The Port of Seattle is divided into three operating divisions, plus other departments that support the divisions and the broad mission of the Port: 1) Aviation Division, 2) Economic Development Division, and 3) Seaport Division. The Aviation Division operates Seattle-Tacoma International Airport. Sea-Tac is the 16th busiest passenger airport in the United States, serving close to 29 million passengers a year. This job analysis was specifically developed for an individual working in a Ground Transportation Agent/Controller position. Generally, two or three Ground Transportation Agents/Controllers are staffed on a shift. Tasks Assigned to Ground Transportation Agents/Controllers Primary functions: Perform periodic vehicle inspections to ensure that the drivers and vehicles picking up passengers at the airport meet minimum safety and operational standards. Taxis are inspected once a month. Other vehicles are inspected at least once a year. Inspections include checking items such as seat belts, taillights, tire tread, and permits/tags. Prepare written documentation of inspection results. Monitor ground transportation areas on foot (upper and lower drives at SeaTac Airport) to visually inspect vehicles to ensure that the vehicles picking up travelers at the airport are registered and have the appropriate permits to transport passengers. Speak with drivers to provide information regarding the applicable rules and regulations. At times,

2 Page 2 of 8 workers may have to ask passengers to exit a vehicle if the driver is not permitted appropriately. Issue violations/citations to drivers that are not in compliance with Port of Seattle regulations. Relay information to supervisors regarding vehicles that have expired city and county permits. Document citations in the computer to track citation history. Ensure efficient traffic flow in ground transportation traffic lanes. Sell Port of Seattle commercial operator permits. Note: Only checks and money orders are taken as payment for permits (cash is no longer accepted, and to date they have not accepted credit cards). Issue Automatic Vehicle Identifier ( AVI ) tags. Monitor usage of the Cell Phone Waiting Lot, and ensure that people using the lot do not impact the businesses around and near the Cell Phone Waiting Lot. Workers may have to ask people to move their vehicles to ensure users of the waiting lot do not impact traffic flow. Answer ground transportation-related questions and provide directions to travelers. Ask people not to smoke in non-smoking areas. Maintain a Daily Activity Log. Secondary functions: Provide customer service and transportation information to airport patrons. Information may be provided at a walk-up window, or over the phone. Research information as necessary to provide to a customer. Coordinate inbound bus traffic from off-site ground transportation holding lots. Periodically verify the status of remote ground transportation lots by driving to lots or via cameras. Perform basic and varied office tasks as requested. Knowledge regarding applicable Port of Seattle, county and city rules and regulations regarding

Ability to deal with people in a professional manner in potentially confrontational situations. Ability to follow directions closely. Ability to work in a safe manner. General office supplies and equipment (e.g. pens, paper, copier). 30 or 41 high workstations/desks with chairs and stools. 2-way radios. Handheld scanners to verify Automatic Vehicle Identifier ( AVI ) tags Port vehicle (small passenger car). Workers are required to wear a safety vest while performing enforcement duties. Raingear is also available to workers.

4 Page 4 of 8 Education / Training High school diploma or GED is required. A valid Washington State Driver's license, or the ability to obtain one, is required. Knowledge of basic computer Windows-based computers, including Microsoft Office programs (Excel, Word, Outlook) required. One-year experience in airport operations, ground transportation operations, or customer service in transportation preferred. Workers must join Union Local 9 within 30 days of employment. Workers are fingerprinted for a criminal history background check, and must be able to pass a Transportation Security Background check. Per the Dictionary of Occupational Titles (DOT): License Inspector Specific Vocational Preparation (SVP): 7 (Two to Four Years) Information Clerk Specific Vocational Preparation (SVP): 2 (Thirty days or less)
