Answers: LIPA expects to spend approximately $1.2 million a year. 2) Is there any specific budget limit to the new contract? Answer: see #1 3) Could you please share the total number of candidates employed under current contract? Answer: 4 Skill set Level IT Project Management Level 5 IT Systems Support Engineer Level 5 Network Support Engineer Level 3 Help Desk Analyst Level 3 And an idea of how many projects will be doing at least in the first 3 years of the contract: Technical Writer, Security Analyst 4) How many candidates are currently working? Answer: See answer to #3 5) Page 12 point VI. In threshold criteria it is mentioned that at least 10 years of working experience. We have 9 years of working experience as IT staffing service provider based HQ in Holtsville NY (Suffolk County). Is Ask IT eligible for this bid? 6) Page 13 point 4. It is mentioned Provide three (3) resumes of representative consultants for each skill profile being proposed. Do we need to provide candidate s resume, who will perform work at LIPA locations once awarded or we need to provide sample resume for the selected category? Please suggest.

Therefore, please provide 3 live resumes for each of those. 7) Does LIPA currently have an incumbent performing these functions or is this new work?. 8) Does LIPA have the current cost on the existing contract or a spend plan for this work? Answer: See answer to question #1 9) Does LIPA intend to award one or have multiple awards? Answer: Multiple awards. 10) Can you tell me if this RFP is open to all IT consulting companies, or if it open to only pre-approved State vendors? Answer: This RFP is open to all IT Consulting Companies. 11) What is the budget for this RFP? Answer: See answer to Q1. 12) Are there any incumbents?. 13) In Page 13 4(a) you mentioned Provide three (3) resumes of representative consultants for each skill profile being proposed. While you are not required to submit a resume for each level, the representative resumes submitted for each skill profile should demonstrate your firm s ability to provide consultants with the full range of skill levels. -Should we submit Representative(Sample) resumes or Live resumes while submitting the proposal. Answer: You should provide Live resumes for the positions needed now and as well for others. 14) Does Candidates Replacement Option is available? 15) In Page 13 you mentioned Provide information detailing your firm s experience in providing IT services to electric utilities. In addition, please provide information that demonstrates the level of your understanding of an electric utility s IT needs- Is this Mandatory? Answer: This is desirable, but not mandatory.

3 16) Can we fulfil the electric utility experience with the candidates experience in electric utility area? 17) Section III indicates that the contract will be for a period of five (3) years with and option. Please clarify whether the initial period is 3 years or 5 years. Answer: The initial period of the contract will be 3 years. 18) Please clarify the submission requirements in Section II, page 4, paragraph 3. a. Does 5 copies refer to just the Technical Proposal or does LIPA wish 5 copies of the Cost Proposal as well Answer: LIPA only requires 2 printed copies of the price proposal. b. Is the Cost Proposal content supposed to be on the flash drive with the Technical Proposal content, or is it on a separate flash drive, or not required in electronic format? Answer: The Cost Proposal can be in the same flash drive as the Technical Proposal, but it must be a separate file. 19) What is the expected quantity and frequency of LIPA s need for each of these skill categories over the course of the contract? Answer: See questions #1, 2. 20) How many contracts does LIPA expect to award? Answer: Multiple. 21) Is this contracting vehicle replacing a current one? If so, which vendors are on the current contracts and how many positions have been awarded to each? What was the annual spend on this vehicle in each of the past 3 years? 22) Section V, the Scope of Services, mentions a plan for completing the work and an estimate of each consultant s time. Is it LIPAs intention to award IT projects through this vehicle as well as to add temporary staff? Answer: LIPA intends to fill 4 positions immediately after award and approval of the contract by the OSC (Office of the State Comptroller). In addition to the initial positions, there will be a need from time to time to get consultants for projects for the length of the contract. When the need arises, vendors will be requested to respond to an RFQ (Request for Qualifications), responses evaluated, candidates interviewed and the work placed with the contractor offering the most practical and economical solution (see top of page 7 of the RFP). 23) Sections VII.A.9(a) and (c) asks if our firm has ever represented or currently represents number of entities. Please define represent. Answer: Not applicable to this RFP. Please disregard.

4 24) Section VIII.A.3 indicates that proposals will be evaluated on years of experience, years of employment among other factors. Section VIII.A.4 indicates that proposals will be based upon the proposer s ability to provide consultants with the full range of skill levels. These to criteria conflict. If proposers present candidates with the greatest years of experience and employment they will by definition not be able to present the full range of skill levels since the sole determinant of skill level is years of experience, and vice versa. Which of these evaluation criteria is the most important to LIPA? Will you consider specifying the desired skill levels to be submitted so that all proposers are on equal grounds? Answer: See answers to question #6. Vendors should submit live resumes for all. 25) Is it acceptable in the proposal to commit to meeting LIPA s MBE, WBE and SDVOB goals, or do you desire that proposers name the intended subcontractors in their proposals? Answer: The subcontractors must be identified and named in the response to the RFP. 26) What is the anticipated Start Date of the contract? Answer: The tentative start date of the contract will be March 1, ) Will LIPA consider posting answers to questions as they become available rather than waiting until August 16? Receiving answers to questions less than 2 weeks before the proposal is to be submitted increases the likelihood that proposers will need to rework their proposals or that a necessary change will be missed rendering the proposals nonresponsive. Answer: Answers will be posted as soon as feasible. 28) What are the primary information technology tools and platforms in use at LIPA? Answer: Microsoft Stack, Epicor, MS Sharepoint, Cloud Office 365, Juniper. 29) One of the documents included on the procurement website is entitled Exhibit G-- Insurance. We did not see a reference to this Exhibit in the RFP, in the Standard Consulting Agreement or in the Standard Clauses for LIPA Contracts. Some of these coverages (for example, $50 million of professional liability coverage) seem excessive for this type of contract. Others are coverages that we do not routinely carry and are have not been required for this type of work by our hundreds of other clients (for example, Employment Practices Liability and Directors and Officers Liability). Does Exhibit G apply to this procurement and, if so, are its coverage levels negotiable? 30) Is this contract replacing an existing contract, if so, is it possible to get information on the current contract and its current vendors?, the current incumbent firms are: Unique Com, Inc., Source of Future Technologies, Inc., 22 nd Century Technologies, Inc., Lockheed Martin Services, Inc., Power Analytics Corporation and Xtensible Solutions, LLC. 31) Does LIPA have historical data on what they have spent in the past on Information Technology Services? Answer: See answers to question #1.

5 32) We are committed to achieving the 15% minority owned, 15% woman owned and 6% SDVOB owned goals of this solicitation. Our plan to achieve those goals would be to seek MWBE firms and SDVOB firms that have the necessary talent and resources to meet LIPA s strict requirements. Given that services rendered as part of the resulting contract will be on a project and as-needed basis and since there are a wide range of skill profiles required, would LIPA allow us to submit a proposal without naming the specific New York State Certified Minority, Woman and SDVOB firm in our proposal at this time and defer identification of those firms and summaries of their background and qualifications until such time as the work is awarded with final approval of those proposed firms by LIPA? Answer: See answer to question #25 33) What is the estimated budget for this contract, what was the annual spend in the past years? Answer: See answer to question #1. 34) Who are the current vendors? Answer: See answer to question #30. 35) What are their current billing rates? Answer: Pricing information from current and prospective vendors is deemed confidential consistent with commercially sensitive privileges granted under the State Freedom of Information Law. 36) There is a discrepancy with the contract term provided. Would you please clarify whether the initial term is three (3) years or five (5) years? Answer: There was a typo. The initial term of the contract is 3 years. 37) Is there a current vendor? If so, who? Answer: See answer to question #30. 38) Is there a current contract in place? If so, would you provide the pricing? Answer: See answer to question #35. 39) Would one MBE subcontractor or one WBE subcontractor satisfy the entire 30% M/WBE subcontracting goal, if two separate subcontractors cannot be proposed? If so, does a waiver need to be requested for the subcontract type not being proposed? Answer: LIPA would prefer 15% MBE and 15% WBE, however 30% in either MBE or WBE will satisfy MWBE goal. 40) Is the 6% SDVOB subcontractor goal a requirement? Answer: 6% is a desirable goal. 41) When does LIPA plan to award the contract(s)? Answer: See answer to question #26.

6 42) What is the target date for the new contract to take effect? Answer: See answer to question #26. 43) Does LIPA intend to interview candidates for whom resumes are provided in this proposal as part of the evaluation process? Answer: LIPA intends to conduct interviews for the positions it needs to fill by March 1, ) In the chart on Page 13, Section 4 of RFP, LIPA requests the length of service for representative consultant (resumes) on assignment with our firm or subcontractor. Are you asking for the length of service for a specific assignment or how long this consultant has been engaged by our firm through multiple assignments over the years? Answer: The number of years the candidate has worked for your firm or subcontractor. 45) What is the outcome you want from information supplied on this form? Are you asking that the representative resumes being proposed be active consultants on our payroll? 46) On page 19, Item IX A (Limitations) 4, you ask vendors to execute a number of forms. Where do we find the Contractor Disclosure of Prior Non-Responsibility Determinations form? There is no form with that name at: Answer: See Vendor Responsibility Questionnaire. 47) On page 19, Item IX A (Limitations) 4, please clarify which form is the Diversity Questionnaire referenced, and where is it found? There is no form with that name at: Answer: Not applicable 48) Also, when asking for the Workforce Employment Utilization form are you referencing Form 102, the Workforce Employment Utilization Report? If not, please explain where to find the report you are requesting. 49) We notice that there are more forms at than are requested in this proposal. Are you asking us to include and/or execute all the forms listed on that web page or only the forms mentioned on page 19? Answer: Vendors are expected to provide all forms. 50) How important is having served other energy companies compared to the ability of a firm to provide well qualified candidates with the skill sets and levels you require? Will prior energy experience be weighted more heavily than relevant IT staffing experience? Answer: No both are weighed equally.

7 51) Can LIPA provide staffing data for 2015 and 2016 (e.g., # of staffing requests, # of openings, # of hires, etc.) for the skill Profile Categories and Level # s listed in this RFP? Answer: Please See answers to questions above. 52) How many firms does LIPA plan to select? Answer: Multiple firms will be selected. 53) Is there a VMS or MSP? Answer: No 54) Where are services to be performed? Answer: 333 Earle Ovington Blvd, Uniondale NY Any other address? No 55) Is there an incumbent providing these services?, see answer to Q30. 56) Are there restrictions for H1B or TN visa holders? Answer: The Long Island Power Authority does not sponsor visas for contractors or consultants. Contractors can staff the assignment with qualified employee that are eligible for employment in the United States. 57) Can you specify which of the requirements mentioned above extend to subcontractors? Answer: Insurance and vendor responsibility questionnaire. 58) Our firm was founded nine years ago and has a successful track record providing similar services to other large organizations, with 8 direct Fortune 100 clients, as well as State and Federal customers. We would like to pursue this opportunity as a Prime, but see that there is a 10-year experience requirement. Can you please advise whether that requirement would exclude our company from consideration if we submit a proposal? 59) The scope of services reads Services are to be rendered at LIPA offices. Can you specify the actual physical addresses of these offices? 60) The solicitation at issue is of an as-needed basis. Can you outline how much time one staffing engagement will take on average? 61) Section III. Contract Period reads for a period of five (3) years. We assume the latter is a typo, the base period is 5 years. Please confirm.

8 Answer: The initial period of the contract will be 3 years with the option to be extended for an additional period of 2 years. 62) Would LIPA please furnish more background information about why this RFP is being released? Answer: Current contract is expiring. 63) Are there Information Technology Consultants under contract with LIPA today performing the same or similar services? Will the resulting Consultants from this RFP award be in addition to the current Consultants or replacing the existing Consultant contract / Consultants with this new one? 64) If an MBE or WBE firm is submitting an RFP response one or the other submitting separately but not as a team, will their RFP response take care of the 30% MWBE participation requirement, or will the other 15% still need to be subcontracted? Answer: LIPA would prefer 15% MBE and 15% WBE, however 30% in either MBE or WBE will satisfy the MWBE goal. 65) Please clarify the Contract Period is it for a 5- year term with an option for 2 additional years (7 years total), or a 3 year term with an option for 2 additional years (5 years total)? Answer: It is a 3- year contract with the option to renew for one additional period of 2 years, for a total of 5 years. 66) What are the locations of the LIPA offices where services may be performed over the life of the contract? Answer: See answer to question #54 67) What is the estimated spend per year on this program? Answer: see answers to questions above 68) What is the decision criteria of the vendor(s) selected? Answer: See page 18 of the RFP (Evaluation Criteria) 69) Is this a single source model? If not single source, how many vendors will be selected to participate? Answer: yes 93) Should all the representative consultants have experience with any electric power utilities? 94) Should the proposed representative consultants be available for the entire term of the contract? 95) As mentioned in the RFP document that the term of the contract will be for a period of five (3) years with an option to renew for an additional two-year period. Could you please provide us a clarity about the contract duration and also about renewal options? Answer: The contract will be valid for 3 years with the option to be extended for one additional period of 2 years. 96) Each contractor will be requested to provide resumes of available candidates, a plan for completing the work and an estimate of each consultant s time. LIPA will review the plan, the resumes and the estimated cost of the work (based on the estimate of consultant time multiplied by the hourly billing rate) to determine which contractor offers the most practical and economical solution. The work will be placed with the contractor offering the most practical and economic solution. a) What is meant by a plan? b) If LIPA is looking for a web developer for example what kind of plan would we submit with resume and rate? 97) The bid mentions 7 categories and 2-5 skill levels for each. It also states firm(s) will need to submit qualified resumes of personnel for any one or more of the skills listed. The quality of the proposed candidates submitted by firm(s) will be evaluated thoroughly and LIPA may select to interview these candidates. Firm(s) may submit candidates with different level of expertise for each skill listed. It also states we need to provide three (3) resumes of representative consultants for each skill profile being proposed. While we are not required to submit a resume for each level, the representative resumes submitted for each skill profile should demonstrate our firm s ability to provide consultants with the full range of skill levels. It also asks if they are employees of ours or our subcontractor s.

12 a) The bid mentions that LIPA may select to interview candidates, so are the resumes being considered for real positions or are they simply representative resumes? b) If the resumes are representative, can we submit the resumes of our current employees? c) If any interviews are requested, what is the mode of interview (phone, Skype, inperson)? Answer: Interviews can be conducted via phone, skype or in-person. 98) Under COST it states: For each Scope of Work/Skill Profile listed present your firm s proposed hourly billing rates for all levels requested for the first two years of the contract using the format of the table listed below. Indicate your normal hourly billing rate for each level (one single rate) and the hourly billing rate (one single rate) you propose to charge the Authority. Failure to provide the requested cost structure for all levels for each job title shall be deemed non-responsive a) What will be the difference between our normal hourly billing rates and what rates we are billing LIPA? Answer: LIPA expects the firms to offer a discounted rate. b) Would the LIPA hourly billing rate just include expenses for candidates <100- mile radius? c) Will you reimburse expenses for individuals > 100 -mile radius?, see page 17 of the RFP. 99) Regarding section VI. Threshold Criteria of the RFP: Only Proposals submitted by Proposers who meet the following minimum threshold requirement will be considered by the Authority: At least ten (10) years of experience providing the type of services being proposed. a) Can the 10 years of proposer experience be met based on the proposer s key personnel experience, inclusive of upper and executive level management? Answer: No

13 b) Can the experience be met based on the proposer s employment history? Answer: Will be based on the company s history. c) Will all proposer s key personnel experience be considered in meeting the minimum requirement? Answer: No d) If a proposer has been in business 9 years, but its key personnel has experience providing the type of services requested in excess of the 10- year minimum, will the proposer have met the 10- year minimum threshold? e) Can LIPA confirm that they expect (5) physical copies of a vendor s proposal (inclusive of technical proposal and cost proposal) in one sealed package, and one (1) copy of only the cost proposal in a separate package? Answer: See answer to questions above. f) Is this contract for three (3) or five (5) years? g) Does LIPA anticipate awarding more than one vendor to deliver the services requested in this RFP? h) Does LIPA have a current contract in place to provide the same/similar services? If so, how long has it been in place and how many prime vendors are on it? i) If there is an incumbent prime vendor(s) providing these services to LIPA, can you please provide their firm name(s)? j) What is the anticipated volume of LIPA requests per year for this contract? k) What is the average anticipated length of an assignment (6 months, 1 year, etc.) for this contract?

14 l) Is LIPA open to Skype interviews for candidates? If so, in what context would LIPA allow a Skype interview? m) Page 7 of the RFP suggests that contractors are expected to provide a plan for completing the work and an estimate of each consultant s time when providing candidate resumes for specific LIPA requests. Is this requested for every LIPA request on this contract, and if so, will there any penalty associated with not completing the work according to the plan/estimated time? Answer: LIPA expects project plan submitted to be completed. n) Are candidates who are selected for assignment under the sole direction of LIPA on a day-to-day basis? o) Do subcontractors need to provide three (3) resumes of representative consultants for each skill profile, or only those in which the prime vendor is proposing they participate? Answer: The prime vendor is responsible for providing resumes as requested. p) Are vendors able to provide more than three (3) resumes for each skill profile being proposed? q) Do representative resumes provided in proposals need to be current employees? Answer: No r) If the prime vendor is a New York State certified M/WBE or Service-Disabled Veteran, do they cover that portion of the stated goal on this contract? (IE; if we re a certified WBE, do we have to find another WBE subcontractor or do we cover the 15% WBE goal by ourselves?) Answer: See answers to question above. s) Please advise where the Contractor Disclosure of Prior Non-Responsibility Determination form, as well as the Diversity Questionnaire form can be found, as they did not seem to be included with the current documents included with the solicitation Answer: See attached. t) In Exhibit G of the RFP Documents, titled Insurance, Section D states the policy required as Professional Liability Insurance with a limit of fifty million dollars ($50,000,000) per claim and fifty million dollars ($50,000,000) in aggregate for the policy period. This policy shall include coverage for a negligent act, error or omission

This RFP is a new procurement and will result in new contracts. w) Is using parent and subsidiary companies considered a joint bid? x) What is the percentage for the 6 MWBEs points out of the total RFP scoring points? Please clarify the following: a. If a proposer must identify a subcontractor and provide items 1-6, does this count in the 25 page limit? c. Also can subcontractors answer questions that are applicable to them?
