1 SVNMM060 Open to Internal and External Candidates Position Title : Medical Officer (TB) Duty Station : Mawlamyine Township, Mon State, Myanmar Classification : Field Service Staff, FS-7 Type of Appointment : Special Short Term Contract with possibility of extension Vacancy Number : VA/16/068 (Re-announce) Closing Date : September Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and nongovernmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. For the purpose of the vacancy, internal candidates are considered as first-tier candidates. Context: IOM is committed to the principle that safe and orderly migration is a benefit to migrants and society. As a global intergovernmental organization, IOM supports governments to effectively manage the various challenges related to migration, and also provides assistance to migrants. In the health sector, this involves acting as a technical agency to address national priorities and as an implementing agency which partners with government, communities, and other agencies to strengthen health systems to meet the needs of hard to reach mobile populations, migrants, and their local host communities. IOM s South East Myanmar Health Programme, funded by The Global Fund, works with Ministry of Health and Sports Disease Control Programs and communities to deliver comprehensive HIV, TB and Malaria services ranging from Community Based Awareness, Care and Support to Laboratory Services and treatment support for 900 TB patients per year, supporting over 150 malaria volunteers, and clinical treatment clinics for over 1,500 HIV patients. Under the overall supervision of Head of Sub-Office and direct supervision of the Assistant Programme Manager (TB HIV), the incumbent will be responsible for the effective and client friendly planning and management of the GFATM funded tuberculosis project in Mon State, assisting to coordinate with local authorities and other implementing partners, assisting with data and staff management, ensuring TB project visibility, and facilitating reporting. Core Functions / Responsibilities: a) Assisting the Assistant Programme Manager (TB/HIV) on programme management Page 1 /

2 Assist the Assistant Programme Manager (TB/HIV) to support and supervise staff in the implementation of their functions and providing opportunities for staff development. Assist in managing and overseeing day to day implementation of TB Project activities. Support the supervision of project staff in undertaking their functions, including performance evaluation, and identify areas for staff development. Become familiar with IOM s programme in Mon State and seek out areas for potential integration of health activities within migrant protection, trafficking in persons, and promoting safe migration. Maintain familiarity with agencies in the health and other relevant sectors across Mon State, as well as the migration patterns and underlying causative factors thereof. b) Managing implementation, supervision, and coordination of TB activities Supervise and monitor the existing TB diagnosis activities in coordinating with IOM Laboratory Manager. Ensure effective TB/HIV programming is in place. Supervise and monitor the provision of DOTS and care and support and patient tracing/follow up activities conducted by IOM Outreach Health Workers. Monitor the IOM mobile clinic activities in remote areas during the TB campaign activities. Identifying and coordinating capacity building opportunities for field staff, volunteers, and Basic Health Staff Ensure TB prevention measures are implemented to prevent occupational exposure among IOM staff. Ensure the implementation of national guidelines and protocols, suggesting and/or developing improvements as needed. c) Managing the pharmacy, supplementary feeding, and medical commodity distribution Supervise management of medical/non medical and laboratory stock, the monitoring of monthly drug consumption, and preparation of orders in collaboration with Mon logistics and health colleagues in Yangon. Ensure that there is no damage to the stockpile, in collaboration with Medical Logistician, and report any discrepancy in the stock management system to Assistant Programme Manager (TB HIV) and Head of Sub office. Plan and coordinate the stock management and distribution of supplementary feeding for TB patients, including criteria for entry and exit from the programme. d) Representation, supporting stakeholder dialogue, and coordination Assist Head of Sub office to organize advocacy meetings with key persons in the Townships/Villages, including for supporting rollout of national guidelines. Establish and maintain regular formal and informal contact with local authorities, national and international agencies (e.g. NGO, INGO), community leaders, beneficiaries, and other stakeholders. Be aware of external environment, including the trans-border aspects, and report any trends or notable events to Head of Sub-office and National Health Coordinator. Uphold and communicate IOM s institutional structure, programme objectives, and approach to partners and other stakeholders. Learn about the priorities and gaps in Mon State and identify areas where IOM can provide support through existing activities or by mobilizing additional resources. e) Data collection, programme surveillance, data analysis, and reporting Page 2 /

3 Support to data management team in the process of Data collection, programme surveillance, data analysis, and reporting Compile and maintain a file of official and NGO health data in Mon State and assist in gap analysis, planning, and resource mobilization. Monitor health trends (including outbreaks and drug resistance) through data analysis, community meetings, and liaison. Report programme data to local authorities, as requested, only after conferring first with Head of Sub-office and programme staff in Yangon; likewise refer any other requests for information or field visit requests (e.g. from NGO, donors, etc.) to Head of Sub-office and Yangon staff before responding. f) Project monitoring, reporting, and programme development Assist to Assistant Programme Manager (TB HIV) on leading and/or facilitating monitoring visits and review meetings, utilizing collected data to demonstrate progress versus targets in implementing activities and achievements. Assist to utilize programme data to monitor outputs achieved by individual project staff, IOM staff working in the field in terms of community acceptance, strategic appropriateness and propose and discuss improvements with Head of Sub Office and National Health Coordinator. Assist to compile monthly and donor reports for Yangon support team. Actively seek out and communicate constraints and opportunities, working collaboratively at all levels to make improvements. Ensure routine use of captioned photos showing IOM in action per IOM Photography Guidelines and elicit beneficiary testimonies gaining informed consent, and ensure that donor visibility guidelines are implemented. g) Perform any other duties as assigned by supervisors. Required Qualifications and Experience Education Myanmar national. Advanced university degree in Nursing, Public Health or Medicine (must have a valid license to practice). Experience Strong management skills are necessary, demonstrated by at least 3 years work experience managing health related projects for international organizations or government and institutions focusing on community health. Demonstrated commitment to client entered approach and to uphold the programme values of caring, innovating, competence, partnering, and making a positive difference. Effectively applies knowledge of health issues in execution of responsibilities at appropriate level Maintains confidentiality and discretion in appropriate areas of work Sound knowledge of TB project implementation, monitoring and evaluation. Ability to analyse information, proposed alternative solutions, think and plan strategically. Experience of managing and developing a team, and ability to lead, motivate and develop others. Capacity to work independently; sensitivity to participatory approach, gender issues; personal commitment; efficiency and flexibility. Excellent interpersonal, communication, negotiation, and presentation skills, including ability to speak in public. Computer literacy, including Microsoft Office applications. Page 3 /

4 Languages Good written and spoken English and Myanmar Advantageous Speaking Mon and/or Mon would be an advantage.
