivering training for civil society organisations.

5 Experience working as a consultant on assignments related to monitoring, evaluation and learning would also be an advantage for this position, including: proven experience of designing, delivering and reporting on commissioned assignments with/for CSOs, including proposal development and writing; experience of budget preparation and monitoring; excellent partner, client and team management skills. Experience of using a variety of research methodologies (quantitative as well as qualitative) for use in MELIA work. Understanding of/ interest in current M&E debates and literature within the sector. Commitment to INTRAC s values, vision and mission SKILLS Excellent organisational skills and ability to multi task and work to deadlines Proven strengths in facilitating collaboration and collaborative ways of working both as part of an internal team and with external stakeholders/partners Cross-cultural sensitivity Self-awareness, adaptability and flexibility Fluent English and an ability to write clearly and concisely for different audiences including academics and practitioners. In addition, a good working knowledge of another language key to INTRAC s wider work such as Arabic, Russian, French, Spanish or Portuguese is an asset. TERMS AND CONDITIONS 1. These are as stated in INTRAC s standard terms and conditions (downloadable from our website) 2. The minimum general working hours are 37.5 hours a week 3. It is expected that the postholder will be required to travel as part of training and consultancy assignments. Although this is dependent on the assignment, on average, this may amount to around 2 assignments per quarter, usually for a one-week period, and occasionally for up to 10 days. 4.
