1 SLOUGH BOROUGH COUNCIL JOB DESCRIPTION JOB TITLE: RESPONSIBLE TO: Strategic Commissioning Manager - Adults Head of Service Care Group Commissioning RESPONSIBLE FOR: As a member of Care Group Commissioning this post is directly responsible for :- Managing commissioning, contracting, monitoring and redesign of services for Adult Social Care, Supporting People services and the Voluntary sector Managing engagement in a range of partnership arrangements with public, private and voluntary sector/not for profit agencies, people who use services and carers Managing effective collaboration and engagement with operational managers, procurement specialists and staff from other parts of the council and partner agencies in commissioning activity This involves: Developing effective strategic commissioning, market development and contract management systems for services for adults Contributing to change programmes focussed on outcomes and efficiency across the health, social care and voluntary sector system Developing and managing local markets to deliver cost effective and high quality outcomes for vulnerable adults Developing and maintaining appropriate quality frameworks and measures Collaborate in order to redesign services and pathways for vulnerable adults including those requiring adults social care services Develop effective plans with stakeholders including the participation of users and carers in the identification need, development of services, and in the monitoring of service outcomes Provide management of commissioning, contract and quality management functions and partnership arrangements

2 Number of reports: Direct reports: 6.5 Indirect reports: 0 Total Managed: 6.5 Financial Responsibilities: This post has responsibility for commissioning of services totalling 32.8million The post also has responsibility for staffing a budget of 393K. MAIN PURPOSE OF JOB: Most of the services for vulnerable adults are provided by externally commissioned agencies as are those for Supporting People. This role manages a team responsible for identifying needs, producing commissioning strategies, developing service specifications and monitoring the quality and effectiveness of services for vulnerable adults. The primary roles and responsibilities of this post are to provide effective management of the commissioning team and functions for adults. This will require working collaboratively as part of a project team, providing expert support to operational services, including joint working with the CCG and NHS partners and other organisations. This is to be undertaken within prevailing policy and legislative frameworks including personalisation and the Health and Social Care Act Overall responsibility for commissioning, contracting, quality monitoring and redesign of services for Adult Social Care, Supporting People services and the Voluntary sector. This will include a range of partnership arrangements with public, private and voluntary sector/not for profit agencies, service users, their families or carers To manage the development of customer focused and effective commissioned services, that reflect the needs of individuals and wider communities, and provide for a positive experience to customers. To work as an effective member of the care group commissioning management team, and where necessary with colleagues across the Council and with external partners to deliver outcomes and Value for Money. To manage the delivery of effective services and the design of new models of working.

3 MAIN ACCOUNTABILITIES: To manage the commissioning of services, service redesign, contract management, monitoring and quality processes for Adult Social Care, Supporting People and Voluntary sector services. To manage Adults Commissioning in a way that contributes to the delivery of the Council s vision and core values, providing a clear sense of direction, optimism and purpose, and to ensure equality of access and treatment in employment and service delivery and optimise the benefits of collaborative working and commissioning. To work closely with senior operational services to ensure the informed development of commissioning models which deliver agreed priorities. To manage the development and delivery of relevant plans and strategies across the Council and other partnership agencies relating to services for vulnerable adults. To manage the Adult Commissioning Team in the development of high quality and cost effective services from internal and external providers which meet clearly defined service standards and the needs of service users. To ensure all commissioned services include quality measures and outcomes and deliver value for money. To manage the development of options appraisals which evidence outcomes to be achieved for vulnerable adults, effective pathways and quality of design and service delivery, partnership opportunities and efficient and most effective use of resources. To manage market conditions and take any necessary steps to stimulate and improve the market with a range of providers of services for vulnerable adults To ensure that the Commissioning Team make the best us of local population information, the JSNA and other plans and strategies To maintain appropriate and effective performance management systems for commissioned services. This will include the availability of information for internal and external reporting and regulatory bodies. To support the partnerships and planning arrangements for Slough including effective and meaningful engagement of all relevant stakeholders. To manage effective mechanisms and arrangements for effective engagement and participation for people using services and carers. To manage budgets within the resources available and in line with priorities and financial targets in compliance with the policies, financial regulations and standing orders of the Council.

4 To develop service plans, commissioning plans and strategies that reflect the Council s business planning and budget setting processes and priorities. To engage in effective communications and consultation on behalf of the Council to ensure that messages are conveyed in a timely, transparent and coherent manner, to develop methods by which the local community s views can be heard. Represent the Council at regional and national networks which relate to Adult Social care and related issues. To prepare reports, attend meetings and contribute to government reports and returns as required. To carry out any additional responsibilities commensurate with the level of the post. To manage the development of plans addressing issues of equal access and social inclusion (with regard to both provision of services and employment) and the impact is evaluated Level : L10

5 Person Specification Job Title Experience Description Extensive experience at a management level in adults social care and/or health environment. / A proven track record of working positively with a range of partner organisations to achieve measurable and sustained success. Experience of working in a registered professional capacity within a health or social care capacity Evidence of success in the development, implementation and monitoring of a broad range of commissioned services for vulnerable adults Evidence of success of providing a co-ordinated and integrated approach to the delivery of jointly commissioned services across organisational boundaries (e.g. local authority and health partners). A successful track record and background of achievement in managing change, achieving best value and quality services through the commissioning of services for vulnerable adults Evidence of successful collaborative working on projects with a range of internal and

Evidence of achievement and a clear understanding of equal opportunities in employment and service delivery. Evidence of effective project management, planning, managing and monitoring of work programmes Knowledge Experience in a commissioning environment Knowledge and understanding of adults social care service statutory duties, responsibilities and policy requirements. Knowledge and understanding of the key issues in the design, delivery and commissioning of services for adults.
