2 JOB DESCRIPTION Information Technology Officer (long-term contract) Reporting to: Process Unit Coordinator 1. Main responsibility: Information Technology (IT) support and administrative assistance to the whole Joint Technical Secretariat (JTS) 2. Detailed tasks: Information Management of the Programme Database; Updating and development of a monitoring database and an NWE GIS Responsibility for the security, reliability and efficiency of the collection, storage and circulation of computerised data within the Secretariat; Coordination of the secretariat s computer system (hardware/software), including the definition of related standards (e.g. security, functions and features); Follow-up of the technical support of the website Providing general IT advice Maintenance of internal filing system Documentation of the work performed General office assistance including compilation and distribution of information material SFC Relations with the Commission (using the latest SFC 2014 version) Business analyst and developer of the INTERREG NWE Programme Monitoring System (PMS/e-MS): Currently two systems coexist: one for the IVB Programme (PMS) and another one for the new VB Programme (e-ms) Act as the central point of information related to this project. Lead the internal PMS/e-MS working group PMS/e-MS application administrator Participate to regular PMS/e-MS Group meetings Analyse, develop and implement new and improved PMS/e-MS based reports using MS Reporting Services upon user request (JTS, Managing Authority, Certifying Authority, Member States). Analyse, develop and implement new and improved GIS functionalities using MS Reporting Services. Analyse and draft functional specifications for implementation by the PMS/e-MS provider and by the website provider and also the links between PMS/e-MS and website. Translate user requirements into technical specifications Set backup plan and recovery procedure Identify and improve new database structure or technical specifications. Competences (i.e. the individual capacity to use knowledge, skills and attitude adequately to achieve the dedicated tasks) Knowledge Expert knowledge of MS SQL Server 2008 R2 (SQL and T/SQL), MS Reporting Services; Good knowledge of MS Exchange Server, MS Active Directory, Tomcat and Apache servers, MS Outlook, MS Internet Explorer, Microsoft Office, GIS, VMware. Knowledge of JAVA, PHP, C# and command prompt Linux is a plus. Skills High degree or professional experience in IT High level of proficiency and fluency in English and at least one of another NWE programme languages (French, Dutch, German); notions of French could be very useful to work with local IT providers and consultancies Good communication, organisational and interpersonal skills, Attitude Accurate and analytical Ability to understand the IT needs expressed by people Ability to take initiatives, to propose and implement solutions in the job related tasks Ability to meet deadlines Team spirit and loyalty to other colleagues whilst maintaining a high performance level Capacity to work in a multicultural / international environment (experience of working in international organisations is a plus) Flexible approach to work; willingness to travel and work irregular hours 3

They will then receive full information package (location, hotel room hire if distance requires, expense claims conditions, etc ). All the candidates who have not been short-listed will be notified. Due to the large number of applications foreseen, we will not be able to provide further individual feedback at that stage. No information regarding tests form/content will be revealed beforehand to the short-listed candidates. The selection is not limited to EU citizens. Terms and Conditions for employment The working place is located at the JS offices based in Lille, France. Working with the JS should start as soon as possible. The contract will be under French labour law. The jobholder will be offered a gross monthly salary starting from 3647 (around 2790 net before income tax) up to 3791 (around 2907 net before income tax), depending on qualifications and previous professional experience. 4

5 The INTERREG NORTH-WEST EUROPE PROGRAMME INTERREG North-West Europe (NWE) is a financial instrument of the European Union s Cohesion Policy focusing on the North-West Europe area. It covers 8 countries: Belgium, France, Germany, Ireland, Luxembourg, Netherlands, UK and Switzerland. Its purpose is to meet the European Territorial Cooperation Objective by means of funding transnational initiatives. The IVB Programme running from 2006 to 2015 selected 114 projects for a total ERDF budget of 343 M. The new NWE Programme under preparation 1 ( ) will have a similar budget to continue to support private organisations and public organisations of all layers of governance who wish to work together, with a clear focus on results and impact. The aim is to support innovative cooperation projects that make the best use of territorial assets to address common challenges, such as the reduction of territorial disparities. Transnational cooperation is about looking beyond local issues and national or regional borders, meeting people, exchanging experiences, sharing knowledge, developing a new culture, and achieving better results together rather than alone. The raison d être of the Programme is to bring Europe together to create a more cohesive EU society! The themes for cooperation are translated into three Programme Priorities: 1 Innovation 2 Low carbon economy 3 Resource efficiency Further information: 1 The Programme is likely to be approved in May 2015 with a first call for proposals before the summer. 5

6 THE ROLE OF THE JOINT SECRETARIAT The Managing Authority (MA) of the INTERREG NWE Programme is the Region Nord-Pas de Calais based in Lille (France). The Managing Authority has created an international legal body, called GEIE GECOTTI, to host 3 INTERREG Programmes in Lille. This legal body under private law is the legal employer of the members of the JS Staff. The Joint Secretariat (JS) based in Lille assists the Managing Authority, the Audit Authority, the Group of Auditors and the Monitoring Committee in the implementation of their tasks and responsibilities. The Mission of the JS is defined as follows The JTS provides most of the MA tasks to the Member States (MS) and the project partners. Its mission is therefore to deliver high quality, responsive and pro-active services to its main stakeholders: MA, MS and project partners. In short the JS services include: High quality assistance to project partners (development and implementation phases) Preparation of selection of the best projects Monitoring of the high quality of the projects outputs Communicate on project results and impacts JS ORGANISATION The current JS architecture is functionally separated in two units, the PROCESS unit (9 members), dealing with Financial, Administrative and IT matters and the CONTENT unit (9 members), dealing with Project Development, Implementation, Capitalisation and Communication matters. Together with the Director the total number of staff members is currently of 19 people. Please note: the NWE Programme is in a transition period which may include changes regarding division of tasks and the structure. CONTACT POINTS The North-West Europe Contact Points serve as a first interlocutor for project applicants in the respective country. They assist project partners in project development and application and can be contacted for any other information in the four languages of the Programme. 6
