3 Job Description Job Title: Location: Responsible To: Performance Analyst (Youth Offending & Innovation) St Martins Place, Slough Performance and Business Analysis Manager The Organisation: SCST is a new and innovative company delivering children's safeguarding and social care services in Slough. It is a challenging but highly rewarding field of work making a real and positive difference to the lives of children, young people and families and helping build the resilience, social and economic strength of the wider community. Background The Performance Team within Slough Children s Services Trust is a growing multidisciplinary team that is responsible for data analysis, performance reporting, information governance and systems support. The team is focused on delivering a service that helps managers and staff to understand compliance, exceptions and trends, and that is able to develop and maintain the necessary systems and processes to support high-quality practice and oversight. This unique post has a dual role: firstly, it will support Slough s Youth Offending Team (YOT), which is part of the Trust, by undertaking data cleansing and analysis, performance reporting and support for the YOT s primary case management system, CACI ChildView. Secondly, the post holder will support the Trust s Innovation programme by providing regular performance information about the programme and fulfilling data requests to support evaluation of the programme. Both of these are new areas for the team and, although support from team members will be available, the successful applicant will be the lynchpin for both functions and will really be able to make the position theirs. The role would suit an outgoing and experienced data analyst who is skilled in the use of Microsoft xcel and at least one case management system or information reporting tool. This role is offered initially on a fixed-term basis for 12 months, with the possibility of extension. Main Accountabilities 1. To work effectively as part of the Performance Team to meet performance reporting and data analysis requirements of the Slough Youth Offending Team and of the Innovation Programme for the Trust.

To explore, determine, monitor, analyse and advise on the performance of the services performed by the SCS Trust/YOT, working proactively with managers and staff to develop and maintain a deep understanding of the Trust s work, including the YOT, and its effectiveness in relation primarily to the areas of youth offending and the demand, activity and metrics surrounding our Innovation Programme. 3. To ensure compliance with all information security, data protection, information sharing and other policies and to maintain confidentiality of data and information at all times. 4. To support the development and implementation of strategies for effective management of information in the SCS Trust/YOT to improve the quality of decisionmaking, management oversight and operational practice. 5. To collate and develop accurate performance information and to provide analysis of this information to senior managers and other appropriate stakeholders. 6. To lead on reporting connected with SCS Trust s Innovation Programme, including weekly and monthly project dashboards tracking performance against the targets set out in the Trust s successful Innovation Bid. 7. To develop and maintain relationships with senior managers and other key stakeholders within the SCS Trust/YOT, and in other agencies such as police, health and local authorities, to ensure that the work programme of the Performance Team is informed by operational practice and enables the effective oversight of performance. 8. To maintain and develop effective systems for the collection, storage, validation and transfer of data, ensuring that data held by the SCS Trust/YOT is accurate, up to date and proactively monitored, and ensuring compliance with the Data Protection Act and other information security legislation. 9. To lead on the completion of statutory returns to external bodies, including submission of annual returns to the Youth Justice Board (YJB), ensuring that funding or reputation are not affected by inaccurate or incomplete statutory returns. 10. To liaise with external bodies, such as the YJB and the Department for ducation, regarding the submission of statutory returns and lead on issue resolution. 11. To lead on the production of statistical reports from case management systems to meet the analytical and reporting needs of the service. 12. To lead on the production of information and subsequent written responses in response to Freedom of Information requests and ad hoc queries.

To take a key role in contract management of the youth offending systems in use within SCS Trust/YOT, including liaising with suppliers as needed, advising on internal use of the systems, supporting training and issue resolution, developing and delivering training for YOT staff as required and monitoring ongoing compliance. 14. To actively participate in evaluation, procurement and testing of new information management systems to ensure the most effective outcomes, and to support upgrades and developments to existing systems used by SCS Trust/YOT. 15. To undertake research projects on behalf of the Performance and Business Analysis Manager, Director of Finance & Resources, Head of Youth Offending Service, innovation leads and other senior managers, as appropriate, to inform strategic decisions and to advise on the use and interpretation of data and statistical analyses. 16. To identify and undertake investigation where information is unavailable or of poor quality, and to support strategies to improve recording and reporting. 17. To ensure that all information held and disseminated complies with best practice in relation to data protection, information security and the requirements of SCS Trust/YOT. 18. To support the development and delivery of training, as required, to information users and providers to achieve the best use and quality of information within SCS Trust/YOT. 19. To liaise with professional bodies, local authorities, regional networks and other organisations as required by the Performance and Business Analysis Manager, Head of Youth Offending Service and other senior managers.

6 Person Specification Competency No ssential/ Desirable xperience xperience of working in an information management role, ideally within a children s services trust, local authority, youth offending team or similar setting, which involved statutory returns and/or reporting on performance indicators Skills and Abilities Practical knowledge, technical expertise and considerable experience of managing data collection or transfer, ideally gained within a local authority or similar setting xperience of data analysis, reporting and presenting Knowledge of management information systems (MIS), databases, case management systems such as Liquidlogic LCS/Protocol or ChildView and data reporting tools A good knowledge of statistics and their application, gained through a suitable qualification or through relevant experience, or of conducting quantitative research. Ability to extract, analyse and interpret complex data with a high degree of accuracy Advanced xcel skills, including the ability to develop and apply complex formulae for data analysis and automation, and ideally the use of VBA for xcel Strong knowledge and experience of at least one database reporting tool such as Business Objects, Crystal Reports, Access, SSRS or similar tools xcellent verbal and written communication skills, including the ability to write succinct and clear reports and briefings Strong interpersonal skills, including the ability to liaise with and work in partnership with senior managers and other agencies Good numeracy skills and attention to detail The ability to organise, present and interpret statistical information effectively for a variety of audiences in an easily understandable manner. 7 Qualifications /Training Other Requirements Relevant qualification equivalent to a degree, ideally in a numerate discipline, or sufficient relevant experience in a similar type of role You are likely to have a background in one or more of these roles: data analysis, performance, report development or research. 8 A Snapshot of the Benefits Salary 32,492-37,270 (inclusive of local weighting and market supplement) 12 month fixed-term contract with the possibility of extension. Annual increments are paid on 1 st April each year subject to 6 months service and satisfactory performance. Annual Leave The annual leave year runs from 1 st April to 31 st March and increases with your length of service. FT entitlement based on continuous local government service: Years Service Up to 2 years ntitlement Total including Bank Holidays years years Working Hours Hours of work are 37 hours per week. The Trust encourages flexible working, part time working and job shares. Mileage We reimburse all business mileage. We currently pay 45p per mile for the first 10,000 miles. Childcare If you require childcare, Slough s Children s Centres provide a range of childcare services. The Trust also provide Computershare childcare vouchers and staff may use them at the centres. Subscriptions If you are employed in a Social Work role the Trust will pay for your HCPC registration. Transport Loans The Trust offer all our staff an interest-free loan to buy an annual railway, London Underground or bus season ticket to cover travelling from home to work.
