1 REQUEST FOR PROPOSAL FOR SERVICES (RFPS): JUNIOR PROFESSIONAL OFFICER (JPO) PROGRAMME AND NEW AND EMERGING TALENT INITIATIVE (NETI) ORIENTATION/INDUCTION PROGRAMMES AND MENTORING AND SUPERVISOR ENHANCEMENT SERIES (JPO AND NETI Programme, DHR, MSS, New Talent Unit) I. Introduction and Background: Technical Specifications SCOPE OF WORK The United Nations Children s Fund (UNICEF) with Headquarters in New York and an annual budget of approximately $4 billion USD is the UN agency that works in over 160 countries and territories committed to ensure the survival, protection and development of children. Guided by the Convention on the Rights of the Child, UNICEF strives to establish children s rights as international standards of behavior towards children and is committed to ensuring special protection for the most disadvantaged children. The Junior Professional Officer Programme (JPO), established in 1968, was developed for young professional men and women interested in acquiring experience in the field of development. JPOs are sponsored by their respective governments in order to acquire experience in international development cooperation activities under the close direction of senior UNICEF officials while contributing to the implementation of UNICEF s country programmes. JPO positions within UNICEF are sponsored by 15 active Donor countries to include: Belgium, Denmark, Finland, France, Germany, Iceland, Italy, Japan, Republic of Korea, Luxembourg, the Netherlands, Norway, Spain, Sweden and Switzerland. Once the JPOs are pre-selected and short-listed by their respective governments, UNICEF conducts a rigorous and competitive recruitment process at the P-1 and P-2 level to identify high potential candidates, which includes a written technical test and competency-based interview before the final selection of each Junior Professional Officer. UNICEF is also currently advocating for the participation from other governments to expand its pool of candidates and promote further cultural diversity within the organization. In conjunction with the biennial meetings of the National Recruitment Services and the United Nations organizations on the JPO schemes held in Madrid in 2011, recommendations to enhance the quality of the JPO supervision and visibility of the JPO Programme and to further enhance career support for JPOs, the New Talent Unit has developed a JPO Timeline and Development Plan and Supervisor Webinar Series to maintain and further strengthen the Donors support to UNICEF. The New Talent Unit is also in the final development stages of a JPO microsite that will serve 1

2 as a communication and e-learning hub for JPOs and increase visibility of the Programme both inside and outside of UNICEF. Further, it will serve as an outreach tool for both current and potential new government donors, serve as a e-learning hub for current JPOs, and provide programme information for potential new JPOs. The New & Emerging Talent Initiative (NETI) is a two-year programme comprising of a three-week induction in UNICEF New York Headquarters, followed by a work assignment in a UNICEF office globally for the remaining period. Since it s inception in 2008, 5 NETI Cohorts have served UNICEF, while the 6 th Cohort is currently under recruitment. UNICEF conducts a rigorous and competitive selection process to identify high potential candidates at the P-2 and P-3 level, which includes a written technical test to assess knowledge in specific areas of expertise, a battery of online psychometric tests, a competency-based interview, and a final review by UNICEF s internal Central Review Body. Throughout the NETI assignment, selected participants will benefit from dedicated learning and development activities such as coaching, mentoring, and continuous assessments. Towards the end of their NETI assignment, each NETI participant will undergo a corporate review by a UNICEF Senior Corporate Panel for decision on successful graduation based on merit and performance. II. Justification This Request for Proposal represents the need for JPO participants to engage in a JPO Orientation Programme and NETI participants to engage in a NETI Induction Programme to be held in New York Headquarters as part of their development path as mandated by both the JPO and NETI Programmes. The initial JPO Orientation and NETI Induction Programmes were developed utilizing several approaches such as information sharing, the development of soft-skills, and more recently the addition of action learning projects and country programme simulations. However, our experience has shown that there is a lack of cohesiveness in the Orientation/Induction overall. We recognize that providing UNICEF Expert Advisors with additional support in the development of their information sharing sessions will further enhance the learning experience for both JPO and NETI participants. Our goal is to provide both JPOs and NETIs with a stimulating and interactive learning experience so they may leave the Programme/Induction with a synergy that will propel them to reach their goals in their respective country offices. This Request for Proposal also represents the need to enhance and further develop the JPO Timeline and Development Plan through the development of learning tools. One of the learning tools already created by the New Talent Unit is the Supervisor Webinar Series. The Supervisor Webinars, a series of 3, were developed to help supervisors create an optimal climate that will guide JPOs in their learning and to further guide supervisors on how to give productive feedback on performance management. These webinars will now also be reformulated for the next cohort of 20 to 30 JPO supervisors and 16 NETI supervisors in In an effort to make the 2

3 Webinars more readily available to supervisors, it is necessary for the creation of a marketing plan that will inform supervisors on the benefits of participation. The JPO Timeline and Development Plan will be included on the new JPO microsite as well as the recorded versions of the Supervisor Webinar Series. Enhancement to the learning tools on the JPO Timeline and Development Plan will further increase visibility of UNICEF s learning programme to both current and potential donor governments and offer career development tools for both the JPO and NETI Programmes. The learning tools will also serve as a model to be shared with other UNICEF sections and staff members worldwide. This Request for Proposal includes the following key objectives: 1. Survey of past JPO Orientation Programme participants for feedback on design of the 2014 JPO Orientation Programme. 2. Design and facilitation of 2014 JPO Orientation Programme Enhancement and facilitation of the JPO Timeline and Learning Plan 3.2 Enhancement and facilitation of the Supervisor Webinar Series (JPO & NETI) 3.3 Creation and facilitation of the NETI Mentoring Webinar Provide learning tools and resources for the JPO Timeline and Learning Plan 4.2 Provide Recorded Sessions of the Supervisor Webinar Series 4.3 Provide Recorded Sessions of the NETI Mentoring Webinar and Facilitation of 2014 NETI Induction Programme Roles & Responsibilities: A. There are five levels of this project relationship: a. UNICEF New Talent Unit b. The Proposer c. UNICEF Expert Advisors d. UNICEF JPO Participants e. UNICEF NETI Participants f. UNICEF Supervisors B. In this context: a. UNICEF New Talent Unit s relationship will be with the Proposer, UNICEF Expert Advisors, UNICEF JPO Participants, UNICEF NETI Participants, UNICEF JPO Supervisors, and UNICEF NETI Supervisors b. The Proposer s primary relationship will be with the UNICEF New Talent Unit. The New Talent Unit will be the main leader and final 3

4 decision maker for all objectives. The Proposer will also develop relationship with UNICEF Expert Advisors, UNICEF JPO Participants, UNICEF NETI Participants, UNICEF JPO Supervisors, and UNICEF NETI Supervisors to develop a climate for collaboration and ingenuity for all stakeholders. III. Objectives and Delivery The overarching goals to be achieved throughout this RFPS are as follows: 1. Provide an opportunity for the development of personal and professional awareness and the importance of communication in a multi-cultural environment for both JPOs and NETIs. 2. Provide feedback for the New Talent Unit to strengthen both the JPO Orientation and NETI Induction programmes. This will help guide the New Talent Unit to better manage both programmes. 3. Provide guidance for supervisors that will maximize individual strengths while at the same time provide an opportunity to better develop overall intercommunication skills. Objective 1: In order to take a more substantive and cohesive approach and ensure a climate of collaboration is developed during the 2014 JPO Orientation Programme, the Proposers will conduct a survey with the 2013 JPO Orientation Programme participants to gain feedback on which sessions were successful/not successful for past orientation programmes. The Proposers should utilize this feedback in the design of the 2014 JPO Orientation Programme in order to ensure that the Orientation Programme is both innovative and interactive in its approach. Delivery of Objective 1: Completed survey and analysis of 2012 Orientation Programme. Due 15 December, 2013 Objective 2: In conjunction with the New Talent Unit, the Proposers, based on the feedback of the 2013 survey, will design and facilitate a 6-day Orientation Programme to be held at UNICEF Headquarters, New York in April 2014 (final dates to be determined), ensuring that a climate for collaboration among the JPOs, the New Talent Unit, and Headquarters Expert Advisors is established and maintained. 4

5 To prepare the sessions for the 2014 Orientation Programme, the Proposer should utilize the following components which are not exclusive and should be enhanced and further developed based on the results of the survey conducted. 1. UNICEF Organizational Structure & History: The Proposers will meet with UNICEF Expert Advisors to design interactive information sessions on UNICEF s Organizational Structure, History & Mission, and Strategic Direction: UNICEF Holistic Development of the JPO a. Career Development: The Proposers will provide sessions on the following: Question & Answer Information Panels with former JPOs and Human Resources staff in order to learn first-hand the experiences of former JPOs and how they navigated their career path in the Organization; provide an in-depth explanation and discussion of the JPO Timeline and Professional Development Plan and how it should be utilized as a tool in their career development plan. b. Personal Development: The Proposers will provide psychological testing tools so JPOs can learn about their personal thinking preferences/styles and how they translate into their everyday work and future career goals; provide interactive learning workshops on Conflict Resolution; provide sessions with the Office of the Ombudsman, Office of Ethics, and Staff Well-Being Unit to learn coping tools for managing stressful situations. 3. Networking: The Proposers will provide a session on Successful Networking so JPOS gain a thorough understanding of how to successfully network. The Proposers will coordinate/arrange for JPOs to meet with UNICEF NYHQ staff in their respective divisions/units in order to gain a thorough understanding of the role of NYHQ and how it supports their work in the country office. 4. Programmes: The Proposer will design 3 hands-on simulation exercises utilizing a cross-sectoral approach so that JPOs can gain an understanding of UNICEFs procedures on: 1. Humanitarian/Emergency Preparedness & Response 2. Country Programme and annual programme planning 3. Monitoring Results for Equity Systems (MoRES): To prepare for each of these simulation exercises, the Proposers will need to: 5

6 In collaboration with the New Talent Unit and UNICEF Expert Advisors select a country or countries that will be used / adapted for the simulation exercise. Seek the engagement and the guidance of UNICEF Expert Advisors during the simulation exercises and to provide a briefing session prior to the simulation on the context of each exercise and how to engage the JPOs in an innovative manner. Country Programme and annual programme planning: Utilize the Country Programme document and Annual Work Plan to develop a detailed activities to address the workplan objectives. Humanitarian/Emergency Simulation: Utilizing the Core Commitments for Children (CCC) in Humanitarian Action, develop an emergency preparedness and response plan and include how to adjust/adapt plans once an emergency strikes. Utilizing the MoRES Toolkit, the Proposers will identify a sector and country where MoRES has already been implemented and develop an activity that will enable JPOs to understand how to implement MoRES in both a Humanitarian/Emergency and Country Programme context. 5. UNICEF THEMES: The Proposers will meet with UNICEF Expert Advisors to design interactive information sessions on the roles of UN Coherence/Reform, Resource Mobilization, Innovation Lab, and OPSCEN (Emergency Operations Centre) and how these themes pertains to their country office programmes. Delivery of Objective 2: Outline for the 2014 JPO Orientation Programme Due 15 January, 2014 Detailed Outline for the 2104 JPO Orientation Programme Due 15 February 2014 Finalization of the 3 Simulation Exercises Due 15 March, 2014 Finalization of the 2014 JPO Orientation Programme Due 30 March, 2014 Facilitation of the 2014 JPO Orientation Programme Mid/Late April Bi-weekly meetings either in-person or via telephone are to be conducted every 2 weeks for status updates on 6

7 the status of preparation for the 2014 JPO Orientation Programme. Objective 3: The Proposers will provide enhancement and further development of the JPO Timeline and Professional Development Plan. This will provide all stakeholders with a clear understanding of the goals and objectives of the JPO Programme. The Proposers will enhance and facilitate the Supervisor Webinar Series to both JPO and NETI Supervisors to help foster meaningful relationships and provide constructive feedback sessions. The proposers will create and facilitate a NETI Mentoring Webinar to guide mentors on how to effectively communicate and guide new staff members to UNICEF. 1. The Proposers will provide comprehensive learning materials and/or suggestions for the JPO Timeline and Professional Development Plan. 2. The Proposers will create/adapt a more generic version of the Supervisor Webinars Series so they may serve as a model to be shared with other UNICEF sections and staff members worldwide. 3. The Proposers will initiate, manage, and facilitate the 2014 Cohort of 20/30 JPO Supervisors and the 6th Cohort of 16 NETI Supervisors to engage in the Supervisor Webinar Series. This will also include the marketing of the Series to supervisors so they may gain an understanding of the value in participation. 4. The Proposers will create a Mentoring Webinar that can be utilized for NETI Mentors. Successful creation of this Webinar will serve as a model with other UNICEF sections and staff members worldwide. The Objectives of the Mentoring Webinar is to support the NETI mentors in building trustworthy and rewarding mentoring relationships with their respective NETIs. The Mentoring relationship should support the NETI participants with the following: How to guide the NETI to develop a better understanding of the organizational priorities, policies, and recent developments. How to identify the most relevant information/documentation from sources inside and outside UNICEF How to increase awareness and integration of cross-cutting issues to programming/operations work. How to obtain a broader perspective on the challenges facing the organization, region, and/or country office How to gain insight into the culture and informal communication lines of the organization 7

8 How to understand the organizational rationale behind the business processes (i.e., contracting, approval flows) to avoid misuse of resources and help the flow between process and results Learn how UNICEF works in partnership with other UN agencies and key stakeholders. It is expected that the Proposer identify additional reading materials for NETI mentors for self-study purposes. 5. The Proposers will Initiate, manage, and facilitate the 2014 Cohort of JPOs in utilization of the JPO Timeline and Development Plan. 9 governments. The learning tools will also serve as a model to be shared with other UNICEF sections and staff members worldwide. 1. Provide recorded sessions for the Supervisor Webinar Series and Mentoring Webinar Series. 2. Provide recorded sessions for all relevant sessions during the JPO Orientation Programme. These sessions will be edited for content through UNICEF s Department of Communications. These sessions will enable the JPO Orientation Programme participants an opportunity to review their learning and provide Donor governments an opportunity to view the Orientation Programme first-hand. 3. Create on-line presentations (i.e. Prezi) that provide a general overview of the JPO Timeline and Development Plan. Delivery of Objective 4: Recorded sessions of 2014 JPO Orientation Programme 15 May, 2014 Recorded sessions of Supervisor Enhancement Webinar Series (1) for JPO and NETI Supervisors Due 15 April, 2014 Recorded sessions of Supervisor Enhancement Webinar Series (2) for JPO and NETI Supervisors Due 15 June, 2014 Recorded sessions of Supervisor Enhancement Webinar Series (3) for JPO and NETI Supervisors Due 15 July, 2014 Objective 5: The Proposers will design and facilitate a 3 weeks NETI Induction Workshop to be held at UNICEF New York Headquarters, tentatively scheduled for mid-february 2014 (final dates to be determined). The Proposers will facilitate and design the overall framework and agenda for the Induction Programme. The design should include opening activities such as: icebreakers, time keeping, discussion facilitation, Q&A and panel facilitation. It is expected that the Proposer is the focal point for all communication with potential speakers. The Proposer(s) will ensure that a climate for collaboration among the NETIs, the New Talent Unit, and Headquarters Specialists is established and maintained. The facilitator is expected to provide regular feedback to the NETI unit as well as to the UNICEF Expert Advisors in order to further strengthen the relationships for all Stakeholders. The aim of this 9

10 induction is to provide the NETI participants with a thorough introduction to UNICEF. 1. These include workshops on topics such as intercultural communication, conflict management, team skills, self-awareness, career development and leadership skills, and introduction to coaching in preparation to the Coaching component of the NETI Programme. Provide sessions with the Office of the Ombudsman, Office of Ethics, and Staff Well- Being Unit to learn coping tools for managing stressful situations. 3. Networking: The Proposers will coordinate/arrange for NETIs to meet with UNICEF NYHQ staff in their respective divisions/units in order to gain a thorough understanding of the role of NYHQ and how it supports their work in the country office. 4. Programmes: The Proposers will design the overall agenda in close collaboration with the NETI Unit. Functional and cross-cutting areas such as Child Protection, Social Policy, WASH, Health, Nutrition, M&E are to be presented by by UNICEF Expert Advisors during the induction. The agenda should also include the following topics: Humanitarian/Emergency Preparedness & Response, Equity, Country Programme Cycle, Programmes, Policy and Procedures (PPP) Training, Monitoring Results for Equity Systems (MoRES), Resource Mobilization, Innovation Lab. 5. Action Learning Project: It is proposed that the NETI participants engage in a group action-learning project. The purpose of this component is to offer the participants the opportunity to work on a project during their time in NYHQ that would make a meaningful contribution to UNICEF s mission, that would enable participants to gain a deeper understanding of UNICEF and that would allow for the NETIS to gain insight into working in teams. The Proposers will 10

11 employ a team coaching methodology to assist the group in achieving the goals of the Action-Learning Project and to also provide supervision. The final product of the project will be determined in consultation with the NETIs and the NETI Unit and will be presented to a section of Human Ressources leaders and other stakeholders at the end of the induction. Delivery of Objective 5: Finalization of the 2014 NETI Induction Programme Due 20 January, 2014 Facilitation of the 2014 NETI Induction Programme Mid/Late February Bi-weekly meetings either in-person or via telephone are to be conducted every 2 weeks for status updates on the status of preparation for the 2014 NETI Induction. 11

12 ANNEX I Summary of Technical Proposal Please provide a detailed outline on the approach your organization will take to provide the services as outlined in the Request for Proposal of Services (RFPS) and describe to the extent if possible the output of the services you propose to deliver in case of award for Long Term Arrangement (LTA). Evaluation Criteria To satisfy this RFPS, tendering Proposers should describe the following: Approach 1.1 Describe the facilitation and design methods, practices, and pedagogies that guide the Proposer s overall approach to projects of this type as described in the Scope of Work (above). 2. Credentials 2.1. Briefly present the experience and expertise of your organisation, especially in relation to the field(s) of training for which you are bidding. 2.2 Provide a CV of each consultant involved with the project as well as their expected roles and responsibilities. 2.3 Tell us about your strengths, and why we should work with you. 2.4 Please present a brief case study, talking about a similar project, delivered for a similar organisation (one page). 2.5 If possible, please provide us with access to demos, presentation videos, link to a sample portal. 2.6 Please provide us with a list of two past clients/professional references (key contact names, titles, , and telephone numbers). Please let your clients/references know that we will communicate with them. 3. Delivery 12

13 Describe how your proposal satisfies the technical requirements and deliverables included throughout the Scope of Work (above). In addition, please ensure that the following are addressed in your proposal. 3.1 Provide the pedagogy and framework to be used in the overall facilitation of the JPO Orientation Programme. 3.2 Provide the pedagogy and framework to be used in the overall facilitation of the NETI Induction Programme. 3.3 Provide written examples of the communications the Proposer will use to contact stakeholders. 3.4 Provide relevant examples of the survey you will utilize when seeking feedback from the 2013 JPO Orientation participants. 3.5 Provide relevant plan/workshops on the types of Career and Personal Development sessions to be incorporated into the JPO Orientation Programme. 3.6 Provide relevant plan/workshops on the types of Career and Personal Development sessions to be incorporated in the NETI Induction Programme. 3.7 Describe the approach/pedagogy/framework to be used in designing the simulation exercises for the JPO Orientation Programme. 3.8 Describe the approach/pedagogy/framework to be used in engaging the NETIs in the Action Learning Project. 3.9 Provide relevant plan for enhancing the Supervisor Webinar Series and the facilitation of rollout to JPO and NETI Supervisors 3.10 Provide a marketing plan to JPO and NETI Supervisors to ensure full participation from all parties Provide the pedagogy and framework to the creation of the NETI Mentoring Webinar Provide details on the technology to be used for the recorded sessions of the JPO Orientation Programme and Supervisor and Mentoring Webinars Provide details on the facilitation of the JPO Timeline and Learning 13

15 ANNEX II Summary of Financial Proposal Bidders are requested to provide a financial proposal covering all costs related to the technical proposal submitted, including the following cost indications: 1. Note: All breakdowns of fixed lump sums will be used to determine reasonableness and realism of the cost proposal and also to facilitate any changes which may be necessary. 15

16 ANNEX III PROPOSAL EVALUATION PROCESS AND METHOD JUNIOR PROFESSIONAL OFFICER PROGRAMME AND NEW AND EMERGING TALENT INITIATIVE ORIENTATION/INDUCTION PROGRAMMES AND MENTORING AND SUPERVISOR ENHANCEMENT SERIES (JPO AND NETI Programme, DHR, MSS, New Talent Unit) 1. PROPOSAL EVALUATION PROCESS AND METHOD 1.1 UNICEF will set up an evaluation/selection team. Following the submission of the proposals by bidders, an evaluation will be conducted to assess the merits of each proposal. 1.2 Each response will first be evaluated by UNICEF with the technical evaluation criteria as outlined in the attached Scope of Work and RFPS, according to the relative scale that UNICEF ascribes to each criterion. 1.3 For the proposal to be considered further for technical compliance, the bidder must achieve a minimum score of 70 points out of a possible 100, as illustrated in Table 1 below. Proposals not meeting the minimum score will be considered technically non-compliant and will be given no further consideration. 1.4 Only at this stage will price be considered. The price/cost of each of the technically compliant proposals will be considered using the same methodology. The bidders should ensure that all pricing information is provided in accordance with the RFPS. 1.5 At this point, the most favorable proposals will be selected for shortlisting. The bidders on the short list may be given the opportunity to give UNICEF presentation in order to be asked detailed questions for clarification of their proposals. 1.6 Finally, the overall score for each of the proposals is calculated based on a ratio of 70% - 30% between the technical and commercial proposal. 16

The maximum technical score possible is 100 points. 3. PROPOSED METHOD OF COMMERCIAL (FINANCIAL) EVALUATION 3.1 FINANCIAL EVALUATION CRITERIA The total amount of points allocated for the financial component is 100. The maximum number of points will be allotted to the lowest priced proposal that is opened and compared among those invited firms/institutions which obtain the threshold points in the evaluation of the technical component. All other price proposals will receive points in inverse proportion to the lowest price; e.g.: Financial Score (%) for Proposal A'" = {Maximum Score Financial Proposal (i.e. 30 points out of 100) x Lowest Priced Proposal} / Proposal "A's price A sample is shown in Table 2 with fictitious consultant names & scores for technical and financial proposals.
