1 Title: Department: Physical Classification: Union: Wage Class: Salary Range: Planning and Zoning Administrator Planning and Zoning Light / Sedentary N/A Hourly, Full-time (40 hours a week) Part-time applicants will be considered $17.50hr. - $21.50/hr. or DOQ Organizational Summary: Established in 1834, the Village of Middleville, Barry County, Michigan is a turn of the century community, with a traditional main street and a scenic river flowing alongside its downtown. The 2.3-square mile Village located amidst agricultural fields and open land, retains much of its original character from the mid-19 th century. Single-family residential neighborhoods are the dominant land use in the Village. Many of the homes are almost one hundred years old and are built on smaller lots compared to the surrounding Thornapple Township, establishing a quaint, close-knit community character. Walkable, tree-lined streets lead to the central business district, bounded on the west by Thornapple River and Stagecoach Park. The Paul Henry Thornapple Trail graces nearly 2 miles within the Village limits along the Thornapple River. The central business district includes a small concentration of businesses and has benefitted from several aesthetic and functional enhancements that make the area more attractive to pedestrians. More conventional, strip retail development exists along M-37. M-37 is the primary transportation route in northwest Barry County, providing connections between Hastings, which is southeast of the service area, and Grand Rapids to the northwest. The primarily two-lane state highway serves approximately 10,000 to 12,000 vehicles per day in the service area, and while traffic moves smoothly, there can be some congestion issues from time to time. M-37 also experiences a high percentage of motor freight or commercial truck traffic, primarily serving the industries in Hastings and Middleville. Middleville is located about 9 miles northwest of Hastings, about 4 miles south from Caledonia Township, and only 15 minutes south of the M-6 Freeway via M-37. The Page 1 of 5

2 Village s close proximity to the metropolitan Grand Rapids area continues to be an influence on the community and economic vitality. The Village Council has seven elected members including the President and President Pro Tempore. The Board meets the second and fourth Tuesday of each month. The Planning Commission has seven members with a variety of tenure and experience and meets the first Tuesday of each month, agenda items permitting. The Zoning Board of Appeals has five members and meets on an as-needed basis. The Village of Middleville is a General Law Village under the Michigan statutes. The Village has a full time Village Manager and Public Works Director and a full complement of additional support staff. Prior assistance was provided by a full-time Planner and Zoning Administrator. General Purpose: To continue to support and enhance its small-town character and high quality of life, the Village of Middleville is requesting qualifications from individuals to provide ongoing planning and zoning administration to the Village Council, Planning Commission, Zoning Board of Appeals (ZBA) and Village Staff. While this position will work very closely with the Planning Commission, ZBA and others, the position will report to, be responsible to and coordinate work activities with the Village Manager. The Zoning Administrator also coordinates with the Village s consulting Planner, Engineer and Attorney as necessary on Special Use Permits, Rezoning Applications, Variance Applications, Site Plan Review, Planned Unit Development, Master Plan and Zoning Ordinance amendments, and other projects as necessary. Supervision Received: Work is conducted under the general direction of the Village Manager. The position will work closely with Village staff and other governmental and public groups as work demands. Daily work assignments are performed independently according to established procedures and practices with a low level of supervision and high level of production. Supervision Exercised: Supervision will be exercised over the Village Code Enforcement Officer as well as any support staff that may work or volunteer for the department as directed by the Village Manager. General Responsibilities: Under the supervision of the Village Manager, the Planning and Zoning Administrator will have the following responsibilities: Page 2 of 5

3 Develop and implement various community plans and projects, including obtaining and administering State and Federal grant funds Administer and review land use applications including rezoning, lot splits, PUDs plats, etc. Administer Zoning and Development ordinances Provide clear oral and written communication to respective audiences on a variety of matters Prepare necessary reports to boards, commissions, and other staff with an emphasis on graphic illustration Perform physical inspections related to site plan compliance Make recommendation and prepare amendments to Village Ordinances Serve as staff support to the Village Planning Commission, the Zoning Board of Appeals, and various project committees that may be established from time to time Represent the Village on the Barry County Economic Development Alliance Board of Directors Responsible for ensuring compliance of zoning regulations for all building projects Ability to be self-motivated and address multiple tasks at a time, while providing timely and effective responses. Typical Duties: Enforce Village zoning ordinances and issue zoning permits Staff support to Village Planning Commission which includes processing rezoning, street and alley vacation, land division, lot split and plat and land division applications, evaluation and development of Village Zoning Ordinance language amendment proposals, preparation and presentation of packets, staff analysis and recommendation and recommendation reports to the Village Council Inform and advise contractors and homeowners regarding the Village s zoning ordinances Conduct site plan reviews and technical reviews for new construction projects, special-use, variances, and improvements to existing sites General familiarity with basic engineering/construction details Identifies, inventories, and monitors nonconforming uses Investigates alleged violations of the Ordinance and advises landowners/applicants of necessary corrective measures Peripheral Duties: Attend monthly Planning Commission and Village Council meetings. Attend additional committee, ZBA, and other organizational meetings as needed. Various office and administrative tasks Page 3 of 5

4 Testifies, as necessary, at public and judicial hearings Other duties as assigned by the Village Manager Physical Requirements: Frequent standing, walking and sitting Frequent bending, twisting, squatting and reaching Ability to frequently lift and carry objects weighing up to 25 pounds Physical ability to safely move about and conduct work in various construction sites, building, indoor and outdoor locations Ability to withstand varied weather conditions, temperature changes, traffic hazards, varying noise levels and occasional confined space work environments Preferred Education and Qualifications: BS or BA degree in Public Administration, Urban Planning, Geographic Information Systems, or related field and 1 to 3 years of experience in zoning administration or an equivalent amount of education and professional experience. Michigan Citizen Planner Certification and MSU Zoning Administrator Certification preferred. (Candidate required to obtain certifications within one year of employment) Must have valid Michigan Operator License (driver license). The ideal candidate will demonstrate maturity, sound logic and reasoning capabilities, strong special analysis skills and computer proficiency, and be able to collaborate with staff and developers to maximize the quality of community development. The candidate will hold the skills to tactfully and professionally address conflict among residents, business owners, developers, and property owners on land use, development, and enforcement matters that arise in the practice of zoning administration. Additionally, the candidate will have a well-developed knowledge of planning principles and parties, general knowledge of zoning laws and familiarity with various Federal and State development related funding sources.
