2 Background The International Society for Biological and Environmental Repositories (ISBER) provides a Self- Assessment Tool (SAT) to assist individual repositories in determining how well the ISBER Best Practices for Repositories are being followed. The SAT is confidential and allows bio-repositories and biobanks to strengthen their practices through the identification of areas in need of improvement. The survey tool consists of 158 questions. There is a complex multi-parametric algorithm behind this survey. This algorithm was initially programmed in access. The algorithm assigns a score to the response to each question and each sub-question, and then calculates an overall score for the participant. The tool should also automatically generate reports which include data calculated by the algorithm. After completing the SAT, participants receive personalized feedback that includes a risk-balanced assessment score that will help them evaluate how closely their current practices conform to the recommendations found in the best practices. ISBER is looking for a survey supplier to host the questionnaire. We are looking for someone to replicate the questionnaire from our current supplier and to test. No information included in this document or in discussions connected to it may be disclosed to any other party. Introduction and Purpose With this RFI we request information regarding your company and your product and services. This information will be used to identify prospects for an RFP.. We wish to enter into a contract with a supplier for a minimum of three years. Scope Specific information is requested according to the form below (Attachment A and B). 4 Requirements We need a robust online surveying tool that will be able to: 1. Offer individuals confidentiality in their responses 2. Be able to replicate the current SAT Survey 3. Be able to replicate reports provided 4. Be able to provide us with the ability to update the survey and the algorithm periodically 5. Ability to provide multiple versions (or version control system) Qualifications A prospective partner will be able to provide: 1. Replicate the survey into your platform 2. Developing surveys 3. Providing ongoing reporting Decision Criteria The successful company will be selected based on the following criteria. 1. Alignment with ISBER s vision and standards provided 2. Price (While the lowest bid will not automatically be chosen, ISBER is a registered non-profit and thus price will be a factor in decision making) 3. Relevant Experience 4. References provided 5.
