2 City of Hailey Community Development Efforts Planning and Economic Development Overview Community Development efforts in the City of Hailey are comprised of the work of two existing departments; Building and Planning. The Planning Department began to more actively incorporate economic development work in 2009 which resulted in the Downtown Strategy and the Mayor s economic development team comprised of the City Administrator, Planning Director, Hailey Chamber Executive Director, and the City Council representative on the Sustain Blaine Economic Development Corporation Board. The Building Department oversees issuance of building permits, building inspections and change of use. 3 City of Hailey Community Development Efforts Planning and Economic Development Overview Planning and Economic Development Long Range Planning Development Code (Subdivision & Zoning) Economic Development focus on retention and expansion of existing non-retail businesses services for business - help people through city permitting requirements ensure regulations benefit the public without being cumbersome for developers and businesses (i.e. fair, equitable, easy to comply with) Business License permitting Special Events permitting Sustainability Initiatives related to land use and transportation Planning Director - manages all aspects of department procedures and operation and coordinates with staff and other department heads - long range plans and projects - ordinance writing - best practices - regional economic development cooperation - coordinate with URA to stimulate desired land uses - provides department support for city sustainability initiatives and programs Planning Coordinator - administers zoning and subdivision codes (permitting and enforcement) - assists with ordinance amendments - performs GIS functions - zoning map update - tracks permit expirations, conditions of approval, execution of agreements and satisfaction of obligations including expiration of security agreements (conditions, obligations, etc generated from Findings of Fact and agreements - coordinated closely coordinates with Treasure and Clerk) - Codification Community Development Assistant - manages and coordinates Business License and Special Events permitting - help people through city permitting requirements - manages website content - accounts receivable (manages purchase orders and invoices) - file organization - pubic notice distribution and mailing - website updates - packet production - account set up (Caselle and permit applications - applications are received, entered, file started (paper and electronic) and redistributed back to staff that handles the review and decision) - report generation - assists on research, data collection and analysis

4 City of Hailey Community Development Assistant Job Announcement December 15, 2010 $32,900 42,187 ( /hr) This position involves responsibilities related to administrative support and community outreach, public relations and customer service for the City of Hailey's invigorated community development efforts. Administrative Support The administrative responsibilties include accounts receivable, maintenance of offical records and databases and issuing permits. The workload may fluctuate from periods of high activity that demand a fast work pace and constant shifting between tasks to meet deadlines, to periods when attention can be focused on long term projects and exploring ways to improve department performance. Periods of high activity require a high level of responsiveness while maintaining quality, organization and a positive and cooperative attitude. Other periods will require self motivation and willingness to think about and discuss approaches to projects and selection of a methodology that allows the project be easily resumed after periods of inactivity. These types of projects are those that will be targeted at improving procedures and organization. Community Outreach The City of Hailey has a renewed focus on improving services to streamline the development process while upholding the integrity of city standards that function to maintain community quality and character. This portion of the position includes serving as a liaison between the business and development community and city departments, coordinating Business License and Special Events permitting, assisting customers in understanding city permitting requirements and assisting customers through the permitting process. The nature of this position involves skills related to public relations and marketing including the composition of content for publication in ads, brochures, newsletters and the city website. The Ideal Candidate A person who is articulate, dependable, personable and easy to work with is needed to assist in implementing new operational procedures and providing customer service related to the city s community development efforts. The successful candidate will be highly motivated, give attention to detail, be interested in public service and community development, be extremely personable and have personal integrity, with a high sense of ethics and honesty. The unique combination of responsibliites demands a person who is flexible and versatile, who can thoughtfully consider and communicate how to increase efficiency and improve personal and organizational performance and be open to suggestions and feedback from others. The ideal candidate will be a person who is able to work well individually and collaboratively and also be responsive to direction. The ideal candidate will demonstrate use of good judgement and be able to recognize opportunities for improvement and be able to identify appropriate means to discuss improvement strategies. Previous experience must demonstrate excellent customer service, creative approaches to problem solving and involvement or leadership in compiling or developing marketing or public relations materials to support a product, program or initiative. Familiarity and comfort working with city regualtions and government organizations is preferred.

5 City of Hailey POSITION DESCRIPTION JOB TITLE: Community Development Assistant CLASS TITLE: Administrative SUPERVISOR: Planning Director AVERAGE HOURS PER WEEK: 40 PAY RANGE: 32,900 42,187 ( /hr) STATUS: Non-Exempt GENERAL STATEMENT OF DUTIES Provides administrative support, community outreach and customer service for the City of Hailey Community Development efforts (Planning, Economic Development &Building). ESSENTIAL DUTIES AND RESPONSIBILITIES Planning& Economic Development Attends the Commission and Hearing Examiner meetings, prepares minutes as needed Assembles information packets for the Planning and Zoning Commission and Hearing Examiner Distributes staff reports and approved Findings of Fact/Conclusions of Law to applicants. Serves as a liaison to the business community by meeting with businesses and organizations to increase understanding of city requirements related to operating a business and coordinates the city review of business license permits Reviews special event permits Building Prepares issuance of building plans, permits and calculates building permit fees Runs month end reports for Building Official Generates and tracks a variety of violation letters sent out by the Building Department. Prepares Certificates of Occupancy and refund letters. General Provides customer service and general assistance to the public and applicants by phone or at the counter; directs code questions to the appropriate department staff. Maintains working knowledge of applicable city regulations and department procedures. Prepares and disseminates legal public notice for Planning and Zoning Commission, Hearing Examiner and City Council meetings and Historic Demolition applications (newspaper, mailing, posting of property). Prepares and organizes files and records according to established department procedures, performs general filing of documents Schedules building inspections, application submittals and other meetings as requested Enters applications and permits into department systems for processing Composes and edits a variety of correspondence, memoranda, and other material requiring judgment as to content, accuracy, and completeness Updates department applications and checklists as directed Maintains department supplies Provides general administrative assistance to planning and building staff Assists with special projects as requested Supports Accounts Receivable and Payables(creation of invoices and purchase orders)

6 City of Hailey POSITION DESCRIPTION Prepares courtesy reminder letters of upcoming permit expirations Responds to public records requests, and conducts research of planning and building files and plans Keeps supervisors and coworkers fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems, and to maximize the effectiveness and efficiency of departmental operations and activities. Attends meetings, conferences, workshops and training sessions and reviews publications to remain current on the principles, practices and new developments in assigned work areas Performs emergency management support to ensure continuity of government operations as required REQUIRED KNOWLEDGE, SKILLS AND ABILITIES High school diploma required. Additional training in business, marketing, public relations and/or communication and/or a college degree, with strong customer service and government work experience is highly desirable. Proficiency in standard office computer software is a must; knowledge of Microsoft Access a plus. Attention to detail, good organization, excellent communication skills, ability to manage a variety of tasks well, familiarity with government regulations, and ability to creatively and collaboratively problem solve.
