2 2 Ocean and Earth Training Specialists A message from the Managing Director Ocean and Earth Training Specialists Strategic Plan (Strategic Plan) reflects this private company s commitment to providing not only the highest quality training and workforce development, but a preparedness to develop and deliver programs in partnership with a wide range of stakeholders programs that will assist regional communities to address employment and economic growth needs in a number of regions across Western Australia. This Strategic Plan is a result of consultation with internal and external stakeholders, an analysis of our operating environment and an assessment of training and workforce needs across the State that are aligned to Ocean and Earth s core business. It reflects our commitment to working in partnership with all levels of government, industry, employers and the community and identifies the range of strategies that will be progressed over the next three years to deliver outcomes against the following goals: Strategic alliances Strong collaboration and teamwork underpin the training and workforce development programs and alliances of Ocean and Earth Training Specialists. Quality products and services Products and services are recognised by industry for their quality, appropriateness and timely delivery. Skilling the workforce Flexible, responsive and innovative training is provided which enables learners to develop and utilise the skills necessary for them to realise their full potential. Organisational excellence Ocean and Earth Training Specialists is a high performing organisation recognised by its peers for its strong governance and business acumen. The strategic direction of Ocean and Earth Training Specialists is enabled by the Vocational Education and Training Act 1996 and the Corporations Act It is guided by the objectives of Skilling WA, informed by a range of Western Australian regional investment blueprints and workforce development plans and overarched by the Standards for Registered Training Organisations (2015). 3 Strategic Plan Introduction Ocean and Earth Training Specialists is a private registered training organisation (RTO) based in Geraldton, Western Australia with satellite offices in Broome, Derby and Perth. Ocean and Earth Training Specialists is acknowledged as an industry training leader delivering nationally recognised and specialised courses. We service the mining, building, civil, construction and marine industries with accessible and relevant training solutions and have extensive experience providing tailored services for Indigenous organisations, Commonwealth, State and Local government agencies. Our regionally based operations allow us to provide Western Australian job seekers and workers with the skills necessary to enhance workforce participation. Because our qualified trainers and equipment are fully mobile, we can deliver onsite training to any regional centre in Western Australia, and tailor our services to the needs of organisations across the State. Committed to health and safety in the training environment, Ocean and Earth Training Specialists has a comprehensive safety management plan in place and follows safe operating procedures at all times. The activities of Ocean and Earth Training Specialists are informed by Skilling WA A workforce development plan for Western Australia, and a diverse array of State based regional investment blueprints and regional workforce development plans. The training and workforce development component of Ocean and Earth Training Specialists is overarched by the Standards for Registered Training Organisations (RTOs) 2015 and the Australian Qualifications Framework, and as such is monitored and audited by the Training Accreditation Council. Our operating environment Ocean and Earth Training Specialists operates within a broad legislative framework that includes but is not limited to: Fair Work Act 2009 (Cth) and Fair Work Regulations 2009 Income Tax Assessment Act 1936 (Cth) (as amended) Income Tax Assessment Act 1997 (Cth) (as amended) Privacy Act 1988 (Cth) Superannuation Guarantee (Administration) Act 1992 (Cth) Work Health and Safety Act 2011 (Cth) Occupational Safety & Health Act 1984 (WA) Fair Trading Act 2010 (WA) Disability Services Act 1993 (WA) State Records Act 2000 (WA) Ocean and Earth Training Specialists is enabled by: 1. We will develop and implement a comprehensive due diligence model to assess proposed programs and alliances. We will establish a strong and reputable brand built on quality products and service delivery. We will identify and manage risk associated with all our programs and alliances. Strategies We will develop product and service delivery models that can be customised to meet the individual needs of industry, employers and the community. We will ensure that development, implementation, monitoring and evaluation of training and assessment strategies and practices meet training package and vocational education and training accredited course requirements. We will work closely with our stakeholders to ensure the delivery of our products and services is well coordinated and maximises use of existing State and private resources. We will review our products and services regularly to ensure they reflect current industry standards, are accessible, appropriate and meaningful. We will invest in training infrastructure to meet the requirements of industry. We will provide leadership in the development and delivery of quality products and services to regional communities, industry and employers. We will ensure language, literacy, numeracy and employability skills are included in training and workforce development programs where the need is identified. We will identify opportunities that innovate delivery and enhance the training experience. We will work closely with our stakeholders to identify strategies to increase participation and retention in training and workforce development programs. We will strengthen regional knowledge and understanding of education and training pathways. We will ensure vocational education and training pathways are in place that are aligned with training required by industry, employers and communities within our scope of registration. We will conduct training needs analysis to confirm the demand for training and workforce development within our scope of registration. Aspirational targets By the end of 2018, industry, business and individuals in Western Australia actively source the services of Ocean and Earth Training Specialists with a resultant 30% increase in business across the organisation.

Strategies We will build the capability, capacity and competency of our workforce. We will develop and implement a robust governance framework to underpin our operations. We will establish and review processes and controls to manage our statutory and compliance obligations. We will establish monitoring frameworks and policies to support diversity. We will ensure our processes are accountable, our behaviour ethical and our plans, policies and procedures transparent and consistent. We will identify and implement strategies to ensure our organisation grows and prospers in a focused and systematic manner. We will ensure that our operations remain commercially viable.
