1 LABOUR MARKET/SKILLS ASSESSMENT TOR Assessment location: Hargeisa and Burao Towns, Somaliland WADAJIR - ENHANCING DURABLE SOLUTIONS FOR AND REINTEGRATION OF DISPLACEMENT AFFECTED COMMUNITIES IN SOMALILAND SOMALILAND DURABLE SOLUTIONS CONSORTIUM (SDSC) Page 1 of 8
2 1.0 Background Somaliland Durable Solution Consortium (SDSC) is a Group of Organizations including: World Vision (WV), Norwegian Refugee Council (NRC), Concern Worldwide (CWW), Danish Refugee Council and one LNGO partner, Taakulo Somaliland Community (TASCO). WV is leading the four consortium partners as they address the negative effects of mixed migration while contributing to the evolving understanding of what sustainable solutions look like in the Somalia context. The Somaliland Durable Solutions Consortium is part of a wider network of organizations who are addressing the root causes of mixed migration. SDSC s overall objective is to create a conducive environment for displacement (or mixed migration) affected communities (DACs) in Somaliland to reach a durable solution. Its specific objective is to increase access to basic services and create realistic livelihood opportunities in the main accessible areas of return and departure in Somalia. WV and CWW seek a consultant to conduct a market/skills assessment in Hargeisa and Burao cities, to determine existing job skills gaps. Under the consortium, World Vision and Concern Worldwide will provide market-driven vocational skills training as a durable solution to improve income generation and access to food among IDP and Host communities in Hargeisa and Burao cities. Together, the organizations will ensure a common approach is adopted in the market assessments, beneficiary selection, capacity-building of the TVET managers to ensure compliance with Somaliland government educational standards. The consortium will work closely with the Ministry of Education and the Ministry of Labour to identify, approve and manage the TVET centres. To glean information on needed-skillsets in the market, the partners require an assessment to identify viable opportunities for targeted groups. Those skills identified as the most relevant will be prioritized for the training programme. A majority of the youth end up trained in basic courses that are often saturated in the market and thus find it challenging to secure employment. The assessment will therefore guide discussions on the curriculum and courses offered to ensure they address certain employment gaps in Hargeisa and Burao cities. The assessment should also identify additional cross-sectoral job opportunities for successful trainees. 1. PURPOSE AND OBJECTIVES OF THE ANALYSIS The purpose of the assignment is to identify the existing market skills in local markets of Hargeisa and Burao towns that could lead youth TVET graduates to realise access to decent work. The assessment shall focus on identifying potential skills training courses that could increase the employability and small business entrepreneurship developments among young men and women in Hargeisa and Burao cities. 3 2. OBJECTIVES OF THE ASSESSMENT. To identify the types of jobs available in the market that can be filled by TVET graduates, with a focus on highly demanded skills. To recommend technical or non-technical skills trainings based on their feasibility and relevance to improve youth access to work in Hargeisa and Burao. To assess the capacity of TVET service providers in relation to the provision of identified market- demanded courses in Burao and Hargeisa cities. To identify and recommend the specific additional services and support needed by the trainees after they complete the identified marketable TVETs courses. 3. THE SCOPE OF ASSESSMENT The assessment should be carried out in consultation with key informants from the government line ministries, business community representatives, youth groups, NGOs working on youth issues, and vocational training centres in Hargeisa and Burao. The assessment should give comprehensive answers to the following questions, grouped below by relevant objective. Identify types of jobs available in Hargeisa and Burao that can be filled by TVET graduates, with a special focus on highly demanded skills: What are the potential marketable technical and non-technical skills trainings that could be provided to young women and men to improve their access to decent work? What are the most employable skills training courses that can be offered in Wadajir project? How shall the proposed skills training course support young women and men to establish their own small businesses and/or obtain paid employment opportunities? How do proposed skills respond to the current local market demand for employment? Where might trainees find employment after completing skills training courses? What is the suitable duration for each one of the proposed skill training course that would allow trainees to reach an adequate level of knowledge and/or experience to enter the job market at an advantage? Who are most relevant target groups for each of the identified skills training courses, especially in terms of gender and levels of education and job experience? Page 3 of 8
4 Assess the feasibility and relevance of the identified technical and non-technical skills training courses: How relevant and feasible is each one of the identified skills training course in terms technicality? What training equipment and inputs would be needed to deliver the proposed skills training course? Are there qualified trainers available locally for the proposed skills training course? Where the qualified trainers could be recruited and at what cost? What is the current market demand for each skills type? How many trainees could the local market absorb without market saturation for each one of the proposed skills? Recommend a compressive list of technical and non-technical skills trainings, arranged in order of priority based on their feasibility and relevance to market gaps: What are the most feasible and relevant skills training courses for young women and men in Hargeisa and Burao? Recommend a list of the most feasible and relevant technical and non-technical skills training courses that that could impact the lives of young women and men. Rank the proposed courses in terms of their priority in responding to local market demand, technical feasibility, and financial efficiency Assess the capacity of TVET providers to deliver quality market-driven skills training with a particular focus on the following points through KII with TVET centers: Center infrastructure: training classrooms, machines, washing and sanitary facilities, suitability of center location, etc. Instructors: Experience, level of education, trained or untrained, etc. Center Management: center structure, capacity of board of directors, center manager and other subordinate staff. Working relation with MOE and whether accredited by the government. Specifically, find out the capacity gaps of Burao and Hargeisa Technical Institutes (Public) for the provision of higher technical skills Identify and recommend specific additional services and support needed by trainees after they complete the TVET courses: What supplementary topics or specific services would enhance a trainee s likelihood of finding gainful employment? What entrepreneurship skills might be useful as part of the skills training courses? Page 4 of 8
5 What are the attitudes among employers regarding the provision of internships? How might linkages be strengthened between employers and TVET graduates to match skills and skill gaps? 4. TARGET ASSESSMENT GROUPS The target groups are: Business community members/employers Unskilled and unemployed youth in the market, IDPs and training centres Skilled and employed youth TVET providers Skilled and employed youth Line ministries 5. METHODOLOGY: The consultant/ firm should devise the best approaches for undertaking this market assessment. The following guiding principles should be taken into consideration: Desk review of secondary data including project document and existing reports. Interviews with relevant government ministries and local traders, private companies, and service providers working in Somaliland. Extensive mapping of labour market needs through primary data collection. Key informant interviews: the consultant shall conduct in-depth interviews among key informants including line ministries, regional government agencies, private sector employers, TVET graduates (youth), centre managers or teachers, parents who are victims of youth migration challenges, and LNGOs working on youth Interview with a sample of the VET graduates explore what trainings worked and what did not yield employment. Focus group discussions with employed and unemployed youth in SDSC target IDPs in Hargeisa and Burao Any other methods applicable Proposed Assessment tools. The consultant shall prepare assessment methodologies and relevant tools for review by consortium partners before starting the assessment. The tentative tools for the assessment are included but not limited to: Interview with youth Page 5 of 8
6 Interview with Parents Focus Group discussions with youth 4.3 Data Analysis Data will be analyzed in a systematic and scientifically way by using standard statistical data analysis packages; SPSS, Excel software, e.tc. Comprehensive data analysis should be produced with justifiable interpretations and evidence. 5. Responsibilities of WV Somalia and Concern Worldwide: Recruit the external consultant and finalize the consultancy agreement Share all necessary documents with the Consultant including TOR, proposal, logical framework etc. Inform the target groups for their involvement in the assessment and help in setting specific dates for the assessment field schedule. Recruit enumerators for the assessment and provide logistical support during the implementation of assessment The Consultant will be responsible for the following: The Consultant will be expected to deliver the following outputs: Inception Report detailing the methodology including the main research methods, the sampling framework, proposed sources of data, procedures for data collection and analysis, and a draft table of contents. The proposed research tools will be discussed and approved by consortium partners before data collection commences. Submission of draft Report, with summary of suggestions and technical recommendations A final report (one electronic copy in PDF Format and one in DOC format) An electronic copy of all data collection tools and the labour market study data set. A final presentation of the overall findings to the stakeholders for validation. 6. DURATION OF THE ASSESSMENT The study is expected to start within the Month of September, The final report on the study should be submitted to World Vision within the timescales provided below. Post-graduate degree in Social Sciences, Business, Economics, Statistics or related field. Minimum of 3 years relevant professional experience in research and labour market studies. Strong background and experience in data collection and analysis. Technical expertise in assessing issues of labor market demand and supply in Somaliland, and the ability to draw strong and valid conclusions. Strong knowledge of TVET programs is essential. Excellent communication and report writing skills. 8. APPLICATION PROCEDURE AND REQUIREMENTS: Candidates interested in the position are expected to provide the following documentation: A technical proposal in response to the TOR, with specific focus on the scope of work, methodology to be used and key selection criteria for respondents. Initial work plan based on methodology outlined, and indication of availability A financial proposal Company profile or CV including a minimum of 3 references Detailed budget breakdown 9. Submission Guidelines The Proposal that complies with all of the requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract. Any offer that does not meet the requirements shall be rejected. Please be advised that World Vision Somalia is not bound to accept any proposal, nor award a contract, nor be responsible for any costs associated with a Service Providers preparation and submission of a Proposal, regardless of the outcome or the manner of conducting the selection process. Note: As part of the Consultant selection process, the best five candidates will be requested to prepare draft inception report and make a presentation of the same to the Supply Chain and Technical Team to inform final decision on award of the Contract. Provisions of Taxation as per the Kenya Revenue Authority if Consultants are hired and paid through Kenya on Technical service fees: A 5% withholding tax is levied on the payment of technical service fees (as well as professional and management fees) where the services are provided by a resident/ resident firm.
