2 Overview The Industrial Training Council (ITC) is a publicly-funded organization affiliated to the Egyptian Ministry of Trade and Industry (MTI). ITC was established in June 2006 by Ministerial Decree Number 553/2006 with the mandate of supervising and coordinating all vocational and technical training programs and activities under MTI to increase their efficiency and to link them with the real needs of different economic sectors. ITC s mission is to fulfill the skill requirements of Egyptian Industries and to contribute to the Egyptian government s strategy to fight unemployment. To fulfill this mission, ITC leads different programs and projects with international and national stakeholders to identify the skill gaps and requirements of the industry, upgrade the training provision system, and sponsor the delivery of training to each industry s current and future employees. Vision To become the prime entity in Egypt for leading the industrial training system and developing human resources towards attaining international standards. Mission We are committed to qualifying and enhancing the capabilities and effectiveness of all workers in the Egyptian industrial sector, and to developing the training system, in order to satisfy the industry s demand and efficiently contribute to fighting unemployment and enhance the living standards for the Egyptian workforce. This will be achieved through a highly professional team who is provided with opportunities for growth and the required tools to fulfill this mission. 3 ITC s Programs 1- Training for Employment The program aims to serve the needs of enterprises for new trained labor through implementing a demand-driven training mechanism in partnership with employer representative agencies. The program targets non-skilled, non-experienced jobseekers through NGO s. After the initial screening, the training is delivered through registered public and private training providers, to qualify trainees to join the labor force. 2- Economic & Social Empowerment of Women The program aims to create social and economic gender equality, and provide economic autonomy to the most socially vulnerable women and girls. This is conducted through professional training of girls and women with the latest scientific techniques under the supervision of skilled trainers approved by ITC. The program also aims to train women on the principles of entrepreneurship, how to start small businesses, successful product marketing and creating autonomous sources of income. This program is executed in cooperation with several strategic partners and Egyptian governmental entities, civic society entities and private sector companies. 3- Heraffy Program The program s mission is to create a generation of self-employed, technically-skilled entrepreneurs of both genders. The program trains unemployed youth on skills that are in high demand in the targeted region, based on a previously conducted skills needs assessment. The youth are also given entrepreneurial and business development training to allow them to start and expand their own businesses. The period of training extends between days, for 6 hours daily. Participants receive toolkits at the end of their training to help them start their own businesses. The participants are trained on AC maintenance, as electricians, leather workers manufacturers, craftsmen, carpenters, solar energy technicians, plumbers; and many other vocations. 4- National Skills Development Program The program is a continuation of the Skills Development Project co-funded by the World Bank and Ministry of Industry and Foreign Trade in the period from 2004 to The program responds to the requirements of enterprises according to pre-arranged training needs assessments, and provides skilled labor in the technical fields through world-class providers competitively selected, and supervised, by ITC s.

4 ITC s Programs 5- Employment Fairs (Direct matchmaking between job seekers and private enterprises) Employment fairs are considered one of the main channels that attract the greatest number of job seekers. Private enterprises are invited to job fairs where they announce their vacancies and directly interact with jobseekers. ITC collaborates with NGOs to organize seminars and focus groups to develop job seekers awareness of employers and job market needs. Youths in the fairs are also introduced to ITC s training and employment programs. 6- Labor Market Information System (LMIS) This project will establish a state-of-the-art web-enabled information system that scans, retains and analyses the occupational and skills needs of the industrial sector. The system subsequently informs funding and planning strategies for industrial training, training-based employment, establishment and upgrading of vocational training centers, development of qualifications and curricula, and training of trainers. 7- Training for Employment for People with Special Needs This new program will integrate those with special needs into the labor market through: - Creating a database of those with special needs in cooperation with alternative entities (Federation of Industries- international labor organizations and others) - Specifying and classifying the type of disability - Specifying labor market needs and the training programs that suit them In its pilot year, the program plans to train and employ 2000 beneficiaries.
