How Does Cyprus Fare on SM? 4

How Does Cyprus Fare on SM? 5 How often do you walk? How often do you cycle?

How Does Cyprus Fare on SM? 6 How often do you use PT? How often do you use your car?

How Does Cyprus Fare on SM? 7 Greater Vienna Population Greater Nicosia Population Google Earth, from a altitude of 32,58km Google Earth, from a altitude of 30,96km

So, Why do We Fail? 8 No clear policy Lack of strategic planning No uniform approach no agreement even on the basics No real commitment towards sustainable mobility Projects implemented on an ad hoc basis Many studies that are not implemented Too many stakeholders without a common vision Absence of metropolitan authorities (land use mobility economic development) Fragmented responsibilities local authorities have too few responsibilities with regard to land use and mobility planning and management

Integrated Mobility Planning 9 Why Integrate? A holistic approach requiring a combination of supply side and demand side measures is needed Decisions about transport systems, the form of urban development and how land is used all impact each other The most efficient use of public funds and avoidance of creation of unintended impacts must be ensured Elements of the transport system managed by different authorities must be seamlessly coordinated People need to be connected to places in the most efficient manner

Integrated Mobility Planning What to Integrate? 10 Mobility management, land use planning and economic development Performance of the transport system Affordability Value for money Urban design Demand management Behavioural change Accessibility Safety Network management Balance of small-scale and large-scale improvements Different modes of transport (e.g. cars, trucks, buses, rail, walking, cycles) Key stakeholders involved in planning, operating and using of transportation networks Sequencing of works.

Integrated Mobility Planning How to Integrate Develop visionary integrated policies and secure long term political commitment Create a new business culture Develop strategic mobility plans putting land use and economic development at the heart of transport projects Establish a professional and well organised transport authority Secure stable funding and investment schemes (funds earmarking) Deliver lifestyle changing PT services so that they become the mode of choice Design and implement effective demand management policies and measures (parking policy and management) Promote soft modes (cycling and walking) Use technology (vision of a smart city) 11

Steps in the Right Direction 12 Development of the Nicosia Integrated Mobility Master Plan in 2010 Re-evaluation and optimisation of existing PT services, 2015 Feasibility study for a tramway system in Nicosia, 2015 Implementation of measures to proposed in the IMMP and the development of SUMPs for the other cities with EU co-funding, Decision to develop a National Strategic Transport Plan, Decision of Minister of Transport to set up a National Transport Authority

Projects on Hand Nicosia IMMP 13 Regeneration of Nicosia City Centre Commercial Triangle The Nicosia Tram: Pending results of feasibility study and political decision Implementation of a one-way system in Makariou and Kallipoleos Avenues with the creation of bus lanes on Makariou Implementation of cycling infrastructure to link university campuses in Nicosia with the city centre

Projects on Hand SUMPs and National Plan 14 Limassol SUMP Larnaca SUMP Paphos SUMP Famagusta SUMP National Strategic Transport Plan

Planning Cycle for an SUMP 15

National Strategic Master Plan 16 Vision Targets Actions The development of a transport system that services the real mobility needs of the people, through the provision of a choice of alternative modes, at the lowest possible cost and with respect to the environment. PT usage > 20% up to 2030 GHG emissions caused by transport system reduced by 50% until 2030 Deaths and serious injuries due to road collisions reduced by 60% until 2030 Cost of mobility reduced by 30% until 2030 Optimisation of freight movements The creation of new permanent work places The upgrading of the quality of life Establishment of a transport policy Development of alternative scenaria Evaluation of scenaria using a transport model Economic evaluation of scenaria Environmental evaluation of scenaria Global evaluation of scenaria and selection of preferred one Development of the National Strategic Plan

17 The world moves into the future as a result of decisions, not as a result of plans. Plans are significant only insofar as they affect decisions if planning is not part of a decision-making process, it is a bag of wind, a piece of paper and worthless diagrams, Kenneth Boulding (1975) Michalis Lambrinos Public Works Department Ministry of Communications and Works mlambrinos@pwd.mcw.gov.cy
