1 1. How will an Individual be determined basic skills deficient and who will be making the determination? The WIA Administrator will conduct comprehensive testing using the TABE assessment instrument during eligibility determinations. The TABE assessment instrument identifies the educational levels for a participant and determines whether an individual is basic skills deficient in either reading or math or both. By scoring below an 8.9 grade level an individual would be identified as basic skills deficient. In this proposal, at least 35 of the 40 participants received will be basic skills deficient in either reading or math or both. You may serve up to 5 participants who are not basic skills deficient, but no more than 5. Deleted: 2. Where are the Basic Skills identified and would a form for them be provided? The Basic Skills should be identified in the Individuals Customer Service Plan. They would also be identified in the Georgia Workforce System (GWS) an Internet-based system used by the WIA Administrator to track participants served in WIA Programs. All customers are administered formal testing using the TABE assessment instrument during eligibility determinations. This form identifies the educational levels and results are input in the GWS system that the director referenced. A copy of this information is provided to the provider as part of referral. Selected providers will be trained on the process. 3. Can a participant be either or, or does the participant have to be deficient in both literacy and numeracy? The participant must be deficient in either reading (literacy) and/or math (numeracy). Reading and Math levels are the triggers for determining basic skills deficiency. You will know which areas an individual is deficient from the assessments that are done with the TABE assessment instrument that we will provide for you. 4. What tests are given in the comprehensive assessment? The TABE Assessment, the DAT (Differential Aptitude Test), and the Interest Inventory Test are all administered during the comprehensive assessment. 5. Does the Interest Inventory Test evaluate a particular career pathway or field of study / training? The Interest Inventory test provides more of an interest survey or hobbies that interest the individual. 6. In regards to accountability for outcomes, especially the attainment of a certificate / degree and placement in post-secondary education, full time employment or military, would our certificate count as the school component for a successful outcome?

2 The certificate (if it is state or nationally recognized) is a benefit, but you will still have to have the participant enter into full time unsubsidized employment, post-secondary schooling or military service and obtain one or more functional grade level gain in basic skills to achieve a successful outcome. 7. Whatever program we design, we have to have a component that improves the literacy / numeracy one or more grade levels? Yes, there should be shown an increase of one-or-more functional levels in the area of the deficiency. 8. Will you test them again to verify the literacy / numeracy gains? Once you have completed your services and are confident that the individual is ready to be evaluated, you may coordinate with our Intake Unit. They will bring them in and schedule them to be tested. 9. Will the testing be done at the end of twelve months or how does that work? Performance assessment can be conducted as early as one week after completion of services, but no later than twelve months from the completion date. Historically speaking it has been an advantage to serve this population as early as possible upon completion of training, because of the difficulty in locating them after training. 10. How much funding is there for OJT and Work Experience? Is there enough to provide all 40 participants a funded work opportunity? Adequate funding is available to fund work opportunities for the number of youth solicited. This solicitation only outlines proposal for the provision of innovative work experience initiatives. OJT is not a solicited service. Funding levels outlined in the proposal does not include participant wages. These wages will be paid by the local WIA Administrator, who retains the status of employer of record for all eligible youth participating in any of the work experience activities being proposed. 11. Are there funds available in the Program to pay wages for all 40 participants? Yes, there are funds available to pay both wages and FICA contributions for the participants to be served. 12. Is the work experience period dependant upon the proposal that we submit or is there a specific time frame that we would have to follow? For Out-of-School youth, the solicitation indicates that the maximum hours of training that WIA pays wages for are 320 hours. Wages paid will be at the prevailing entrylevel wage not minimum hourly wage. Any Out-of-School youth that you are placing

3 on a worksite will receive the same rate of pay for that particular position as any entrylevel individual (i.e. If the entry-level wage for a position is $10.00 per hour, then the Out-of-School Youth would be paid $10.00 per hour for training). 13. Are they paid while they re in training or just during the work experience? That depends on how you design your program. You would tell us. You are proposing a service. We will be contracting for work experience, so whatever you are incorporating into your service to make it innovative those are choices you are making. It s up to our Workforce Investment Board (WIB) to decide whether or not your proposal is innovative enough to pay for all the components of your proposal or just the work experience. Our WIB Board will extend a contractual award for a program that will be the most beneficial to the population served. 14. How would we connect to supportive services? Would that be through the one stop s direction? Connection to supportive services may come from various venues. Once an individual is enrolled in a proposed service it is the providers responsibility to ensure that there is connection to supportive services that may be required. It may be one of the budgetary prospects offered in your proposed service; or, it may be a referral to appropriate agencies for potential receipt of services by that agency as part of the proposed services. 15. Can the work experience training be conducted in house or on-site; or does it have to be with an employer? The work experience should be in a Private for profit, or a non-profit organization. The goal is to place them where they would be hired full time after the training period to achieve the performance outcome. However, if the intent is for the participant to enter into post-secondary education, and the work experience would be providing exposure then that is something you would have to propose in your program design. Bare in mind, as a prospective provider, you would be serving one population with two possible outcomes transition to full time employment or post secondary education. 16. In the proposal, must the program be operated in a freestanding real estate (vs serving out of our office) This is solely at the discretion of the bidder; proposals will be rated on adequacy of staff and facilities for completing proposed services successfully and whether the facility is accessible to the target population. 17. If we partner with an outside entity, would you be the Employer of Record?

4 The Administrator will be the Employer of Record for participants enrolled under the work experience component. We would not be the employer of record for a contractor s partnership with an outside entity. 18. Will there be quarterly reporting? There will be quarterly reporting and quarterly monitoring. WIA requires that potential contractors also conduct internal monitoring of their projects to ensure they remain fiscally sound and are compliant with WIA funding requirements. 19. Will the WIA Administrator provide us the designated participants per quarter? No, it is the provider s responsibility to recruit the designated participants for the program. WIA is not obligated to recruit for you. However, if there are some individuals who already exist in our WIA System who may need services, we would assist you with those referrals. Contractor may also coordinate with WIA assist with potential referrals; otherwise, it is solely the responsibility of the contractor to recruit the participants. 20. How many youth will be carried over from present contractor and where are they in services received? It is estimated that there may be few to no customers who would be carryover from a specific activity for which the contractor would be responsible; however, should there any participants, the solicitation requires that the awarded agency takes on the responsibility of follow-up services where applicable. 21. Is there a Retention Outcome? Yes, the retention outcome affects our Performance. It s very beneficial for a Provider to match an individual with the appropriate worksite to achieve the goal of having the individual still employed six months to a year afterwards. However, if they were enrolled in post-secondary education, the goal would be that they are still actively enrolled in school. We don t expect employment for those entering into post-secondary schooling or advanced training (even short term) until their schooling was completed. 22. In regards to the Retention Outcome, when does the year start? Technically your service would end 12 months after the individual completes your training. However for us, when they exit the GWS system. If the individual receives any service from any other partners under WIA, that individual would remain active in the system until no services are being provided. The Retention standard wouldn t be recognized until then.

5 23. The age group targeted in this proposal is 19 to 21 year olds? Yes, the WIB Board has decided that for this program the 19 to 21 year old Out-of- School Youth would be served. There may be some exceptions where an 18-year-old youth would be approved for this service, but they would have to be out-of-school and have extenuating circumstances. The WIA Director would approve those exceptions on a case-by-case basis. 24. Explain Summary of Performance: Skills Attainment Rate, Diploma Rate Based upon the number of clients that have been served by your agency, and goals established, what percent reached their goals whether it was basic skills, work readiness skills, or occupational goals. The same applies to a diploma rate. What percentage of youth did not have diploma at the start of program participation, but acquired upon completion. 25. Where can the O*Net Code for a position be found? The O*Net Code can be found at onetonline.org or you can Google the information entering the key phrase onet. 26. How many youth will be carried over from present contractor and where are they in services received? It is estimated that there may be very few to no customers who would be carryover from a specific activity; however, contracts will include a requirement that the awarded agency takes on the responsibility of follow-up services where applicable. This will usually be the only service required if there are carryovers. 27. Do we need to maintain the RFP Format, or is it more important that the information is provided? It s more important that the information is provided. Some of the forms that have been attached to the solicitation must be completed. We are looking more for the content of the proposal - how your proposal will service the youth. As long as your proposal is responding to everything that s being asked for, has provided the required number of packets, et cetera, then it would be considered responsive.
