Implementation of tool at community level completed 14. of Initiative NCSIS is a community-based skills inventory, career Overview opportunity matching and reporting system used to analyze potential skill and training gaps and facilitate economic development and the creation of employment training programs. The Nunavut Community Skills Information System is a web-based tool that consists of: First Nations, Inuit and Métis Essential Skills Applications Inventory 2 An online employer component which allows an employer to advertise job openings and profile the job and its associated Essential Skill requirements. Employers identified skills required for the job using the Essential Skills profile developed by HRSDC. An online job-seeker/client component which allowed them to: o search for and view jobs available in Nunavut, the region or the hamlets o view a profile of the job available including the ES skills required for the job o upload or create an online resume. o self-assess their own ES levels

3 First Nations, Inuit and Métis Essential Skills Applications Inventory 3 An online job matching module which links employers to clients based upon the alignment of the Essential Skills. A reporting system that can extract information/data from the NCSIS data base; labour market information at a territorial and community level. Can produce 34 reports including but not limited to: o number of registered candidates by territory, region and community o average ES profile score of candidates by territory and region o percentage of regional candidates per each Essential Skill level o percentage and number of posted jobs by ES level by all or individual employers o the skills gap between candidates ES levels and available jobs ES requirements o the percentage and names of registered candidates who meet or exceed specific job requirements The on-line tool was piloted and implemented in 24 hamlets throughout the territory. The use of the tool by applicants was facilitated by community teams (made up of community-based Government staff, Inuit Association staff, industry personnel) trained in the on-line application, ES, the facilitation of ES job profiling by employers and the facilitation of ES self-assessment by community job seekers. Community teams with the support of CCDF staff recruited employers and community users in their specific communities and facilitated the use of the on-line tool with local employers and community job seekers. Topics covered The on-line tool addressed: Job Seekers/candidates profile ES explanation and self-assessment On line resume Job search mechanism by territory/region/community Matching job seeker with jobs based on alignment of ES Employer/business profile and ES profile of available jobs created by employer Matching job seeker with jobs based on alignment of ES Duration of program (# of sessions) length of each session 3 regional training sessions of community teams each session one week in length- 5 days from 9 to

4 4:30 daily Implementation at the community level under supervision and with assistance of CCDF staff for 1 week per community- then ongoing implementation provided by community team NCSIS facilitated sessions with employer/job seeker approximately 20 minutes to 1 hour in length dependent on language and computer skills of users 15.
