OIL/KGB/EOI-22 FOR HIRING OF SERVICE RIG PACKAGE WITH CREW FOR TESTING AND COMPLETION OF HPHT EXPLORATORY WELLS IN NELP-VI BLOCK: KG- ONN-2004/1 IN EAST GODAVARI DISTRICT OF ANDHRA PRADESH & YANAM DISTRICT OF PUDUCHERRY, INDIA. 1. Introduction OIL India Limited (OIL) along with its partner Geo-Global Resources, Barbados invites Global Expression of Interest (EOI) from interested and reputed contractors for providing a suitable land service rig with experienced crew primarily for testing and completion of exploratory HPHT wells in block KG-ONN-2004/1, EG District, Andhra Pradesh. Note: Rig contractors having their own/leased service rig package with experienced crew are qualified to participate. Any submission through agents or subcontractors or intermediaries will not be acceptable. In case of consortium of companies, the Leader of consortium should satisfy the experience as mentioned against point 4.0 {srl. nos. (a) to (e)}. However, any one of the consortium members shall have to meet the financial turnover criteria as mentioned in point 4.0 {srl. no. (f)}. 2. Brief description, work scope and specifications The land service rig is planned to be used to test and complete exploratory HPHT wells for an onshore gas field. It is scheduled to start operations by Q / Q It has been planned to initially test and complete 03 (three) HPHT exploratory wells. The contract will be for an initial period of 2 years and may be extended for additional one year in two six monthly terms. The land rig shall have minimum following specifications: Depth capacity of all components = 6,000 m Minimum hoisting capacity= 400 KPS Rig Capacity = 750-1,000 HP Substructure height = minimum 21/22 ft clear height to accommodate BOP stack of 16ft (approx.) above cellar. To accommodate 6000m of 3.1/2 /4.1/2 tubing A minimum of Two rig pumps are required, each capable of pumping 260 gal/min at 5,000 psi

3 An additional Kill Pump with manifolds, discharge lines with working pressure equal to or greater than the working pressure of 15,000 psi (equivalent to the Christmas tree) capable over pumping 160 gal/min. Mud tank capacity = 2700 bbl. With facility to handle sour fluids. Complete with Pipe Handling & Fishing Tools 11 x 15,000 psi Double ram with pipe rams and shear ram, and Annular BOPs, meeting NACE requirements. 15,000 psi Choke & Kill manifold to meet NACE requirements. Rig instrumentation including continuous Total Gas System with H2S alarm system, capable of detecting upto 10 ppm H2S Note: Bidder to submit detailed worksheet to justify that the Rig Package is able to carry out completion & testing as specified above. 3. Documents to be submitted: To qualify for consideration, contractors are required to supply one (1) set of the following documentation, with the specific chapters, separated by dividers, in the same order as set out here below (a) to (n): a) A separate section summarizing the contents chapter by chapter of the prequalification document. b) Contractor's general structure and organisation, including the branch / subdivision dedicated to such activities. c) Details of company's Health, Safety and Environmental Policy and Programme together with HSE Management System. d) Safety records detailed for accidents, injuries, damage and summarized for nearmisses, LTI over the past five (5) years. e) Quality Assurance System certified ISO 9001 or equivalent. f) Details of relevant verifiable experience of providing deep high pressure high temperature well testing rig services with crew that have been undertaken as main contractor in the last five (05) years, inside or outside India. g) Reference (including s and telephone numbers) of three major customers that can be contacted for information / reference. h) Description and specifications of suitable service rigs currently owned/leased by the contractor together with proof of ownership/lease agreement. i) Resume of key personnel to be involved in the services with high pressure high temperature testing experience in their respective position. j) Qualifier's audited accounts for the past three (3) accounting years. k) All relevant information concerning contacts, telephone, fax, of the contractor s representative. l) Copy of current IADC certificate (Contractors must be registered with IADC).

4 m) Rig availability & mobilisation schedule. In addition, applicants must provide two (2) electronic copies (CD ROM) of the prequalification documents. Failure to provide any of the listed documents or information shall negatively affect the qualification to participate in the tendering process. Notwithstanding the submission of this documentation, OIL is neither committed nor obliged to include any contractor on the tender list or award any form of contract to any contractor and/or associated companies. Please note that this is not an invitation to tender. Full tendering procedure will be provided only to contractors that have been successfully pre-qualified through this advertisement and this may consist of safety / technical audit of facilities/equipment to determine those suitable to provide this service. 4. Vendor Qualification Criteria Vendors will be qualified based on the basis of the following criteria: (a) Corporate experience in providing the Work-over / Service Rig Package Services with in-house/leased rigs to E&P companies for last 5(Five) years reckoned from the publication of this EOI. (b) Experience of Work-over/Testing of at least 03 (three) nos. of Oil & Gas wells using 10M BOP stack with bottom hole temperatures 300 F or more, in last 5(Five) years reckoned from the publication of this EOI. (c) The key rig personnel (Toolpusher and above) should have minimum experience of 02 (two) High Pressure High Temperature well testing / work-over operations using 15M BOP stack and bottom hole temperatures exceeding 300 F, within last 10 (Ten) years. (d) The key rig personnel (Tool pusher and above) should also have minimum experience of well testing / work-over operations of at least 2 (two) sour gas wells (with H2S). (e) Should have Health, Safety, Security and Environment Management System and sound track record. (f) The average annual turnover in last three accounting years should be minimum Rs Crore (USD 2.20 million) Vendors should clearly mention (point wise) whether they satisfy the above criteria & support it with necessary documentary evidence. 5. Geographical position of the Block The block KG-ONN-2004/1 in East Godavari district of Andhra Pradesh is accessible to through air, water, rail & road as given below.
