3 Introduction Dear Applicant, Sharon Robson Director of Procurement We are delighted that you are interested in the opportunity in STaR Procurement and hope that having learnt more about the role you will decide to make an application. These are exciting times for STaR, we have recently recruited new Heads of Strategic Procurement for the Professional and Place Categories. The successful candidates have an excellent track record, are fully committed to the ambitions of STaR and understand the potential for growth. We are now looking to find the right person to lead the People category and complete the recruitment of the Senior Management Team. The new roles put the successful candidates at the heart of developing STaR as an organisation, shaping our future and creating a ground breaking procurement service in the North West. We are looking for a People professional to lead categories including Adults and Children s Services, Public Health and Schools. Experience may by demonstrated through a background in procurement or commissioning, but a proven track record of transforming services and delivering sustainable savings will be a key to success in STaR. In addition, and as a result of devolution to the Manchester region, STaR will be involved in a pan public sector approach to the delivery of services. This means that applicants involved in procurement of Health and Wellbeing services are well placed to support such activities. Ideally we are looking for an experienced professional who is a Member of the Chartered Institute of Procurement & Supply, but if you have strategic commissioning and procurement experience, the necessary skills, a can do approach and feel that you can make a significant contribution to the strategic delivery of procurement for our partner Councils, we would like to hear from you. The People Team cover high value spend and recognising the particular challenges and opportunities of procuring people services, deliver some of the most complex procurement activity within STaR. The team is established and includes a range of experienced procurement professionals at Category Manager and Procurement Officer levels. It is essential that we find the right Senior Manager to lead the team and develop our strategy going forwards. STaR is a new dynamic team with tremendous support from the Councils who invest in our services because they recognise the strategic nature of the procurement function. 3

4 Growth is very much part of the plan, we are already talking to another key player in the Greater Manchester region with a view to them joining the shared service. The vision for STaR is to deliver a procurement service which provides excellence, demonstrable value for money and social value through procurement activity. We manage and report our success using four key themes including, finance (savings), compliance, social value and customer service. Our ambition is to become a recognised centre of excellence for procurement with a regional and national profile. We believe there are huge opportunities to develop and grow the service but this will only happen if we develop and grow our staff. We have an established training plan and a budget which supports our ambitions. As a shared service STaR is a sustainable procurement service for the future and investment in our staff is essential. 5 Background & Context Stockport, Trafford and Rochdale are the partner Councils who created the shared service. They are Councils within Greater Manchester and represent three of the ten Greater Manchester Authorities. Whilst the service is based in Trafford all members of the team have significant contact time in the other two sites ensuring that clients receive the service they require. The team includes staff from partner Councils as well as a significant number of new recruits so we have a good mix of skills and experience. The senior management roles are fundamental in terms of developing strategy, leading customer relations, establishing a consistent corporate culture and developing standardised, efficient and effective business processes. The business model is based on a Category Management approach and strategic procurement is the key to maximising value from expenditure. The Public Sector is changing at a pace, devolution from Central Government to Greater Manchester is happening now and procurement will be at the centre of supporting some of this work. We are looking for candidates who are able to see the bigger picture, articulate new commercial models and work with services as a business partner to identify new opportunities and facilitate change. 5

6 Governance STaR is a fully shared service with governance processes which reflect that model. The STaR Board represents the Financial Directors of the three Councils and meets on a monthly basis. The Joint Committee includes Executive Members (portfolio holders for Finance and Procurement), is a Public Meeting and is convened on a quarterly basis. Structure The structure of the team is continuing to evolve as we understand the requirements of our clients, look to improve the service offer and plan for growth. See Appendix One for the structure chart. The role of Business Improvement Manager has been introduced because we recognise that the organisation is still developing and to provide additional resource / focus to the Senior Management Team. This role works closely with the Heads of Strategic Procurement to provide communications, data and performance management information. Additionally as part of the STaR client offer we engage the services of Solicitors who specialise in procurement and contract law. This is the equivalent of 1.4 FTE and is available to work solely with the STaR team and clients to support procurement activity. This offer is managed through an SLA and responsibility is linked to the role of the Business Improvement Manager who is the client lead. 6

7 Job Description and Person Specification STAR : public partnership for procurement between Stockport, Trafford and Rochdale councils JOB DESCRIPTION JOB TITLE: DEPARTMENT: Head of Strategic Procurement Strategic Procurement Service for Stockport, Trafford and Rochdale (STaR) GRADE: Senior Management (SM4c) 48,100 53,330 DIRECTLY RESPONSIBLE TO: Director of STaR DIRECTLY RESPONSIBLE FOR: Provision of procurement services and management responsibility of Category Managers. Main Purpose of the Job: 1. Management of a professional, customer-focused service for the strategic procurement of a portfolio of products (goods, services, works) which meets the needs of customers and progressively achieves efficiency savings for the STaR collaboration. 2. To be achieved by working closely with partner authorities in controlling expenditure and through the adoption of a strategic Category Management approach to the procurement process. Main Duties: 1. Conduct all procurement activities in a cohesive commercial manner, and ensure all team has an awareness of and manages commercial risk effectively. 2. To manage the analysis and prioritisation of spend activity within the allocated portfolio of Categories, and identify key areas for cost savings. 3. To research, plan and conceptualise the preferred options and approaches to contract and tender management in the form of a Category sourcing plan. To work with Officers in the partner local authorities in developing appropriate business plans for both capital and revenue expenditure. 4. To lead on all procurement activities within the allotted portfolio. To take an appropriate role in the development and management of contracts, agreeing key performance indicators (KPIs). 7

To take responsibility for the standardisation of key documentation used within the Procurement team, including terms and conditions and pre-qualification documentation as well as tender procedural guidelines. 6. To project manage category teams comprising of representatives from all the partners, to produce and determine contract specifications and conditions. 7. To ensure that procurement is undertaken in accordance with Councils Contract Procedure Rules (CPR s), Strategic Procurement Strategy and relevant legislative requirements. 8. Invite and assess tender submissions and negotiate the award of contracts for the STaR on the basis of best value, monitoring and evaluating contract performance, identify problems and initiate corrective action, in conjunction with partner authorities, as appropriate. 9. To continually update strategic analyses of markets and supplier trends within the relevant industries, to ensure that procurement is based on best practice intelligence. 10. To supervise the work of the allocated Category Managers as necessary on a project-by-project basis. 11. Prepare and present reports to both Officers and Members in relation to the allocated portfolio of categories and recommendations for tender award. Input professional expertise into all related procurement issues, FOI requests and complaints effectively. 12. To provide strategic procurement advice and guidance on major projects and new initiatives in accordance with Strategic Procurement Rules and Strategy, and statutory requirements including EU Regulations and best practice in procurement. 13. To promote and engage the STaR on a regional and sub regional basis. 14. To ensure that all procurement activity within the allocated portfolio is included within the Procurement Forward Plan. 15. To represent the STaR in its relationships with key stakeholders, including senior officers, elected members, the AGMA Procurement Hub, plus, other local authorities and partners and provide high level of expertise and advice as appropriate. 16. Contribute effectively to meet the buyer and commissioner events/presentations ensuring relationships are maintained and enhanced. 17. To deputise for the Director of the STAR in their absence. 18. Provide strong professional leadership direction and ensure effective motivation and development of staff. 19. To lead, through personal example, open commitment and clear action, ensuring a positive approach to valuing diversity, resulting in equality of opportunity, access and treatment in service delivery, employment and external communications. 20. 13 How is STaR Performing? STaR is a ground breaking shared service, bringing together a team of officers into a wholly shared service. The focus in year one has had to be about operational delivery and responding to customer needs. This has meant that the service has had to be reactive, delivering a service whilst establishing some of the key foundations such as resources (recruitment), Contract Procedure Rules (CPRs), documentation and process. It is down to the hard work and commitment of the team that has allowed us to make the progress we have in the first year and there has been significant achievements delivered: Improved compliance position and reduced risk for all Councils Harmonised CPRs for all three Councils are now complete and have been recommended for approval by the Joint committee Total savings delivered in excess of 2m The savings programme for 2015/16 is looking v positive, in excess of 5m Delivery of complex high value and high risk Competitive Dialogue process for Trafford Recruitment of the right people who are able to deliver change and improved services for clients A training plan is established which addresses the generic needs of the team as well as person specific requirements Fulfilling the new Transparency Code 2015 for all three Councils The team have created relationships across all three Councils which are positive and provide a good foundation to build upon Customer and supplier satisfaction questionnaires have now been circulated Engagement with local supply chains has been positive, STaR have attended and facilitated several events for all three Councils Business Improvement Plan is now in place and a Standards Group and Communications Group are established to drive through the activity needed A balanced scorecard has been developed to allow us to report performance to the Joint Committee on a quarterly basis. Director of Procurement (DoP) was part of the working group which developed the GM Social Value Framework which has now been endorsed by all Chief Exec s in GM DoP is a member of the CIPFA Joint Commissioning Panel DoP is the Deputy Chair of the INetwork Connected Procurement Group which facilitates collaborative learning and working across the whole of the North West 13
