1 Title: Supervisor Public Safety Department: Public Safety Reports To: Executive Director - Public Safety Prepared/Revised: September 18, 2017 Purpose, Scope & Dimension of Job: Purpose: Managers at Mott Community College are accountable for eight key results as follows: 1. Planning and Execution: Managers are paid to get results through others. They are accountable for the production of others as well as self; they make the right things happen the right way. This includes ensuring that departmental operations are executed successfully and planned results are obtained; delegating appropriately; monitoring activities of subordinates; creating an environment so that subordinates can accomplish their assignments; responding to the needs of the department s clients/customers; conducting necessary planning and organizing efforts, and coordinating and integrating activities and efforts within and outside of their own department. 2. Improvement: Maximizing the performance of their own department. Making the College organization stronger (more efficient, more effective). Providing appropriate leadership to ensure that departmental operations are improved; contributing to college-wide improvement efforts. Identifying the need for change (identify goals and objectives); taking initiative; fostering a climate where subordinates generate suggestions for change. 3. Strategic/College Perspective: Incorporating consideration of the broader organizational perspective into tasks and assignments (affirmative action, for example); integrating the interests of stakeholders into planning, decision making and action. Conducting self as a spokesperson for College and as a member of the management team. Work collaboratively with other managers across the organization, subordinating departmental interests to broader College interests when appropriate. 4. Develop Subordinates: Help them to maximize their contribution to the organization and to grow professionally. Take corrective action with subordinates when performance needs improvement. Foster effective teamwork. 5. Relationships and Communications: Build effective relationships both within and outside the department; seek input from and maintain effective ongoing communication with others. Manage conflict to ensure least disruption to organization. 6. Problem Solving/Decision Making: Analyze business problems; create effective solutions; exercise good judgment. 7. Safety: Create a safe work environment; manage risks; reduce exposure to liability. 8. Behavior: Be a role model for subordinates; set the example. Page 1 of 6

2 Purpose: Supervises the work performance and training of police officers, dispatchers, security officers, and student employees, who write criminal and non-criminal reports, memorandums, patrol the campus to prevent crime, conduct criminal and non-criminal investigations, provide physical security, dispatch and answer radio calls for service, provide traffic and crowd control, and perform service oriented functions for the campus. The Supervisor will assist victims of domestic violence by promoting trust and communication while helping them navigate the legal system and addressing the complexities of domestic violence crimes. The Supervisor will provide information on the various resources that are available to support the victim, such as counseling, support groups, financial assistance and their rights on obtaining a Personal Protection Order (PPO). The Supervisor will serve as a liaison with the 3P Club (Protect, Prevent and Prosecute violence against women) and will be responsible for special projects such as the development of training programs and presentations to the college community and community groups pertaining to domestic violence. Dimension: This position is part of a team of professionals that work together to help fulfill the mission and goals of the Department of Public Safety (DPS). Given the nature of the position, this position is responsible for crucial confidential data. S/he is expected to exercise sound judgment on issues that arise. Supervisory Responsibility: Supervises police officers, dispatchers, security officers and student employees. Essential Duties/Major Accountabilities: 1. Prepares employees work schedules. Keeps track of deadlines and prioritizes work assignments, so that deadlines are met. 2. Monitors employees work performance. Conducts annual performance evaluation interviews and counsel employees on poor work performance as necessary. 3. Checks official reports for accuracy, content grammar, punctuation, spelling, organization, and neatness. 4. Supervises the enforcement of Federal and State laws on College owned or leased property. 5. Supervises the College-wide 911 system. 6. Assures compliance and affirmative action and safety programs. 7. Serves as a liaison with the 3P Club (Protect, Prevent and Prosecute violence against women) and will be responsible for special projects such as the development of training programs and presentations to the college community and community groups pertaining to domestic violence. 8. Maintains a relationship with the YWCA. 9. Displays a positive and professional attitude and demeanor to DPS employees and academic community. Page 2 of 6

3 10. Write narrative reports, complete forms, and keep records accurately. Add numbers and do simple statistics. 11. Listen effectively and exercise good judgment in making decisions. 12. Recognize and use military time. 13. Hear people talking in a normal voice without directly looking at them, either over the telephone or in person (within 6 feet). 14. Responds to inquiries and complaints regarding matters of highly confidential nature. 15. Learn and perform all essential job functions accurately and safely with a minimum of direct supervision. 16. Make decisions regarding the application of DPS rules and procedures and College policies. 17. Keeps the Director of Public Safety informed regarding campus activities, DPS operations, and potential crime and security problems also assists the Director in implementing DPS goals and objectives. 18. Plans and coordinates security for special events and College functions, including protection of dignitaries. 19. Conducts criminal and non-criminal investigations and research on various assigned topics. Investigates complaints against Public Safety Officers and Student Officers, employees and allegations of misconduct; determines the facts of a case; makes a decision regarding violations of the DPS Procedural manual and the College Standard Practice Guide and statutes; and writes a narrative report on the matter. 20. Writes memorandums, criminal and non-criminal reports, and other assigned reports. Assists in the development, writing, and implementation of DPS rules and procedures. 21. Participates in disciplinary measures and responsible for handling grievances of Public Safety Officers. 22. Represents the college in criminal and civil court proceedings and the DPS on College committees. 23. Patrols the campus, on foot and in a motor vehicle and prevents crime on campus. 24. Responds to radio calls for service. Take charge and coordinates DPS responses to emergency situations. 25. Participates in training sessions and crime prevention programs. 26. Plans and conducts fire safety inspections on all campuses and college property. 27. Inspects and monitors all fire devices and equipment. 28. Reviews and revises fire and severe weather evacuation procedures and policies. 29. Consistent and timely attendance. 30. Performs other related job duties as assigned by the Director of Public Safety. Minimum Required Knowledge, Skills, and Abilities: 1. Associate s degree in Business or Administration, Criminal Justice or closely related field. 2. Law enforcement, firefighter, Paramedic and/or Emergency Medical Technician training. 3. Current MCOLES or EMT certification or eligibility for re-certification is necessary prior to hire date. 4. Five years of recent experience as a police officer or as a firefighter and EMT. Experience must be from within the past five (5) years. Page 3 of 6

4 5. Three (3) years of previous supervision experience as a police officer, which may be concurrent with #4 above. (This requirement will be waived for internal promotional opportunities if an internal candidate successfully obtains a minimum passing score of 70% on the First Line Supervisor Exam.) 6. Must maintain a valid Michigan driver s license and have a good driving record for the past five years. A good driving record must be maintained while employed as a Public Safety Supervisor. 7. Demonstrated knowledge of domestic violence investigations and ability to respond effectively to associated cases, such as human trafficking, sexual assault, sexual violence, stalking, and other crimes of intimate partner violence. Must understand the criteria of such crimes and the necessary requirements in responding to, and investigating, these crimes. 8. Demonstrated ability assisting victims of domestic violence; promoting trust and communication, helping victims navigate the legal system and addressing the complexities of domestic violence crimes. 9. Must know the process for obtaining Personal Protection Orders. 10. Must gather all pertinent information and document comprehensive details to ensure a thorough investigation occurs. 11. Must be knowledgeable of various resources that are available to support victims of domestic violence and other related crimes. 12. Demonstrated dependability, reliability, professionalism, and ethical behavior. 13. Ability to work successfully in a high stress environment, handling multiple tasks and projects simultaneously. 14. Excellent judgment skills in terms of interpersonal communications and ability to be flexible and adapt to changing work situations. 15. Demonstrated ability to apply constitutional law, substantive criminal law, criminal procedure, juvenile law, the law of evidence, criminal and non-criminal investigation techniques, court functions and civil law, crime scene processing, patrol procedures and techniques, civil liability, criminal and noncriminal report writing, court testimony procedures, parking violations and ticket writing procedures, motor vehicle accident investigation and preparation of the Uniform Traffic Accident Report, and physical security procedures. 16. Knowledge of organizational principles, elements of leadership, conflict resolution techniques, methods of discipline, interviewing and counseling techniques, training methods, union contracts, personnel evaluation, scheduling, resource allocation, forms of discrimination, and decision making. 17. Demonstrated experience working collaboratively with staff, students and the public with tact and courtesy. Effective oral and written communication skills. 18. Must possess excellent customer service skills. 19. Certified in Cardiopulmonary Resuscitation (CPR), Automated External Defibrillator (AED and basic First Aid. 20. Demonstrated basic computer knowledge and experience using standard word processing software, such as MS Word. 21. Ability to use discretion in regard to matters of confidentiality interactions and decision making. 22. 5 Additional Preferred Qualifications: 1. Bachelor s degree. 2. Previous supervision experience as a police officer. 3. The ability to apply law enforcement and public safety procedures and techniques in areas such as: Bomb Threats, Traffic Control, Criminal Investigations, Emergency Response, School Liaison Program, Community Policing, Dispatch Operations, Scheduling, Paramedics, Firefighting, Records and Identification. 4. Experience at an educational institution. 5. Additional training in supervision. Unique Aspects of Job: This position is on call 24 hours per day, 365 days a year. There will be numerous occasions to work late afternoons and evenings. Must be able to perform duties out-of-doors under all weather conditions. Physical fitness must be commensurate with the duties of a police officer or firefighter and EMT. Customer Service as it relates to the ability to work with people under high stressful situations. Physical Requirements: 1. Communicate effectively with others, both verbally and in writing, using the English language. Operate and speak clearly and distinctly over a hand-held radio, base station radio, and telephone in a normal conversation tone. Ability to place and receive a telephone calls over a telecommunications device for the deaf (TDD). 2. Read and understand written materials commonly used by DPS supervisors. 3. Interview persons; separate facts from opinion, and first-hand knowledge from hearsay. 4. Operate a motor vehicle on routine patrol and on emergency responses. 5. Perform any essential job functions requiring lifting, sitting, bending, stooping, kneeling, walking, and running significant distances between and within buildings on a 42 acre campus continuously over a period of two 8 hour shifts, with an appropriate number of meals and breaks. 6. Ability to walk up and down five flights of stairs without stopping. 7. Ability to perform duties in all weather conditions. 8. Varied ability, corrected, to observe and detect persons, motor vehicles, and tornado funnel clouds from great distances away (at least 600 feet) in daylight. Visual ability, corrected, to read, in daylight and with the aid of artificial light at night, items used by persons for identification. 9. Ability to qualify annually with the Department issued or approved firearm. Hours/Schedule: This position is on call 24 hours per day, 365 days a year. There will be numerous occasions to work late afternoons, evenings, and holidays. Based on work schedules and hours, the expectation of 24/7 coverage, vacation schedules, and the many events regularly on campus, the Supervisor Public Safety will be routinely and regularly required to work in excess of 80 hours in a bi-weekly pay period and will be paid additional compensation per negotiated requirements of the S&M CBA.
