The Institute for Urban Indigenous Health (IUIH) was established to provide a coordinated and integrated approach to the planning, development and delivery of primary health care services to Aboriginal and Torres Strait Islander populations within the South East Qld Region. The IUIH is a lead agency working in partnership with key stakeholders to support the effective implementation of the Council of Australian Governments Closing the Gap initiatives. Play an integral role in leading the corporate services functions for this business Support strategic and high value operational decision making Join this dynamic organization and drive your career forward Competitive Salary Package arrangements are available About this role Reporting to the Chief Executive Officer you will lead a team of professionals across Finance, HR, Quality and ICT in driving and integrating operational support systems and activities to enable IUIH to meet its business objectives. In doing this, you will: Lead and provide expert advice on all Corporate Service functional responsibilities; Lead the ongoing review and development of IUIH Corporate Services systems, resourcing and skills requirements and solutions; Develop a framework of Corporate Services specific KPI s and Management Reports; Ensure timely management and response to internal client needs and implementation of effective Corporate support processes; and Ensure the integrity and timely delivery of quality operational support; including finance, human resources, compliance, and ICT processes and practices. To be successful in this Corporate Services leadership role, you will have: Demonstrated ability to oversee and manage a broad range of corporate service teams in a complex organisation; Demonstrated experience in developing budgets managing teams and managing complex projects; Demonstrated ability to develop and advise on corporate IT technology platform and system requirements to meet changing business needs; and Advanced ability to manage and advise on corporate financial management and compliance matters. Position Status Ongoing, full time for 38 hours per week Date of Approval June 2017 ORGANISATIONAL CONTEXT The Institute for Urban Indigenous Health Ltd has been established to provide a coordinated/integrated approach to the planning, development and delivery of primary health care services to Aboriginal and Torres Strait Islander populations within the South East Qld Region. The IUIH is a lead agency working in partnership with key stakeholders to support the effective implementation of the Council of Australian Governments Closing the Gap initiatives. The Corporate Services team is responsible for the management and delivery of effective, Finance, Human Resources, Quality & Accreditation, Information & Communications Technology and Administrative systems, policies, processes and support operations to enable IUIH to meet its business objectives. POSITION OBJECTIVE Reporting directly to the CEO, the Corporate Services General Manager will provide leadership and expert strategic advice on Corporate Services functional responsibilities. The main responsibilities include: Ensuring effective operation and enhancement of the financial management framework incorporating systems, policies and procedures Participate and be an active member of the Senior Management Team (SMT) in leading and driving IUIH s Strategic Plan Developing and advise on corporate Information Technology platform and systems requirements to meet changing business needs GENERAL RESPONSIBILITIES The roles and responsibilities of this position include, but are not limited to: Regional Planning and Development Lead the review and development of region/member wide best practice Corporate Services solutions. Including identifying best practice systems, shared procurement opportunities, and pathways. Lead the development, costing and contract management of contracted corporate service delivery support to IUIH Members Coordinate regional Corporate Services consultancy(s) to IUIH Member services, as required.

3 Coordinate the IUIH /Member Corporate Services functional networking/collaborative development forums e.g. Finance team information and development sessions IUIH Planning and Development Lead the review and development of IUIH Corporate Services systems, resourcing and skills requirements and solutions. Develop and maintain an effective Delegations and Authorisations framework Develop a framework of Corporate Services specific KPI s and Management Reports. Identify Business Unit needs and develop business unit specific service plans, ensuring an internal client management focus provided by the Corporate Services team. Financial Management Provide leadership, high level problem solving and management support to the Finance team in the timely delivery of effective financial systems, compliance, reporting and operations, including; Effective budgeting and accounting processes Compliance with all funds reporting and statutory obligations Production of timely, comprehensive financial management reports Delivery of effective financial operations including accounts payable and payroll practices Human Resources Management Provide leadership, high level problem solving and management support to the HR Operations team in the timely delivery of effective HR systems, compliance, reporting and operations, including; integration of Organisational Development initiatives with HR Operational practices development and implementation of best practice Policies and Procedures ensuring compliance with all legislative requirements development and implementation of HR projects to drive organization effectiveness provision of effective employment support processes including coordination of staff contracts, recruitment and induction processes; Employee Assistance program; staff grievances and discipline matters; training and development; employee database and records Risk Management Be the Risk Management Champion for IUIH by: owning IUIH Risk Mangement Policy and drive the risk management framework of systems, policies and procedures ensuring controls and risk management processes are in place by way of effective general administration support to IUIH managers through the management of property and assets continuously monitoring and reviewing that strategic and operational risks are appropriately identified, raised and resolved by SMT, CEO and/or Board of Directors. Quality & Accreditation Provide leadership, high level problem solving and management support to the Quality team in the timely delivery of Quality Management and administrative support processes to ensure; development and implementation of a Quality Management System to enable accreditation under ISO 9001:2001 and other activity specific accreditation standards including but not limit to AGPAL, Aged Care development and maintenance of Continuous Improvement, Document and Record control policies and practices management and maintenance of an effective Workplace Health and Safety system

4 implementation of effective internal audit controls and processes Information & Communications Technology Provide leadership, high level problem solving and management support to the ICT team to ensure effective planning, management, integrity, continuity and performance of the information and communication technology resources and services, this includes; develop and maintain the ICT Strategic Plan with corporate objectives, budget and business plans, identifying business cost saving and revenue opportunities report on and provide advice to the CEO and member service CEOs and or management, on the future technology requirements and ICT Direction for IUIH and member services. develop business cases as required to support planned application and business developments for IUIH and across the region, as required provision of effective applications development support and processes provision of effective ICT performance and support services Staff Management Lead, manage and motivate staff that report directly to you including the management of performance, training and development and leave Ensure the selection of suitably skilled staff and maintenance of resource levels to meet the requirements of the Action Plan. Ensure effective staff management practices are in place regarding attendance, discipline and development. Ensure that job specific responsibilities and authorities are assigned, communicated and understood by the staff/position occupants within the Business Unit Contribute to process improvement Promote and ensure a safe and healthy work environment Work within a legal and ethical framework Stakeholder Management Foster productive working relationships with other IUIH staff and Business Units in the delivery of seamless support services Develop, strengthen and maintain effective collaborative partnerships and strategic alliances with key external stakeholders, in particular funding organizations, Member ACCHS s, other service providers and agencies, suppliers Please note that the duties outlined in this position description are not exhaustive, and only an indication of the work of the role. 5 SELECTION CRITERIA Demonstrated knowledge of (or an ability to acquire) Aboriginal Community Controlled Health Services and the issues facing these organisations. This includes an understanding and commitment to the principles and philosophy of Aboriginal and Torres Strait Islander Community Control Demonstrated ability to successfully oversee and manage the ICT, financial and human resources functions for a complex organization Demonstrated ability to research and analyse complex material, summarise key issues and develop innovative and creative solutions Demonstrated ability to contribute strategically and in an innovative way to the Corporate management of the organisation Demonstrated experience in project management which demonstrate skills such as the ability to develop budgets, manage teams and scope and schedules for complex projects Demonstrated experience in networking and liaising with relevant Australian and State Governments, private sector and non-government organizations Advanced ability to manage and advise on corporate financial management and compliance matters Demonstrated ability to plan and manage organisational change and to provide effective leadership and strong direction to staff Excellent communication skills written, verbal and interpersonal Interpersonal communication skills that demonstrate your ability to problem solve and negotiate positive outcomes QUALIFICATIONS AND EXPERIENCE Post graduate qualifications in Management/Business/Public Health and/or equivalent relevant experience Demonstrated senior management experience in a comparable not for profit, government or private sector organization Full and current member of CPA Australia or the Australian Institute of Chartered Accountants - preferred PRACTICAL REQUIREMENTS Current C Class Drivers Licence (Queensland) essential Satisfactory Criminal History Check no serious/criminal/court record, especially in the areas of fraud and corruption.
