2 Service and team About the role The NHS Genomic Medicine Service approved by the NHS England Board in March 2017 will be world leading through its intention to introduce cutting edge genomic technologies up to the level of whole genome sequencing into routine care in the NHS by October This builds upon the NHS contribution to the 100,000 Genomes Project and the establishment by NHS England of 13 NHS Genomic Medicine Centres and will encompass ongoing genomic projects inclusive of those emerging from the Life Sciences Industrial strategy and those genomic projects linked to research and development both nationally and internationally. NHS England is now establishing a Genomics Programme coordinated and lead by a new Genomics Unit with three main delivery components : - Policy, strategy ( inclusive of genomic test evaluation and strategy), industry and academic collaborations ( the latter in close collaboration with NIHR and the Life Sciences Industry Strategy), partnerships ( Genomics England and others ), DH governance arrangements (incorporating the new Ministerial National Genomic Board) and international global health genomic collaborations ( Global Genomic Medicine Collaborative, NIH sponsored IGNITE network, Global Alliance for Genomics & Health) - Operational commissioning of Genomic Laboratory Hubs and of the overall Genomic Medicine Service inclusive of an evolved role for Genomic Medicine Centres and the integration of clinical genetics services and with management and other evidence assimilation to pro actively direct the commissioning system - Genomic Projects inclusive of completing the NHS contribution to the 100,000 Genomes Project and any new Projects arising from the Life Sciences Strategy and from research and industry collaborations The new genomics programme encompass the successor arrangements for the UK Genetic Testing Network and will include the Genomics Implementation Unit established to oversee the NHS contribution to the As the Head of the Genomics Unit the post holder(s) will work closely with the Chief Scientific Officer and SRO for Genomics in NHS England and with the Director of Strategy in Specialised Commissioning. They will work as part of a broader leadership team, providing evidence based advice and guidance to the NHS, DH and the wider healthcare system as well as to Genomics England as appropriate.. The post holder(s) will lead on work relating to Genomics and Personalised Medicine, as well as other related work areas as required and as the science and technology evolves particularly as linked to the Life Sciences Industry Strategy and broader genomic initiatives that are aligned to the NHS and to the transition into routine care. Working in collaboration, the post holder(s) will adopt an integrated approach with colleagues across the system, influence and advise to improve quality and outcomes for patients and contribute to the embedding of innovation into healthcare. The work will require senior level stakeholder engagement and strategic development across the programme of work, including ensuring clinical leadership and scientific foresight to underpin the genomics strategy and its operational commissioning implementation advances to inform the transformation model. The post holder(s) will have responsibility for strategic development and operational commissioning activities as well as for any Genomics Project delivery. Plans to achieve the Programme overall will be underpinned by the delivery of short to medium term objectives. 3 100,000 Genomes Project. This new unit will also include support for the Clinical Reference Group for Clinical Genetics and the ongoing procurement of the Genomic Laboratory Hub network, the new Genomic Medicine Clinical Service and the future arrangements for NHS Genomic Medicine Centres The Unit will be in the Finance, Commercial and Specialised Commissioning Directorate and with all Directorates in NHS England to deliver the overall programme of work and report to the Director of Strategy and Policy, Specialised Commissioning. It will oversee in conjunction with the SRO, the development of NHS England s corporate position nationally on genomic and related issues such as personalised medicine, working closely with the relevant National Clinical Directors (NCDs), Chief Professional Officers and their teams and Medical Directors nationally and with NHS England s fieldforce. Key aspects of this role will be to:- Ensure the strategy is formulated, understood by all stakeholders and is delivered utilising all available resources efficiently and effectively. Ensure the development and management of operational commissioning plans, within the Sector. Ensure appropriate system and processes are in place to enable the implementation of the strategy plans in the new organisations. Proactively manage the key risks and issues associated with ensuring appropriate actions are taken to mitigate or respond. Monitoring and establishing accountability on the overall progress of the strategy to ensure completion within agreed timescales. Manage the budgetary implications of activity. Avoid the destabilisation of business as usual. Deliver any Genomics Project to agreed timescales Manage and actively promote the relationships with key stakeholders.

4 Key Job specifics and responsibilities Key accountabilities Improving quality and outcomes To lead the development of policy and strategy in respect of genomics and genomic medicine on behalf of NHS England, ensuring that policies and operational commissioning plans contribute to improving quality and value To provide support to the Chief Scientific Officer and SRO for Genomics across the whole Genomic Medicine Service and associated Programme initiatives both within the NHS, the UK, with other countries, with Genomics England and with a range of bodies and organisations Secure input from other key clinical and scientific leaders internal and external to NHS England and across the genomic programme of work as relevant inclusive of specialised commissioning requirements To work collaboratively across all Directorates and Programmes in NHS England as relevant to Genomics Enabling patient and public involvement To act as a champion for patients and their interests and involve the public and patients in the policy development and decision-making of NHS England To ensure that the considerations of patients and the public are key drivers in the future development of policy and strategy in respect of genomics and its application in personalised medicine working with others such as Genomics England and DH on public dialogue and awareness raising related to genomics and its use in healthcare Key Functional Responsibilities Operational Lead all activities including, but is not limited to:- o Manage, monitor and report on benefits realisation management, tracking the progress and ensuring that the intended benefits are achieved with outcomes maximised. o Oversee the work with the Unit to ensure the information systems are integrated with the overall strategy, operational commissioning and project requirements ; ensuring synergy between strategy milestones and objectives. o Develop and implement appropriate long term business strategy with stakeholders, implementing new business processes as required. o Ensure appropriate governance and PMO structures are in place to support the overall delivery of the genomics programme o Work with the Directorate and People & OD senior staff to ensure the smooth transition of people within the new system. and appropriate focus on the culture changes needed to underpin, working with People and OD staff to deliver appropriate OD interventions. o Manage the impact on business critical process and key talent mapping o Manage the appropriate programme controls ensuring monitoring and control activities and performance targets are on track. o Ensure appropriate stakeholder engagement strategy is in place defining how the strategy will engage with all stakeholder groups
