1 Job PLAN INTERNATIONAL UK JOB PROFILE Job Title Department Unit (if appropriate) Consortium Manager (Education) and Partnership Development Unit Grade 2 Salary Contract type Reporting to Responsible for 45,291 per annum Fixed term contract (between two and four years, depending on project duration) Head of and Partnership Development M&E Officer, Grant Finance Officer * This is a generic job profile and roles are conditional upon securing funding for projects * Overview of Department Plan International UK is one of Plan International s 21 national offices which support development programmes in 50 countries in Africa, Asia and the Americas. Our new strategy focuses our child-centred community development approach on child protection, education, economic security, sexual and reproductive health, and children s rights. In pursuit of these aims we aim to deepen our disaster risk management capacity, build our ability to bid for large grants and tenders, refresh our sponsorship and diversify individual giving, and build further support for our work in the UK. The s Department supports these aims by ensuring that Plan International UK has the coherent, relevant and innovative programme needed to realise Plan s mission, and more generally to help promote awareness of Plan s work. More widely, the s Department supports Plan s global programme by working across the organisation to share lessons learned, support the development of policy and advocacy positions, contribute towards publications, and by presenting Plan s programme work to a range of audiences. The and Partnership Development (PPD) unit supports Country Offices by helping them to design high quality programmes, and by raising the funds from institutional donors needed to implement them. PPD then oversees management of grants and contracts awarded, ensuring that programme monitoring and evaluation is carried out effectively and that reports are submitted to donors in accordance with requirements. Job Purpose To provide overall coordination of a complex multimillion pound institutional donor funded development programme in the education sector, particularly in girls education.. To facilitate effective working relationships amongst consortium partners. To represent the consortium at UK and international level.
2 Key Duties Coordination Stakeholder Coordination Learning and Communication Key Activities Coordinate a multi-agency consortium for the delivery of a complex multimillion pound institutional donor funded development programme, with overall responsibility for achievement of objectives and targets. Establish and maintain clear contractual arrangements between Plan and partner organisations (in HQs and relevant country programmes) with agreed operational, administrative and reporting requirements. Provide regular reports to the Steering Committee and donor on the project as required. Identify the need for and coordinate input from MEL and quality assurance advisory partners to country operations teams. Ensure that the programme achieves and can document value for money. Coordinate the writing and submission of regular narrative and financial reports to the donor and other stakeholders as required. Ensure cross learning among the relevant sectoral programmes of the consortium members. Establish effective working relationships with the Chief of Party/ Director and the Country Directors in the project operation country or countries, ensuring that responsibilities and reporting are respected across the consortium. Mediate between Plan International UK and all consortium partners to maintain consistent delivery standards and good working relationships across projects. Represent the consortium in meetings with the donor, and with other consortia funded by the donor under the same funding cycle if applicable. Ensure that effective use is made of learning from programme monitoring and evaluation to strengthen programme delivery and inform wider practice in relation to Plan s work. Coordinate the development of publications for internal and external knowledge sharing. Identify emerging issues of complex grant management and document best practices. Staff Management Lead on programme planning, and reviewing achievements against objectives for direct reports. Input to the performance management of each Chief of Party/ Director through liaison with their line manager (the Country Director in the relevant Plan Country Office). General Liaise with and build effective relationships with other staff in the Department and other Plan departments, ensuring coherent planning and information sharing. Be aware of and operate within relevant Plan policies and approaches, including Child Protection, Child-Centred Community
3 Development and Gender Mainstreaming. Undertake other tasks and projects as requested by the Head of and Partnership Development Unit. This post will involve some overseas travel (estimated up to 25%). General Be open to change and demonstrate a flexible and adaptable approach Work collaboratively with other departments and be a supportive and effective team member Ensure that all activities undertaken on behalf of Plan UK, externally or internally, are executed in accordance with the overall aims of the organisation and in line with Plan s policies and procedures. Stakeholder and Customer Service Provide quality customer service to all our respective audiences and comply with Plan UK s quality management protocols Awareness and Representation Commitment to Plan s position on promoting girls rights and gender equality; and integrating this into all aspects of work. A Decision Making Criteria: A = Accountable, R = Responsible Level of Child Protection Responsibility Level of Budgetary Responsibility Key Working Contacts High - Commitment to uphold to Child Protection guidelines at all times, and ensuring all stakeholders are aware of their obligations. High - Post has responsibility for allocation and oversight of a multimillion-pound strategic budget on behalf of the organisation. RELEVANT EXPERIENCE The successful candidate will have experience of. Effective management of large and complex projects, preferably across several countries, preferably in the education sector. Experience of coordinating a large consortium grant from a major institutional donor. Successfully managing complex relationships with a variety of internal and external stakeholders, including providing management and advice from a distance. Coordinating technical support and advice to programme staff, ideally in the education sector. Generation and effective use of programme learning to improve practice and to support advocacy and communications. Working in developing countries, and willing to travel extensively (for up to 25% of time).
5 SPECIFIC SKILLS AND KNOWLEDGE The successful candidate will have the ability to. Foster strong working relationships across teams and offices, with staff from different cultures, levels of seniority and technical disciplines. Provide effective financial oversight of and evidence of value for money of a large multicountry budget. Become familiar in a short space of time with effective programming and good practice across different sectors. The successful candidate will have knowledge of.
