We increasingly find our work on malaria can be effectively integrated with other similar public health interventions for greater impact and therefore expanded our remit to include child health and neglected tropical disease interventions. We work in Africa and Asia with communities, governments, academic institutions, and local and international organisations, to ensure effective delivery of services, which are supported by strong evidence. Our areas of expertise include: disease prevention, diagnosis and treatment disease control and elimination systems strengthening research, monitoring and evaluation leading to best practice behaviour change communication national and international advocacy and policy development Country and project background The office in Bangkok, Thailand is the center for the programs in Asia region and serves as a regional office for Asia. The Malaria Consortium Asia office hosts the management team, technical and programme team, and from finance perspective supports activities in Asia Region.

2 Job purpose To provide a pro-active, effective and motivational support to three country programmes and the Asia Regional Office to ensure sound financial management and planning. The Asia Finance Manager (AsFM) will provide a valuable linkage between the country and regional offices and the global organisation to ensure a consistency of approach and high quality standards. The AsFM will be an integral part of the regional management team (RMT). Scope of work The AsFM is responsible for the overall finance management of the Asia region working in close relationship with the Regional Management team in Bangkok and the Finance department in the UK. They provide ongoing support to the country offices in Cambodia, Myanmar and Thailand. The AsFM is also in charge of the finance management of the regional programs. Key working relationships - Reports To: Asia Head of Programmes - Direct Reports: Senior Finance Manager (Bangkok), Admin Officer (Bangkok) - Indirect reports: Admin Assistant (Bangkok), Finance Manager (Chiang Mai), - Dotted Line management: Country Finance Manager (Cambodia) and Country Finance Manager (Myanmar) - External relationships: Key program partners, Donors, Government ministries (ex: MoL), Auditors. Key accountabilities (percent of time spent on each area) 1. Financial Systems Development (5%) Work with the CFO based in the London to improve financial systems in the region, introducing change where required as part of the global initiative to provide timely and accurate financial information for decision making 2. Financial Management & Reporting (35%) Provide technical support and budget holder training to project managers and coordinators within country and regional offices to improve their financial and budget management capacity Ensure finance teams in the countries and in the regional office are clear on the internal and donor processes and systems of financial management Support the country and regional offices to accurately prepare the annual budget and rolling forecasts Coordinate with the country and regional offices to ensure monthly checklists/ reconciliations are prepared and reviewed on a timely basis Ensure monthly management accounts are produced and reviewed and that variances are appropriately acted on Review monthly management accounts with the Asia Head of Programmes for countries and region offices and participate in a monthly operational call with members of the Global Management Group to analyse the numbers and determine management actions Coordinate with the Financial Controller on the monthly cash flow projections.

3 3. Financial Monitoring (25%) Carry out monitoring visits to country offices within remit at least quarterly to an each office and all offices at least once a year. Review and report on the monthly reconciliations prepared by each country office to the Financial Controller. Support the country offices on project audits when they arise and take place Work with the Financial Controller for coordination of the external audit 4. Legal, security and Risk Management (15%) Coordinate with country offices to complete required statutory audits and follow up on audit recommendations as appropriate Conduct spot checks, regular and ad-hoc, in country and regional offices to test the financial controls, ensuring follow up of any weaknesses identified Work with CFMs to ensure compliance with all local statutory law, including in-country taxation and pension legislation 5. Strategic Input (10%) Work with country and regional offices to develop new donor budgets as needed Review low and medium risk proposal budgets in advance of submission to donors Ensure compliance with donor rules and regulations Work closely with the CFO for the long-term financial planning of the organisation to ensure its sustainability Contribute to the strategic objectives of the finance team 6. Human Resource Management (10%) Collaborate with the Country Directors on setting objectives for the Country Finance Managers (CFM); work with finance staff within the regional office to do the same Actively support and motivate the local finance teams, and ensure the CFMs and regional finance staff set individual team member s objectives and carry out performance appraisals Actively support and motivate the local admin team and set individual team member s objectives and carry out performance appraisals Participate in the recruitment of new finance and admin staff Participate in the performance evaluation and personal development of all CFMs Coordinate the absence of CFM / admin staffs to ensure all gaps are covered and handovers completed prior to any leave

4 Person specification Qualifications and experience: Essential: A bachelor s degree from a recognised university Qualified ACA, ACCA or CIMA Accountant Native speaker of Thai Fluent in English, both written and verbal communication skills Management experience Positive communication skills Excellent reporting skills (both financial and narrative) Ability to work as part of a multidisciplinary team with national and international staff, and maintain strong working relationships with partners Strong leadership and negotiation skills Good experience in providing capacity building in the finance field Desirable: Knowledge of NGO donors rules and regulations
