6 To be eligible to submit an application to the MPNP, you cannot: Be a refugee claimant, or an individual involved in a federal appeal or removal process Be a Live-in Caregiver currently living in Canada Be a Temporary Foreign Worker currently working and residing in a province other than Manitoba Be the spouse/common law partner of a Canadian citizen or permanent resident residing in Canada Have been refused by the MPNP within the last six (IES, SWM, SWO) to twelve (BIS) months and unable to address the reason(s) for refusal, or banned for misrepresentation in the past 2 years Have an active permanent immigration application with any other immigration program in Canada, provincial or federal* *An Express Entry profile is not an active immigration application

13 3+ years of full-time work experience in the past five years either as an active business owner or working in a senior management role of a successful business. Business owners are given higher points in comparison to senior managers. Business owners must have at least 33 1/3% ownership to qualify for points. Minimum CLB/NCLC 5 (or equivalent, as demonstrated by valid IELTS-General Training, CELPIP-G, or TEF results) Minimum Canadian high school certificate equivalent No minimum or maximum age; however, ranking points are allocated to candidates 25 to 49 years of age. Minimum $250,000 for businesses in the Manitoba Capital Region. Minimum $150,000 for business outside of the Manitoba Capital Region. Business Investment must be made in an eligible business The proposed business must create or maintain at least one job for a Canadian Citizen or a Permanent Resident in Manitoba (excluding owners of the business and/or their close relatives). Business Plan is required and is an integral part of the application. A business research visit allows the applicant to conduct extensive research of their future business investment or proposal. Must be conducted no more than one year prior to EOI submission

14 Points will be allocated to you if: Your spouse has CLB/NCLC 5 or higher; You or your spouse have CLB/NCLC 5 or higher in the Second Official Language; You or your spouse or common-law partner have a close relative currently residing in Manitoba for more than one year; Your child is enrolled in an accredited Manitoba educational institution and is actively pursuing academic, professional or vocational training on a full-time basis for at least six months prior to the date of submission of EOI; and/or You or your accompanying spouse or common-law partner have completed a program of full-time study for at least one year at a post-secondary institution in Manitoba. You or your accompanying spouse or common-law partner must have done this after you turned 17 years old and with a valid study permit; OR You or your accompanying spouse or common-law partner have completed at least six months of continuous full time employment in Manitoba. A letter of reference from the employer and a copy of the work permit must be provided. Minimum of $500,000 (verified) After an application is approved, a Business Performance Agreement (BPA) must be signed prior to the MPNP issuing you a letter of support for applying for a work permit.

16 Minimum of three years farm business management or farm ownership and operation experience supported by verifiable documents. The Farm Investor Pathway (FIP) recognizes language capabilities in either of Canada s two official languages are an important adaptability skill that will accelerate your ability to become economically established in rural Manitoba. If you are invited to attend a FIP interview, you will be required to conduct the interview in either French or English. At least CAD $150,000. You are expected to establish a farming business in rural Manitoba. Farm business investments must be in eligible tangible assets as defined by the MPNP. A farm business plan is required and is an integral part of the application. Investments into a farm business operated primarily for the purposes of deriving passive investment income or speculative purposes are not eligible. You must conduct a Farm Business Research Visit to Manitoba.

17 A farm business entity should have ongoing and recurring business activities in rural Manitoba. You are required to live on the farm and actively participate in the management of the farm business on an ongoing basis from within Manitoba. The farm business must be in active primary agriculture production and economically viable. The MPNP requires you to conduct value-added farm business activities in Manitoba. Purely speculative activities or the use of third-party farm managers are not eligible under the MPNP You must demonstrate adaptability, specifically relating to practical farming skills, technical knowledge and experience in technological based farming practices that will transfer directly to Manitoba s current primary farm production industry. At least CAD $350,000 The FIP retains the option to have personal net worth verified by a third party supplier approved by the MPNP. If optioned, the verification report along with the application must be submitted to the MPNP within 120 days of receiving Invitation to Apply.

For all other applicants: Full-time job offer from an eligible current employer, with a minimum 1-year contract, in NOC 0, A, or B on In-demand Occupations list and related to your field of study.

22 You must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period. OR You must be employed in a full-time, long-term position in Manitoba. You must be residing in Manitoba at the time of application. You must show the intent to continue to reside in Manitoba after nomination, including the submission of a Career Employment Plan demonstrating opportunities for a successful career track in Manitoba.

30 The minimum official language proficiency depends on the assessed NOC: Minimum CLB/NCLC 7 for Regulated Occupations Minimum CLB/NCLC 6 for Compulsory Trades Minimum CLB/NCLC 5 for all other NOC 0, A, or B occupations Minimum CLB/NCLC 4 for semi-skilled occupations (NOC C or D) where the employer commits to providing or facilitating workplace language training (or equivalent score, as demonstrated by valid IELTS-General Training, CELPIP-G, or TEF results) You must demonstrate the ability and intent to reside in Manitoba at time of application You must have post-secondary education and/or training related to the occupation being recruited or identified by employer. If the position requires licensure or certification, you must apply to the regulatory body to have their qualifications and skills assessed and/or pass an examination. For NOC C or D occupations, the MPNP reserves the right to select individuals with no postsecondary education, providing they possess the required training for the job according to employer requirements and NOC description.

Employer is not seeking to sell their business or portions of their business to a foreign national Have an established employer employee relationship and the employee cannot be in a partnership or proprietor relationship (i.e. Owner-Operator in trucking industry, partnership in a restaurant) with the employer Disclose third-party representatives providing assistance during the recruitment and immigration process *See for full details

If the position requires licensure or certification, you must apply to the regulatory body to have your qualifications and skills assessed and/or pass an examination.

48 An occupation that, in addition to demanding a high level of expertise, training, and qualifications, also requires recognition from a professional regulatory body. Recognition from a regulatory body results in registration, and the issuing of a license or certificate. Registration gives individuals the legal right to practice their profession and/or use the professional title within a specific province (or territory). There is legislation (laws) that determine which occupations are regulated and how each will be regulated.
