1 Issued by Centre Performance March 2013 Welcome to a Portfolio Update for Qualification Consultants in: Building Services Industry If you have any feedback regarding this update or have received it in error, please centre.performance@cityandguilds.com Please note that Building Services Industry, which incorporates Electro-Technical, Plumbing, Heating and Ventilating (H&V) and Refrigeration and Air Conditioning (RAC) qualifications, was previously known as Building Services Engineering / 6035 Plumbing and 2357 / 2365 Electro-Technical Fast-track / Automatic Approval During the development of these qualifications consideration was given to fast-tracking qualification approvals. Originally it was intended to allow registrations only and certification to be agreed following a QC activity to the centre. However, the fast-track was actually confirmed as being automatic approval, which results in approval for registration and certification. This only applied where the centre already held the previous 6089/6129 Plumbing and the 2356/2330 Electro-Technical qualifications. This has created possible issues of difficulty where centres may be in a position to claim certification when they may not be meeting the requirements of the qualification to the full. To alleviate the problem, local offices have been requested, as a matter of urgency, to bring forward QC activities (wherever possible as actual QC visits) in these qualifications. When you carry out an activity, be aware of the circumstances of the approval. If you find that a centre is not meeting the requirements of the qualification, consider the following: If no significant risk is identified, be fair but firm with the centre, pointing out where the centre needs to make improvements in its performance. Record improvement points and if necessary action points in the report, and agree a mutual timescale to resolve the issues. If significant risk is identified, complete your report, referring to Our Quality Assurance Requirements, providing an action plan and applying the appropriate risk level. 2 Refrigeration and Air Conditioning 2079 F-Gas / 6187 / 7189 Refrigeration and Air Conditioning The category I F-Gas unit in 2079, is equivalent to both the /530 F-Gas Category I unit and the /509 F-Gas Category I unit. It is the same Category 1 Unit in all three qualifications. DEFRA/REFCOM already recognise the 2079 F-Gas qualification. They also recognise the 6187 and the new 7189 qualification. Thus anyone holding any of these three qualifications is identified as F-Gas compliant. Currently DEFRA do not recognise the achievement of the individual F-Gas Category I unit in 6187/7189 as achievement of the City & Guilds however have written to DEFRA on this matter and it is anticipated that DEFRA will recognise the learner as F-Gas compliant. Recognition of Prior Learning (RPL) of 7189 to 6187 Some centres appear to be of the understanding that learners can take the 7189 RAC qualification in the first year of their training programme, and then in their second year complete only the performance units of the 6187 RAC to achieve the full QCF award, having used the 7189 to RPL all the underpinning knowledge and combination units content. However, only 3 units can be RPL d from: 7189 Level 2 Diploma in Refrigeration, Air Conditioning and Heat Pump Systems to: 6187 Level 2 NVQ Diploma in Installing, Testing and Maintaining Air Conditioning and Heat Pump Systems 6187 Level 2 NVQ Diploma in Installing and Maintaining Refrigeration Systems The units are: Safe Working Practices Communicate with others in BSE /530 F-Gas Category I F-Gas Category 1 Examination There have been some changes made to the F-Gas Category I unit examination test specification. The changes affect the way that the test scores are reported. However no changes have been made to the unit outcomes or the assessment criteria. Centres will therefore note that the exam score report looks different. No other changes have been made to the qualification Pipework fabrication There have been changes made to the (Pipework fabrication) assignment. The assignment has been changed in order to give the option of centres choosing between a refrigeration or an air-conditioning system. Also changes have been made to make delivery a little more flexible for centres, without going so far as to compromise the integrity of the assessment, and a minor change has been made to take account of changes to the Brazing Specification. These changes can be accessed by centres and QCs via the City & Guilds website. Building Services Industry Portfolio Update March of 6
3 Level 2 Understand air conditioning and heat pump system installation, testing and maintenance techniques (7 Credits) Please be aware that there is a downloadable pack of diagrams from the City & Guilds website which accompanies this on-line MC examination. These diagrams should be printed off and given to the learners before the examination. Currently this is not stated on the Walled Garden, however we intend to place an alert next to this examination, informing centres of this information. Occupational competence of Assessors and IQAs The question of occupational competence / qualifications of Assessors and IQAs continues to be raised by QCs as they come across individual cases that do not appear to meet the profile outlined in the qualification handbooks and/or the SSC occupational standards or assessment strategy. In the interests of consistency and clarity, under the QCF, City & Guilds will be adopting a policy and practice that accords with the Consolidated Assessment Strategy published by Summit Skills, the Sector Skills Council for the Building Services Industry. A similar policy and practice may be adopted for other markets. Occupational Competence of Assessors For the purpose of qualifications in the BSI market, occupational competence is considered to consist of one or more of the following; a qualification or certificate from a recognised awarding / certification organisation, in the discipline (or related BSI discipline) being assessed, at a level equal to or above the assessed qualification a CV of occupational expertise identifying the assessors occupational experience (particularly relating to the previous 5 years) an up-to-date CPD record of occupational expertise activities and involvement a sound and clear understanding of the qualification requirements ie fundamental working principles, installation options and regulatory requirements of the relevant qualification being delivered, as outlined in the National Occupational Standards (NOS) and qualification handbook. In addition the assessor must: hold a relevant assessor qualification to A1 / A2 / TAQA standards, and; possess a thorough knowledge of the occupational standards, qualification requirements, the assessment strategy and assessment requirements of the qualification. In 90%+ of cases this should not present any problems, as the majority of assessors will have a relevant qualification / certificate plus a number of the other criteria. In a minority of cases however, the position may not be so clear. In such cases the QC will be required to make a judgement of the competence of the assessor against the evidence produced. If the QC continues to remain uncertain then they should seek advice from the Portfolio Consultant (PC) or Group Portfolio Consultant (GPC). Building Services Industry Portfolio Update March of 6
4 Occupational competence of IQAs The following guidance is taken from the NVQ L2 Diploma in Plumbing & Heating ( ) Qualification handbook for centres. Internal Verifiers role and responsibilities The Sector Skills Council, SummitSkills, considers the main focus of IVs to be the quality assurance of assessment procedures. The IV is also required to have a minimum of occupational experience evidenced by having a Building Services Engineering sector related qualification or proven sector competence / experience plus access to relevant occupational expertise to enable them to conduct their role as internal verifier appropriately. This evidence and access to occupational expertise is quality assured by City & Guilds. Internal Verifiers must be working towards or have achieved the V1 Standard and continue to practice to that standard, or have achieved D34 and possess CPD evidence of practicing to the V1 Standard and demonstrate an understanding of the assessment process. By way of providing further guidance the following is offered - the minimum normal requirement would be as per SSC requirement - ie that the IQA would have a BSI background / qualification (Electro-tech, Plumbing, H&V, RAC) and where carrying out IQA activities in disciplines other than in their direct occupational competence (OC), that they have direct access to the relevant occupational expertise when / where necessary in some extreme cases, eg small centres with limited staff resources we would accept non-bsi competent persons from construction / engineering background / qualifications if they: o o o could produce / demonstrate, CPD / CV of relevant experience identifying firm knowledge and understanding of the BSI sector (eg clerk of works, experienced construction / engineering site supervisors, experienced / practiced building company owners / managers). have direct access to the relevant occupational expertise when / where necessary have a standard IQA qualification (D34 / V1 + working to TAQA standards). Electrical / Gas assessors for Plumbing assessments Questions have arisen regarding the status of assessors who may or may not assess the gas assessments and the electrical unit (305) of the Plumbing, H&V and RAC qualifications. In the instance where a centre does not have a suitable (electrically qualified) plumbing assessor to assess the electrical unit (305), the centre may appoint an electro-technical assessor from within the centre, or alternatively a peripatetic electrically qualified assessor to carry out the role. Similarly, a qualified gas assessor from another section of the centre or a peripatetic gas assessor may be employed in the same way. Assessors and IQAs must be identified on the centre s staff resource list and a Centre Update (CU) must be submitted to the QC and City & Guilds, before staff are utilised for assessment purposes. Real Work Environments (RWE) Centres have again been raising questions regarding evidence gathering for performance units of the Building Services Industry qualifications. 5 The QCF standards for Building Services Industry (which differ little in principle from the NQF in this area), require the learner to be producing evidence of competence in his/her real work place, working under real working conditions with real colleagues and for a real customer. As an exception to this principle, simulation may be allowed on some limited rare occasions. These occasions being: 1. Where safety critical activities are to be assessed. These activities are identified in the qualification handbooks, and / or; 2. When a learner, in attempting to complete a qualification, cannot access suitable evidence gathering opportunities in his / her workplace in order to produce the evidence necessary to complete the unit. The permission of the QC must be sought under this circumstance. For guidance on this subject the QC should identify: how long the learner has been continuing with their qualification if the learner has completed a sufficient / significant part of their performance evidence of the qualification in their own workplace if sufficient effort, via sound assessment planning, has been applied to finding the learner access to evidence gathering opportunities in his/her own workplace if the centre has attempted to find the learner alternative temporary placement. In circumstances where questions remain, the centre in communication with the QC may be allowed the opportunity to provide access to a simulated real work environment to complete the remaining evidence requirements of the qualification. A Real Work Environment (RWE) is where: a client is purchasing the building / installation and requires a satisfactorily finished product, (could be role played by a centre member of staff) and the operative (learner) is working: under management and supervision teams (assessor / IQA) with other related trades - bricklayers, joiners, plasterers, electricians etc with other work colleagues in support - fitters, apprentices, labourers etc (other learners) on / with new work surfaces and surroundings (invariably, working on some available properties means trainees being recycled around the same tasks on the same surfaces) on / with differing work surfaces, differing surroundings with plant, tools and equipment applicable to the environment for which they are designed in climatic conditions that prevail in the day to day work environment under time constraints applicable to the work being completed on schedule to achieve a finished product which is acceptable to the employer and the paying client, completed on time. The personnel identified in (italics) above are illustrative of the roles that could be carried out when and if simulation is agreed with the QC. All of the learners who complete the QCF qualifications need to have been in the real live working environment carrying out the tasks outlined in the standards. If they have been, they will be able to produce the evidence of competence at no additional cost to the centre. If they have not followed through this process then the evidence cannot be considered valid, authentic, reliable, current and sufficient. Building Services Industry Portfolio Update March of 6
6 The learner does not have to have been in full employment (although this would obviously be the most suitable arrangement), but does have to produce the evidence of competence in the manner and circumstances of those that are in employment. Use of Simulated Real Work Environments The use of a simulated real work environment may be used as and when a learner, in attempting to finalise a qualification, cannot gain access to the required evidence generating activities. This however can only be agreed as the exception rather than the rule and only with the authorisation of the Qualification Consultant. Further commentary on simulated work activity conditions can be found in the qualification handbooks and the Summit Skills Assessment strategy. For clarification, units in the QCF come in the form of; Performance units, these units reflect the actual work activities of the learner in his / her own workplace and as such, evidence of competence in performance units must be generated in the learner s workplace. The forms of evidence for these units are identified in the qualification handbooks, but briefly they take the form of; direct observation by the assessor (this is prime source evidence) candidate reflective account ( write ups ) work products from the learner s workplace witness testimony Recognition of Prior Learning (RPL) Performance units are to be assessed either directly in the learners workplace through observation by the assessor or through documentary evidence sourced from the learner s natural real work environment. Knowledge units, assessed via EVOLVE multi-choice questioning and / or other forms of questioning, eg short answer or oral questions and assignments. Knowledge units are to be assessed in the centre using centre resources. Combination units, ie those units that have a mix of knowledge and practical activities contained in the outcome assessment criteria. These are to be assessed through assignments, which may have both a mix of questioning as above and practical tasks outlined in the assessment documentation.
