1 Summary Report Special Funding Project: Establishing an Evaluation Framework for the Culture of Safety in Manitoba BACKGROUND In June 2016, the Board approved special funding through the Research and Workplace Innovation Program (RWIP) to work with the Institute for Work and Health (IWH) to: 1. develop a definition of safety culture 2. make recommendations regarding applications for the Organizational Performance Metric in evaluating safety culture and evaluating the SAFE Work Certified program 3. develop an evaluation framework for the SAFE Work Certified program (relative to the twin goals of reducing injury and illness and improving safety culture) 4. develop an evaluation framework for assessing, measuring and improving safety culture 5. make recommendations relative to the SAFE Work Manitoba suite of surveys necessary to assess safety culture and the SAFE Work Certified program. The following report provides a summary of the recommendations relative to the above deliverables. Deliverable 1 Definition of The following definition was developed based on research and consultation with Manitoba stakeholders. Safety culture is a set of shared values and beliefs regarding workplace safety and health. Safety culture influences how workplace safety is prioritized, as well as the decisions and actions taken surrounding it. Safety culture should be defined from a positive perspective meaning a strong safety culture. A strong safety culture is an aspiration goal of all Manitobans and Manitoba workplaces. The values and beliefs that underpin a strong culture of workplace safety and health are as follows:
2 Values: People value and expect safety and health in the workplace. People in the workplace are our most valuable resource. Safety and health is valued with productivity, quality and pay. Beliefs: Workplace injuries and illnesses can be prevented. Leaders drive improvement. We all play a part in building healthy and safe workplaces. The following six dimensions help organize how we understand whether a strong safety culture exists within workplaces. Together, they represent how the three values and three beliefs are being enacted in a workplace. 1. Safety and health hazards are addressed. 2. Leaders demonstrate a commitment to safety and health. 3. Trust and respect permeate the work environment. 4. Everyone in the organization feels personally committed and is held accountable for safety and health. 5. The work environment is inclusive all workers matter. 6. Continuous learning is a hallmark of the organization. The following four dimensions help organize how we understand whether a strong safety culture exists in the broader community relative to those constructs that directly impact Manitoba workplaces. 1. Safety and health learning is embedded in educational institutions. 2. The public demands workplace safety and health as a norm. 3. Leaders in Manitoba support and invest in occupational health and safety. 4. Laws and standards are progressive and enforced. Deliverable 2 Use of the IWH - Organizational Performance Metric (OPM) The OPM is being used across Canada as a performance metric, a leading indicator, a client engagement tool and a benchmark tool. Efforts through Association of Workers Compensation Boards of Canada are underway to use the OPM for cross-provincial benchmarks.
3 In addition to the above uses, the IWH recommends SAFE Work Manitoba use the OPM as an evaluation tool relative to safety culture and the SAFE Work Certified program. Deliverable 3 Evaluation Framework for SAFE Work Certified Program The framework to evaluate the SAFE Work Certified Program revolves around assessment of a reduction in injury and illness, improvements in safety culture and in safety and health program pillars; leadership commitment, hazard controls and worker participation. Key to evaluating the SAFE Work Certified program is the use of the OPM plus four additional questions (drawn from the Organizational Policies and Practices Questionnaire used by IWH) and named the Assessment (SCA). This short, easy-to-use questionnaire aligns with the six dimensions of a strong workplace safety culture and with each of the three pillars of a strong safety and health program: leadership, hazard control and worker participation. Embedded into the certification process, the SCA is completed by the person most knowledgeable about the organization's health and safety; it is completed twice prior to certification and subsequently with each maintenance audit. An external auditor completes the SCA with certification and subsequent re-certifications. The results (not used to score the audit) provide the workplace and SAFE Work Manitoba a baseline measure for both the workplace safety culture and program strength. Existing survey instruments will be used rather than developing a new survey. To assess workplace safety culture, SAFE Work Manitoba may use the SCA within the SAFE Work Certified program, and may leverage other SAFE Work Manitoba programming for future opportunities for further evaluation. To assess the dimensions of safety culture in the broader community, SAFE Work Manitoba may use a series of report cards to assess progress and to guide its tactics and activities. Report card Deliverable 5 Recommendations for SAFE Work Manitoba/WCB Surveys New questions need to be developed and added to the existing business leader and worker surveys to assess safety culture relative to values, beliefs and community norms. New questions need to be developed and added to existing business leader surveys and the annual survey of workers to assess demand and benefits of SAFE Work Certified. IWH also recommends leveraging the existing SAFE Workers of Tomorrow surveys for additional data. Going Forward The SCA has been embedded into the SAFE Work Certified process. SAFE Work Manitoba is implementing the recommendations to evaluate SAFE Work Certified. SAFE Work Manitoba's agency of record will develop and test new survey questions. All SWMB surveys will be updated and aligned with the definition of safety culture while maintaining data required for assessing social marketing and SAFE Work Manitoba programming. A safety culture values and beliefs index will be developed and reported through the SAFE Work Manitoba dashboard upon approval of the Prevention Committee. A safety culture report card will be developed for reporting on the safety culture evaluation framework. A safety culture web page and SCA support materials have been developed for the SAFE Work Manitoba website. The IWH prepared five detailed reports (one for each recommendation).
