Supervision of approximately 50 employees housed in five separate HR offices and located in four west Texas cities. Developed and successfully executed five-year strategic plan. Reorganized the HR department functions and processes, significantly enhancing HR program alignment and support to the objectives and challenges of the organization. Directed the HR department in the implementation of seven major IT systems in eight years, substantially increasing HR effectiveness and efficiencies and providing hands on computer resources to employees and managers. Directed the redesign and implementation of a new Staff Performance Management Program that includes the use of an automated multi-functional evaluation system (developed internally). Headed Texas Tech system-wide team in the development and execution of a strategic plan to review staff pay plans (approved by the Texas Tech System s governing board). Implemented institution-wide Employee Wellness and Employee Recognition programs. Restructured the training unit to include organizational development strategic initiatives and enhanced focus on leadership and supervisory development. Led system-wide team, representing four institutions, in the process to identify and select a new Applicant Tracking System (15 month project). Established and successfully manage the first office of Immigration Employment Services for the organization. Designed and implemented Reduction in Force Program to address budget cuts. Designed and partnered with the executive leadership team in the implementation of a three-prong approach to salary increases to address impact of economic downturn. Directed Correctional Managed Health Care division in the research and design of a proposal to enhance nurse recruitment and retention initiatives. Regularly assess employee engagement through the use of employee satisfaction surveys, review and revise HR policies, processes and procedures to achieve HR efficiencies and high performance, and to support the mission of the organization. Assistant Vice President for Human Resources University of Nevada, Reno, Reno, NV Chief HR professional responsible for the overall leadership and direction of all Human Resource functions at the University of Nevada, Reno (approximately 6100 employees focusing on education, healthcare, research) including equal opportunity/affirmative action, recruitment, human resource management information system, employee assistance program, professional development and training, benefits, compensation, risk management, and worker s compensation. Served as the HR consultant to the university executive administration, management and supervisory staff; focusing specifically on the strategic design, implementation of HR policies, programs and practices, and HR organizational alignment.

Led in the development of a campus-wide Professional Development and Training Program proposal- Over 700 employees (faculty and staff) participated in the development process. In partnership with the President s office, coordinated a highly effective and well received executive leadership and diversity development seminar MicroInequities. Over 90 university leaders attended the event, including the university President and his executive team. Directed the design of salary equity assessment models for administrative and academic faculty positions and designed competitive salary schedules for physicians and medical faculty. Led faculty task force in the development of an academic faculty toolkit for assistance in the employee performance evaluation process. Completely redesigned the performance evaluation process for administrative staff. Directed the redesign of the university recruitment process as well as several other HR processes and programs. Coordinated the design of system-wide Case for Change statement for proposed organization-wide HR enterprise resource planning system (ERP). Successfully conducted a number of high level employee investigations and advised management on numerous employee relations, compensation, and employment issues. Executive Director of Human Resources Albuquerque Public Schools, Albuquerque, NM Senior HR professional responsible for HR direction and support for one of the largest employers in the state of New Mexico (12,000 employees). Served on the Superintendent s Executive Management team and acted as a consultant and HR generalist to senior management and employees at all levels. Directly supervised a staff of approximately 60 employees (including four HR directors) in the areas of employee benefits, compensation, employee records, employee relations, recruitment, network administration, and labor relations; worked with six unions and two professional associations within the organization. Developed several workplace strategies, policies, and practices that positively influenced the operations of the district. Effectively managed a budget of approximately 300 million dollars (includes teacher salaries/ftes). Designed and implemented the first comprehensive compensation plan for the district; philosophy statement, compensation study, administration of 19 pay schedules. Successfully negotiated employment contracts and professional agreements with union representatives and professional groups. Effectively managed self-insured employee benefit program. Developed and implemented district strategic recruitment plan. Restructured the Equal Opportunity Services office and implemented diversity initiatives. Redesigned the teacher compensation plan resulting in the inclusion of sound compensation practices and competitive salaries. Designed and effectively implemented Performance Management Program for school administrators. Assisted the Superintendent in the design of a pay incentive plan for senior management. Revamped the Principal Pay System, taking the district pay plan to the market from 83% of State districts surveyed to 100% and from 75% of comparable regional states to 95% in three years. Participated in the process to identify a new HRIS system (Lawson) for the district.

Areas of expertise and contribution included organizational development, diversity training, and project management, ensuring sound application of HR guidelines and practices, and team effectiveness. Successfully led the design, development, and execution of a four-hour course on Intel s performance management process and an eight-hour management-training workshop, which greatly enhanced the managerial skills of the factory supervisors.
