1 Terms of Reference (TORs) Assessment of alternative livelihoods and development of a new value chain Organization Pakistan Fisher Folk (PFF) Project Title Strengthening of Resilience through DRR and Livelihood Measures in Vulnerable Coastal Communities in District Thatta, Sindh Province, Pakistan Position Title Consultant/Consulting Firm for Assessment of alternative livelihoods and development of a new value chain Location 56 villages of Union Council (UC) Keti Bandar & Kharo Chhan, TalukaKeti Bandar District Thatta, Sindh Province Duration 4 Weeks Start & End Date July 26, 2016 to August 25, 2016 Deadline for July 22, 2016 Submission of Technical and Financial Proposals Consultation Base PFF Makli Office, District Thatta Pakistan Fisher folk The Pakistan Fisher folk Forum (PFF) founded in 1998 is unique civil society Forum (PFF) organization with a community based support of more than 70,000 members in Pakistan including Sindh, Punjab and Baluchistan. Since its inception, it has been active in awareness building campaigns, mobilization and organization of communities with the aim of protection and sustainable management of the fisheries and other community livelihood activities. Its concrete activities include advocacy, participatory research, Disaster Risk Management, information dissemination and participatory community development programs. Project Background PFF and MI have launched project on Strengthening of Resilience through DRR and Livelihood Measures in Vulnerable Coastal. The project will be implemented from May 2015 until April Project Objectives The overall objective of the project is to Strengthen of resilience and improvement of livelihood of extremely vulnerable coastal communities. The specific objectives include: 1. The coastal communities are sensitized and trained in DRR/Disaster prevention and climate change measures and have improved their livelihood. 2. Public and civil society structures are strengthened in order to provide benefits/efforts in the sector DRR/prevention and improvement of livelihood. 3. A basic social and productive infrastructure is established that is Objective(s) of Assessment resilient to natural disasters and climate changes. The overall objective of the study is: A comprehensive assessment of livelihoods, livelihood risks especially the climate risk, assessment of marine and coastal livelihood resources,
2 opportunities for livelihood enhancement and alternative livelihoods in 56 villages of Union Council Keti Bandar & Kharo Chhan. The Study will cover: The training needs of the community for the livelihoods will also be assessed. This study will be the base for risk conscious livelihood planning and implementation under the project. For the identified and selected livelihoods through Livelihood risk assessment, To carry out a market survey The study will conduct compressive market study will be done to identify and establish an innovative and environmentally sustainable value chain. The value chain will be a fisheries or agriculture based or combination of both. The study will identify Through the study identify the private sector participation in value chain will be an essential component for its sustainability. The value chain will ensure the sustainability of selected livelihoods by ensuring the all input and technology for the producers at different levels and the market by the private sector participation The specific objectives of the assessment include: 1. To conduct a market service delivery mechanism and Assess livelihoods that are vulnerable to climate risks, and identify innovative, environmentally sustainable livelihood options, appropriate technologies, and opportunities in the market value chain This assessment will look at both HH and marginalized individuals as unit of analysis, in order to capture intra-household situation and inequalities (any isolation or exclusion of some members within the family: reduced access to income, food, goods and services?) 2. To carry out a market survey To provide information on local supply and demand, existing service providers that could be mobilized, SWOT analysis (skills, inputs required, profitability, riskiness) of potential livelihood activities in both agriculture and non-agriculture sectors considering subsistence activities, short/long-cycle income generating activities and home-based activities to address beneficiaries needs. Particular focus will be given to niche products/services; innovative options (e.g. contract farming, industrial outworkers, etc.). 3. To carry out a cross-analysis of key findings from the HH assessment and the market survey In order to come up with a shortlist of livelihood activities that can be realistically developed in the target areas (based on the resources available, HH situation and constraints, and considering gender and disability issues).
3 Methodology The assessment tools are to be developed by the consultant/firm in consultation with MI and PFF. The consultant/firm will have to translate the tools into Sindhi before pre-testing them. The selected consultant can follow various methods for a comprehensive study in given timeframe. It is important that, in the proposal, the consultant clearly explains per specific objective, how he/she will find the required data. For each activity the following details need to be provided: pattern of income, investment needs, level of technical skills required, time & labour intensity, gender/disability consideration. The consultant will need to, at least, use the following assessment tools. - Literature Review: - Project related documents: The consultant/firm will be required to review all the documents related to the project and the relevant documents related to PFF & MI s mandate - Secondary data: The consultant/firm will be required to collect necessary information from secondary sources such as government departments, implement Focus Group Discussions (FGDs), Key Informant Interviews (KIIs)etc. - Participatory Rural Appraisal (PRA)/Participatory Poverty Appraisal (PPA): The consultant/firm will be required to use various PRA/PPA methods and tools to collect primary data. Such methods and tools may include (not limited to) Venn Diagram, Decision Tree, KIIs, Comparative Ranking, Flow Charts, History Lines, Socioeconomic Mapping, HH Questionnaires, FGDs, SWOT Analysis, Consultation Workshops, Wealth Ranking Module (Score Card), Markets and Mobility Map, Seasonal Activity Calendar etc. Information to be collected Methods and tools from this list and others will be decided during planning meeting with MI and PFF. The consultant/firm is required to collect the following data/information: - Livelihoods: - The current livelihood sources and activities of the people. - What constraints people face to sustain their livelihood sources? - How are the livelihood sources of the people affected during emergencies? - How are persons with disabilities and marginalized groups engaged in livelihood activities? - What are the climate risks? - What are coastal and marine livelihood recourses? - What are market dynamics/supply chains exist? - What alternative livelihood options have potential? - How can we create sustainable livelihood sources (innovative idea that community can own and practice)? - What technology is being used or proposed for value addition?
4 - Market Assessment - What are local products (Agriculture, Fisheries and Aquaculture etc)? - Where is the market? - What is market needs and basic requirement? - What quality of products is being sold? - Who are the key stakeholders of the product? - Which products value chain can more feasible and developed? - Which are the potential public private sectors which can be liked with the identified sector? - Which are potential financial institutions that can be linked with the value chain? - How is the sustainability of the value chain and its mechanism Salient Action Points for Consultant/Firm Deliverables The data needs to be collected at various levels (HH, individual, authorities etc) in inclusive manner. In the proposal the consultant can provide his/her ideas, if selected this will be discussed further between consultant, PFF and MI. In the proposal and action plan that the consultant will need to submit, the following actions will need to be included: - Study relevant background information (proposal, M&E documents) to determine what needs to be done for undertaking the study. - Develop methodology and assessment tools for the assessment and translate into Sindhi. Tools will need to be validated by PM - Develop the implementation plan for the assessment and get it validated by MI & PFF senior management/relevant technical adviser - Provide basic training to field enumerators and other staff of consultant that will be involved in the assessment - Train PFF staff and the field enumerators in the implementation of the assessment tools. The training can be attended and monitored by MI. - Pre testing of assessment tools and random spot check to ensure quality data collection - Compile, clean and analyze data collected by the field enumerators - Provide report and hold debriefing in Thatta/Makli and/or Islamabad to present key findings and recommendations. - Mention the kind of support you would need from project team For application: submit a proposal answering all questions in this term off reference, a time frame and detailed budget. The Consultant / Firm will responsible for the following deliverables: Inception report (including training reports) - Technical design/assessment methodology. - Assessment tools (Sindhi and English) and training materials (Sindhi and English) - Data base with cleaned and complete data (format to be discussed) - Hard copy of all collected data full assessment report (both in hard and soft formats) - Power point presentation of key findings and the facilitation of a presentation to all stakeholders involved in Makli and/or Islamabad
5 - Final report should be English Timeframe and finance Minimum Qualification of consultants Minimum Qualification for data collectors Technical and Financial Proposals Time frame: Start date latest July 262and end dateaugust25, Maximum duration of assessment is 4 (four) weeks. For this assessment two consultants (lead and co) can be considered. Priority will be given to a team of two persons with strong DRR, Livelihoods, Coastal & Marine Resources expert, fisheries and agribusiness profile. Minimum requirements are: - Post graduate degree in one of these subjects: Economics, Rural development studies, Disaster Risk Management and/or related social science discipline. - At leas5 years experience in project socioeconomic and livelihood, market survey and value chain field (in)security assessments in the context of multi-hazards particularly in coastal belt of Sindh (district Thatta). The persons/firms with relevant experience will be preferred - Excellent analytical, facilitation and reporting skills. - Experience in the use of participatory research methodology - Familiar with Sindh context and knowledge of local language will be an asset (Sindhi) - Understanding of coastal context and sound experience of cooperation with development organizations in Sindh - Previous experience working with persons with disabilities, elderly or marginalized groups will be an added value. - Knowledge on inclusion and disability will be an added value Minimum qualification for data collectors: - Graduation A or higher with demonstrated experience in undertaking research - Demonstrated experience of data collection in rural and urban areas - Excellent analytical skills - Good team worker - Commitment to promote participation of vulnerable and excluded groups Interested consultants/ firms should submit a detailed proposal (answering all questions for information in this ToR, a detailed budget, time frame (annex a), CVs of key person on the work, list of experience in assessment, with at least one sample of previous, similar assessments, you did. The proposal need to be submitted in a sealed envelope on which, in the right top corner is written: Study on market service delivery mechanism and assess livelihoods.
