Completed applications forms to be submitted to only Immediate. The Child and Family Agency was established on 1st January 2014 and is responsible for improving wellbeing and outcomes for children. It represents the most comprehensive reform of services for the development, welfare and protection of children and the support of families ever undertaken in Ireland. It is an ambitious move which brings together some 4,000 staff who were previously employed within Children and Family services of the Health Service Executive, the National Educational Welfare Board and the Family Support Agency. The Child and Family Agency has responsibility for the following range of services: Child Welfare and Protection Services, including family support services; Family Resource Centres and associated national programmes Early years (pre-school) Inspection Services Educational Welfare responsibilities including School completion programmes and Home School Liaison Domestic, sexual and gender based violence services Services related to the psychological welfare of children. Further information is available on The Educational Welfare Officer (EWO) is responsible for delivering services to children, parents, young people and others. In fulfilling the role, the EWO will collaboratively with the HSCL, SCP services strands, schools and other agencies in meeting the educational welfare needs of children and young people. 2 Reporting Relationship Purpose of the Post 5. Educational Welfare Officer Other areas Panels to be established for one year for other areas nationally due to future Fixed Term or Contracts of Indefinite duration vacancies arising. The EWO will carry out his/her duties in accordance with best practice and under the direction of a Senior Educational Welfare Officer (SEWO). The Educational Welfare Officer will deliver the educational welfare services for Tusla as detailed in the Educational (Welfare) Act, 2000 and as amended by the Child and Family Agency Act, 2013, assisting schools, students, parents and employers to comply with their legal obligations in accordance with best practice and under the direction of the Agency and its management. EWOs employ a welfare oriented approach in the interests of the children and young people who do not attend school regularly, working collaboratively with schools and other agencies in meeting the needs of the children and the young people concerned. Principal Duties and Responsibilities Foster an appreciation of the value of education and regular school attendance among pupils, their families and communities. Assist and advise parents whose children experience school attendance difficulties. Encourage, advise and assist schools in developing school attendance strategies, codes of behaviour and other policies which will create an environment that encourages children to attend school regularly. Agree with schools, necessary protocols for the management of school attendance and referral arrangements in accordance with guidelines that may be laid down at national level. Deal with poor attendance case referrals from schools using a welfareorientated approach with the families involved as the most effective means of ensuring satisfactory school attendance by the child. Assist in tracking and identifying children who drop out of education using interaction with the families involved to encourage and assist the children in returning to education. Take all possible steps to arrange education for children not currently in receipt of education. Enter appeals in relation to enrolment and expulsion decisions by schools and make Inspect school registers and attendance records to ensure that they comply with relevant requirements. Prepare education and training plans for young people (16/17 year olds) who leave school early to take up employment, in accordance with guidelines that may be issued by the Agency. Issue certificates of registration to young people, inspecting places of employment to ensure that these young people are properly registered with the Agency. Assess the adequacy of education provided to children outside of recognised 2

3 schools, assisting in the maintenance of the national register. Co-operate with other agencies concerned with child welfare. Deal with queries from schools, parents and the public concerning the Educational (Welfare) Act, 2000, and school attendance issues. Initiate legal proceedings under the Act, where appropriate. Prepare and submit reports as required. Carry out such other functions necessary for the implementation of the Act. Participate in training and development programmes as prescribed by the Agency. Any other duties which may be assigned from time to time. Eligibility Criteria The above Job Description is not intended to be a comprehensive list of all the duties involved and consequently, the post holder may be required to perform other duties as appropriate to the post which may be assigned to him / her from time to time and to contribute to the development of the post while in office. Relevant experience working in Children and Family Services or a related organisation, as relevant to this role. requisite knowledge and ability for the proper discharge of the duties of the office. A candidate who is not classified as a new entrant must be under 65 years of age. Code of Practice The Child and Family Agency, will run this campaign in compliance with the Code of Practice prepared by the Commission for Public Service Appointments (CPSA). The Code of Practice sets out how the core principles of probity, merit, equity and fairness might be applied on a principle basis. The Code also specified the responsibilities place on candidates, facilities for feedback to applicants on matters relating to their application when requested, and outlines procedures in relation to requests for a review of the recruitment and selection process and review in relation to allegations of a breach of the Code of Practice. 5 Child & Family Agency Terms and Conditions of Employment Education and Welfare Officer, The Child & Family Agency Tenure The appointment is whole-time and of Indefinite Duration. The post is pensionable. A panel will be formed from which current and future fixed term or Indefinite Duration posts of whole time or part time duration will be filled. Appointment as an employee of the Child & Family Agency is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act Remuneration The Salary scale for the post is: 35,945-56,889 (including 1 LSI) Working Week The standard working week applying to the post is: 37 hours Annual Leave The annual leave associated with the post is 27 days per annumn. Superannuation All pensionable staff become members of the pension scheme. Probation Every appointment of a person who is not already a permanent officer of the Child & Family Agency/ Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71. 5
