1 Relationship between Employees Interests and Business Performance in State-owned Enterprises: Evidence from Shenzhen, China ZHENG Hai-dong,SHI Yu-jun College of, Zhejiang University, P.R.China, Abstract: Employees interests of SOEs are composed of 9 factors. Among them, job stability, experience, and human are best realized. Career planning, management participation, and pays are worst realized. Performance of SOEs was discussed in two dimensions: Task Performance and Contextual Performance. The former is driven by career planning, experience, and human. The latter is driven by affiliation, career planning, job stability, and benefits. SOEs should transfer more resources and efforts from improving benefits and working conditions to enhancing employees psychological affiliation to SOEs. Keywords: State-owned enterprise, Employees interests, Performance 1 Introduction The past decade have seen greater concern for Corporate Social Responsibility (CSR), among which employees interests are one of the most important focuses. The society expects and demands enterprises to be more responsible to employees and realize their interests as much as possible. As we all know, Enterprises are economic entities and pursue profit maximization. They will not satisfy employees at the expense of the enterprise. They must consider how much they will get from the cost spending on employees interests. A reasonable logic is that they will choose to realize the interests which will improve their performance most. In other words, Enterprises must decide the priority of employees interests. This paper will examine the hip between employees interests and enterprise performance. The existing researches on employees interests are usually conducted from different disciplines. They are motivational theories (Maslow, 1998; Herzberg, 1982), Capital Theory (Becker, 1996; Zhou, 1996), Stakeholder Theory (Blair, 1995; Clarkson, 1995; Carroll, 1979, 1991; Wartick & Cochran, 1986; Wood, 1991; Young & Zhou, 2000; Chen & Jia, 2002, 2004), Core Competence Theory (Prahalad & Hamel, 1990; Foss, 1993) and so on. [1]-[14] The above researches contribute insightful thoughts to employees interests. However, further research should be done on 1) the components of interests of state-owned enterprises (SOEs) employees, and 2) general interests of employees rather than those studied by a particular area, and 3) the priority of employees interests to business performance conditioned by limited resources. This paper tries to go forward from these points. 2 Interests of SOEs employees Some Chinese scholars did researches on interests of SOEs employees (Yu, 2001; Jia & Chen & Tian, 2003; Zhang & Peng, 2001; Zheng & Huang, 2001) [15]-[18]. Based on existing literatures and interviews with 30 employees of SOEs, the authors summarized general interests of SOEs employees and classified the interests into two types (Tab 1). 3 Business performance appraisal Business performance has different meanings and appraising methods. Here the authors will discuss three business performance appraising methods based on distinct meanings. The first method is used to evaluate corporate social performance (CSP). The two popular appraising patterns are outsider stakeholder pattern (Sonnenfeld J., 1982) [19] and RDAP pattern (Clarkson, 1995) [6]. The second method is used to evaluate financial and non-financial performance as a whole and named Balanced Scorecard method (Kaplan & Norton, 1993) [20]. The third method is used to evaluate Task Performance and Contextual Performance, which independently contribute to organizational performance. (Motowidlo & Borman, 1997) [21].Comparatively, the third method is more appropriate for our research, for it evaluate the individuals contribution to organizational performance, which is the characteristic of our research. 2 4 Methods 4.1 Sample and data First of all, we interviewed 30 employees of 10 SOEs of Shenzhen, one of the earliest Economic Special Zone of China. Based on the interviews we prepared a list of employees interests. Then we combined the list with another list prepared based on literature. According to the interests of two lists, we designed our survey questionnaire. Further more, we had a trial survey and modified our questionnaire. And finally, we handed out 300 questionnaires to 30 SOEs in different Industries and of various sizes. 230 questionnaires were returned, among which 212 were analyzable. 4.2 Measures The independent variables are employees interests. They are measured by the indices from Tab1. The dependent variables are Task Performance and Contextual Performance. The former were measured by market share, profitability, competitive ability, task completion, and outsiders appraisal on business work. The later were measured by assistance to others task completion, compliance with enterprise disciplines, quitting rate. The performance indices were revised based on those of Motowidlo and Borman (1993) [21] and Chen (2003) [16] and have been proved to be good in validity and reliability. Likert 5-point scale was adopted. The respondents were asked to score the items according to their perceptions of their enterprises status quo. 5 stands for strongly agree, 1 stands for strongly disagree, and 3 stands for can not judge, etc. 5 Results 5.1 Analysis on employees interests A factor analysis of the 30 items for measuring employees interests was first made. Tab2 says that the coefficient of KMO measure is and the Chi-square value of Bartlett s test is with the significance of 0, which shows that sampling adequacy and sample distribution meet the requirements of factor analysis. Chi-square Sphericity df 378 Factors Extraction Principal Component Analysis was used to extract factors and Varimax with Kaiser Normalization was used to rotate them. As a result, 9 factors were extracted to describe interests of SOEs employees (Tab3). They were named career planning, affiliation, human, management participation, benefits, job stability, working, pays, and experience accumulation, respectively. The 9 factors explained % of total variance, which reflects a fairly good extraction of factors. The reliability values of the factors fall between and Most of them are acceptable. Analysis on extent of realization of interests The extent of realization of interests can be measured by weighed average of all variables covered in the factors with the loading of each variable as weight. Table 4 ranks all the factors according to the extent of realization of employees interests. From Tab4, we can see that the employees believed that job stability and experience accumulation were the best realized interests, while pays and management participation were the least realized interests in SOEs

As expected, 2 factors were extracted to describe business performance of SOEs (Tab6). According to introduction, they were named Task Performance and Contextual Performance. The 2 factors explained % of total variance, which is acceptable. The reliability values of the factors are and respectively, which displays a good consistency among the items within each factor. Which factors contribute to Task Performance and which to Contextual Performance, and to what extent? The regression models answered in Table 7. Three factors entered model 1. They are career planning, experience, and human. Other factors are not independent variables of Task Performance. Four factors entered model 2. They are affiliation, career planning, job stability, and benefits. Other factors could not contribute to Contextual Performance. Tab 8 showed that all the factors entered are significant at the 0.05 level. The continued part of Tab 8 provides other important information. The values of Tolerance and VIF prove that the factors in each model are not co-lined. Each regression model is the only one that existed. The values of Durbin-Watson (D-W) of the two models are and 1.774, respectively. Both are around 2. This means the sample data are not self-related. These indicators help us confirm that the models comply well with the data. 6 Discussions and conclusion 6.1 Discussions First, the reason why career planning becomes an independent variable of both Task Performance and Contextual Performance, and experience becomes an independent variable of Task Performance is that providing all kinds of trainings is a sustaining tradition of SOEs. Such policies have helped employees develop themselves. The experience accumulated and skills obtained can greatly increase business performance. Second, human are very important but complex in SOEs. If employees can not get on well with supervisors and colleagues, they will fell upset. As a consequence, communication will be hindered, and business efficiency will be weakened. Third, pay policies of SOEs are greatly influenced by governments. Limited autonomy of payment polices leads to less competitive compensations compared with those of NSOEs. So employees are usually not satisfied with their pays. The regression models state that pays can neither boost performance through Task Performance nor through Contextual Performance. This view is quit different from the widely accepted doctrine money is omnipotent. Fourth, though pays of SOEs employees are not as good as those of NSOEs, the benefits are better than those of NSOEs. The job stability in SOEs is very attractive to employees. and job stability will encourage employees to work harder. Fifth, management participation entered neither models. This implies that it will not advance business performance in SOEs. This idea is opposite to what we take for granted. The reason can be derived from the process of SOEs reform. In China, the State interests are more emphasized than that of individuals during the process of SOEs reform. Insiders control caused employees have no power in business decisions. The ignorance of their interests becomes inevitable, which will damage business performance. Sixth, career planning, experience, and human will be helpful to improve Task Performance., career planning, job stability, and benefits can enhance Contextual Performance. Therefore, if SOEs want to increase their performance, they had better realize these interests first. Tab 4 tells us that job stability, experience, and human are well realized. The employees will be greatly motivated by the realization of such interests. As a result, the efficiency of SOEs will rise. Career planning and affiliation can drive business performance powerfully through Task Performance and/or Contextual Performance. However, they are not emphasized as should be. 6.2 Conclusions Employees interests of SOEs are composed of 9 factors. They are career planning, affiliation, human, management participation, benefits, job stability, working, pays, and experience accumulation. Among them, job stability, experience, and human are best realized. Career planning, management participation, and pays are worst realized. The research result support the dichotomy of SOEs performance Task Performance and Contextual Performance. The former are driven by career planning, experience, and human. The latter takes affiliation, career planning, job stability, and benefits as engines. On the one hand, though benefits and working conditions are well realized in SOEs, they do not contribute to performance of SOEs. On the other hand, affiliation can greatly and directly promote SOEs performance, but it is ignored by SOEs. The two aspects should match. SOEs should decide the priority of employees interests according to their contribution to business performance. More resources and efforts should be transferred from improving benefits and working conditions to enhancing employees psychological affiliation to SOEs. References [1]Abraham Maslow, D. C.
