POST TITLE: POST SALARY: HOURS OF WORK: REPORTS TO: RESPONSIBLE FOR: Part time Children & Families Manager Pro rata 30 hours per week 44 weeks per annum Chief Executive Officer Senior Playleader, Therapists and Volunteers PURPOSE OF THE POST: Our Vision is to provide the best possible environment to support each family and to enable their very young children with special needs and/or disabilities to maximise their individual potential. The post holder will be responsible for the operational management of all services provided by First supporting babies and young children with special needs and disabilities and their families, in order to meet the charity s published objectives, including Play and education services Parental support provision Therapy activities Counselling services Temporary staff and volunteers MAIN DUTIES AND RESPONSIBILITIES OF THE POST Manage the operation of First Step s activities on a day to day basis, ensuring that the developmental opportunities and support provided are carried out in line with objectives, standards, policies, financial regulations

2 and quality of service agreed by the trustees; and in line with legislation, Ofsted, national and local initiatives. Devise. develop and implement a coherent plan to meet the needs of children under 5 with special needs and/or disabilities within the Borough of Havering. Ensure that service users, including children, are able to contribute fully to the design, delivery and evaluation of services, ensuring services respond to local need. Also initiate and participate in consultation across the district. Develop and establish effective systems, procedures and data management; monitor and keep these under review to ensure they are both up to date and working effectively. Collect, collate and analyse data, utilising appropriate information technology, in order to identify the needs of these families and measure our responses. Monitor the implementation of the plan and ensure that outcomes are recorded appropriately. Assist the CEO in: - Developing and implementing strategic plans and policies to help shape the direction of First Step and to ensure continuous improvement; - Monitoring and evaluating services where regulations, contracts, SLA s, funding requirements etc apply. In the absence of the CEO, deputise, to ensure the smooth running of First Step s Children and Family services. Ensure that developmental, play and support opportunities for the children meet the needs of the babies, children, their siblings, and parents/carers, including; Acting as the Designated Safeguarding Person Providing a welcoming, caring environment, communicating sensitively, politely and in a manner easily understood Ensuring that assessment/milestone procedures, health/education plans and play activities for children are carried out appropriately Overseeing specialist therapy and counselling provision That regular communication takes place and ad-hoc support is given to parents/ carers, providing advice and information and support during difficult times Acting as advocate and providing support to claim appropriate benefits Planning for the fee structure. Ensuring transport requirements are met Act as a key-holder. Liase with tenants and take action to address any day-to-day problems experienced. Service the trustees, ensuring they are up to date with the operation and performance of First Step, forthcoming issues, development opportunities, and that information is available for timetabled meetings / sub- committees / annual meetings. Complete actions arising in own area of responsibility.

3 Keep up to date on legislative changes and best practice requirements, and ensure these are integrated successfully. Contribute to responses to consultation from government, the local authority and / or other agencies. Produce regular, timely reports, financial information, and data analysis for the trustees, and other agencies as appropriate, in order to gauge and improve service and performance. Contribute to the Annual Report for the Charity Commission Act as a positive ambassador for First Step externally at multi agency meetings / conferences etc and participate in working groups, to support the development of First Step. Cascade information to trustees and staff. Be a point of contact for a range of individuals, agencies and other organisations providing services to children with special needs and disabilities, providing assistance, information, advice and presentations on the First Step s services. 3. Staff Management Manage staff, including recruitment, development, training, supervision, discipline, welfare and staff performance. Provide advice / guidance to support their effective working. Deliver training where required. Lead, motivate and develop staff to take a shared responsibility for providing a good service and to support individuals to reach their full potential. Encourage ideas and innovation to be explored and work practices challenged. Ensure the safe working practice of all staff, ensuring that all children and families are appropriately safeguarded. Undertake quality assurance exercises to ensure a high standard of service delivery 4. General Ensure that services offered are accessible to all members of the local community, promoting an inclusive approach. Ensure compliance with and actively promote Health and Safety at work. Deal with any day-to-day H&S issues that may arise in the building. Participate in regular supervision with the Chief Executive Officer and take responsibility for continuing self development, participating in training and development activities as appropriate. The above mentioned duties are neither exclusive nor exhaustive and the postholder may be called upon to carry out other appropriate duties to ensure the smooth running of the service for the benefit of children and their families/carers.

4 PERSON SPECIFICATION: Essential Desirable Skills Experience of working with individuals and groups. Experience of leading and managing staff and leading others through change. High level of computer literacy with the ability to manage a number of software packages. Proven ability of working alongside families assessing and addressing needs. Working knowledge of Excel, Access and Publisher software. Abilities Ability to present information to professionals/ parents/ carers and colleagues is a professional manner. Ability to communicate effectively both verbally and in writing to staff, colleagues, partners and service users. Ability to maintain effective partnerships across voluntary and statutory sector. Ability to determine priorities and allocate resources effectively Ability to collect, collate and analyse data, presenting this in a user friendly format. Qualifications Knowledge NVQ 4 or equivalent in relevant subject or commitment to work towards Management training Knowledge and understanding of children s health, development and learning needs. Knowledge and understanding of the support needs of parents /carers, families and children under 5 with special needs and/or disabilities Knowledge and understanding of current government strategy and initiatives in early years and childcare. Knowledge and commitment to equality of opportunity in the design, development and implementation of services Knowledge and understanding of Safeguarding issues and the ability to implement and follow safeguarding policies and procedures. Knowledge and understanding of Integrated Working processes and the ability to work in partnership to ensure children are able to meet their full potential Professional qualification or Degree Accredited Management Programme
