1 Call for Quotations - for the Data Collection of surveys in relation to Pembroke Gardens & St. Paul s Bay Promenade Closing deadline for bids Tuesday, 25th November 2014 at 10.00hrs Details related to the services required are as follows: The offers must be submitted in English and deposited in the Department s tender box before the specified deadline. The offer must be submitted in one sealed envelope/package so that the bid can be identified as one submission. The title for this call for quotations is to be clearly written on the outside of the envelope. All tenders must be received by the indicated date and time. They must be submitted: EITHER by recorded delivery (official postal/courier service) or hand delivered to: Procurement Office First Floor, Auberge d Italie, Merchants Street, Valletta VLT1170 Malta Tenders submitted by any other means will not be considered. 1

2 Location 01: Data Collection of Surveys in relation to Pembroke Gardens Objective: Pembroke Gardens project is part-financed by the European Union under the European Regional Development Fund. The main objective is to estimate the number of foreign visitors to Pembroke Gardens per annum and gather feedback from foreign visitors on the satisfaction rating. Methodology to be adopted: Data collection is to be carried out on site [as per Annex III]. Data collectors to approach all visitors to the site and fill in the information in the sheet provided: - ask for place of residence to confirm that they are foreign visitors; - gather an estimate account of the number of foreign vistors visiting Pembroke Gardens; - take note of size of travelling party; - gather feedback on satisfaction rating. Data Collection Data collection is to be carried out over a period of 1 week per season; i.e. 4 weeks in total, 17 hours of fieldwork per week each for Summer and Spring, and 19 hours of fieldwork per week each for Winter and Autumn; ie. Total number of fieldwork hours per year is 72. Data is to be collected on site as follows: Spring/Summer Monday from 9.00hrs to 11.00hrs Tuesday from 11.00hrs to 13.00hrs Wednesday from 1300hrs to 15.00hrs Thursday from 15.00hrs to 17.00hrs Friday from 17.00hrs to 20.00hrs Saturday from 17.00hrs to 20.00hrs Sunday from 17.00hrs to 20.00hrs 2

3 Autumn/Winter Monday from 9.00hrs to 11.00hrs Tuesday from 11.00hrs to 13.00hrs Wednesday from 1300hrs to 15.00hrs Thursday from 15.00hrs to 17.00hrs Friday from 17.00hrs to 19.00hrs Saturday from 9.00hrs to 13.00hrs Sunday from 13.00hrs to 18.00hrs Hours are liable to change and may be adjusted by the Contracting Authority. The winning bidder is requested to keep contact with the employer s representitive and to give a seasonal update to the Contracting Authority of the data collected through these surveys. Reporting Requirements The winning bidder is requested to prepare a seasonal report (one every 3 months) of the data collected though this survey.this report is to be submitted to the employer s representive in digital format. 3

The winning bidder is requested to keep contact with the employer s representitive and to give a seasonal update to the contracting authority of the data collected through these surveys. Award criteria: 1) The work will be adjudicated to the cheapest technically compliant bidder. 2) Decision by MTA is final and cannot be contested. 3) Bidder is requested to to sign the Statement on Conditions of Employment Form [attached as Annex I]. Bidders are also requested to supply the MTA with a list of the minimum hourly workers costs involving the provision of the employees services in this quotation as per clause 10 of the Statement on Conditions of Employment Form. 4) Bidder is to fill in the BoQ [attached as Annex II]. 5) Bidders must give evidence of relevant market research expertise and professionalism in the field of quantitative research methods and fieldwork coordination/training in particular. In this regard, the bidder is to provide evidence of current accreditation from any membership to an internationally-recognised professional market research association/organisation. 5

6 Explanations/Clarification Notes 1) Interested parties may submit questions in writing to the Malta Tourism Authority by sending an to up till the 14 st November The Malta Tourism Authority will reply to all questions, and amend the tender documents by publishing clarification notes, until the 19th November It is in the interest of the bidders to make sure s are received by the MTA. MTA will not accept responsibility for s not received. 2) The Malta Tourism Authority may, at its own discretion, as necessary, extend the deadline for submission of bids to give bidders sufficient time to take clarification notes into account when preparing their bids. 3) No site visit will be carried out but the contractors are urged to visit the site before submitting their quote. 4) The bidder will bear all costs associated with the preparation and submission of this quote. The Malta Tourism Authority will in no case be responsible or liable for such costs, whatever the conduct or outcome of the procedure. 5) The Malta Tourism Authority retains ownership of all bids received under this call for quotes procedure. Consequently, bidders have no right to have their quotes returned to them. 6) Bidders must submit a bid for both locations [Pembroke Gardens and St Paul s Bay]. The bidder must offer the whole of the quantity or quantities indicated for each Location. Under no circumstances will bids for part of the quantities required be taken into consideration. 7) Winning bidder will be expected to start work within 48 hrs of notification of award. 8) The decision of the MTA is final. The MTA reserves the right to not award the work and / or parts of it. 6

8 TENDERER S STATEMENTS 1. Statement on Conditions of Employment 1. It is hereby declared that all employees engaged on this contract shall enjoy working conditions including wages, salaries, vacation and sick leave, maternity and parental leave as provided for in the relative Employment Legislation. Furthermore, we shall comply with Chapter 424 of the Laws of Malta (Occupational Health and Safety Authority Act) as well as any other national legislation, regulations, standards and/or codes of practice or any amendment thereto in effect during the execution of the contract. 2. It is hereby declared that no part of the services to be provided under this contract shall be sub-contracted to an economic operator who has in his employment employees, who are already in employment with the bidding entity and are carrying out, with the sub-contractor, the same or very similar duties as those in their contract of employment with the bidding entity. 3. The sub-contractor/s agree to all the conditions listed in this statement. 4. It is hereby declared that the service being provided under this contract will be carried out solely by the bidding entity employees, or bona fide self-employed individuals. No work will be carried out by persons designated as self-employed where their actual employment status in terms of the Employment Status National Standard Order LN 44/2012 is that of an employee. 5. It is hereby declared that all the employees of the bidding entity, whether providing services to the contracting authority or not, have a written contract of service and are registered with the competent authority of my country, which in the case of Malta is the Employment and Training Corporation. If this tender is awarded to us, we shall furnish a list of employees who will be providing the services. Copies of the written contracts of service of the employees will be available at any time for inspection. 6. It is hereby declared that the bidding entity s employees shall be given a detailed payslip containing all relevant details including the amount paid, normal hours worked, overtime hours, hours worked on Sundays and Public Holidays, hours availed of as leave or sick leave, a breakdown of bonuses/allowances as well as deductions made (such as social security contributions and income tax). 7. It is hereby declared that all the wages/salaries of the bidding entity s employees are paid only by direct payment in the employee s bank account. 8. It is hereby declared that the relevant bank statements of wage/salaries deposit and copies of the detailed payslips will be made available as and when required by the Director of Industrial and Employment Relations. 9. It is hereby declared that if the bidding entity is found in breach of any of the above declarations it is accepted that this contract will be terminated and that we will have no right to be compensated for any damage we may have suffered or will suffer in the future in respect to this termination. 10.
