Agenda Item Discussion Action Report of Chair Michael McCormack: Welcome board members. Thank you Dutchess Community College for hosting the board meeting. Executive Director Laraine Kautz: Adopt By-Laws o Since the draft By-Laws were distributed in June 2015, they have been reviewed by the County Attorney s Office, NYSDOL, Some Board members. An indemnification clause was added by the County and the State added references to specific WIOA regulations. The By-Laws have been sent to a private attorney to be reviewed for compliance with the non-profit revitalization act. o Motion to approve the By-Laws. Motions Elect Chairman of the Board o Michael McCormack has agreed to serve as chair of the board for another year. o Motion to elect chairman of the board. Refer to handout. Laraine Kautz: Adopt Conflict of interest Policy o The policy has not been changed from the previous one with the exception of changing WIA to WIOA. o Motion to approve the Conflict of Interest Policy Adopt Discrimination & Grievance Policy o This policy has not been changed. It guides anyone that has benefited from the program to file a grievance if necessary. For discrimination, Page 1 of 4
3 someone has been appointed from the Department of Labor and serves as the Equal Employment Opportunity officer. o WIA in the policy was changed to WIOA. o The interim director from the state has been changed in the policy. o Motion to approve the Discrimination & Grievance Policy Adopt Eligibility for Training Services Policy o The policy has been updated to reflect priority of service which is detailed in WIOA. o The Self Sufficiency Rate remains at $25/hour o Motion to adopt Eligibility for Training Services Policy Adopt Individual Training Award Policy o This policy governs how the training awards are given to those that are eligible under either funding streams. The cap is the same $5,000. o The job search requirement has been removed because WIOA is clear that training should be in local or regional demand occupations. o Motion to approve the Individual Training Award Policy Adopt On-the-Job Training Policy o The policy always governed the On the Job Training (OJT) for adults and dislocated workers. Under WIOA we now are able to offer OJT contracts to eligible youth. This policy will guide that as well. Under WIA we operated under a waiver that allowed us to grant businesses that had less than 250 employees 75% wage reimbursement. This continues under WIOA as long as we adopt that rate. o Motion to approve the OJT Policy (which includes the 75% reimbursement rate for small businesses) Adopt Youth Incentive Policy o This policy had significant changes. We had a youth incentive policy for about a year and the incentives were largely entertainment based. The new federal guidelines do not allow entertainment expenses so they are all monetary based. o Motion to adopt the Youth Incentive Policy with the changes to employment and maintaining employment incentives. o Louise McLoughlin abstained from the vote Page 2 of 4

Present certificate. $75 Approve of WIOA Youth Program Contracts(s) o We received four proposals. Three of them to run the entire career center and one just to do the workforce piece. Of the three full applications, the review committee evaluated and discussed and recommends funding to The Chamber Foundation, Inc. o Motion to change the motion from the DC Regional Chamber of Commerce to The Chamber Foundation, Inc. and accept the policy o Louise McLoughlin abstained from the vote Adopt DCWIB PY15 Operating Budget o The budget has changed since June. We are going to be co-located with LDC formally the Dutchess County Economic Development Corporation. The move will impact the budget. There will be a new budget for January s meeting. o Motion to adopt the DCWIB Operating Budget Adopt Operating Budget for Career Center Staff and Activities Funded by the Workforce Innovation & Opportunity Act o One of the significant changes from last year s budget is associated with the TANF program. The OJT component is run by the career center but the TANF grant used to be tracked separately, now it is included as part of the operating budget o It is anticipated that the healthcare costs will be reduced in January after the staff select their packages for o Motion to approve Career Center s Operating Budget Refer to handout. 5 Upcoming Event: Budget Other Business Simone Wakefield: Hudson Valley Supply Chain Education Summit o This is an Education/Workforce Summit. The goal is to expose our community to the many occupations in the Supply Chain and Manufacturing industries right here in the Hudson Valley. There are a lot of skills and industries that people are not aware of and the entry level opportunities to learn and grow are plentiful. Laraine Kautz: Anticipated Training Funds for PY15 o Adult $131, o DW $116, o Youth $40,000 Refer to handout.
