Visit us at JOB SUMMARY: The Monitoring, Evaluation and Learning (MEL) Officer is responsible for supporting the implementation of the Monitoring and Evaluation Framework and Systems for Canada Programs. Reporting to the Manager, Monitoring, Evaluation and Learning, Canada Programs, the primary responsibility of this role is to implement Right To Play s country-level monitoring and evaluation plan, within the RTP Global Monitoring, Evaluation and Learning (MEL) Strategy and specific to country strategies, needs and contexts. In addition to broad contribution to core monitoring and evaluation processes, the MEL Officer will provide a unique skill-set to the team, which includes systems building, quantitative and statistical analysis, and an ability to provide coordination for operational research studies. The successful candidate must possess strong administrative and organizational skills, a commitment to social justice, superior written and oral communication skills, excellent attention to detail, a positive attitude and an ability to work in a highly dynamic and energetic team. Most importantly, the ideal candidate will have a genuine desire to learn and support the entire team to impact the youth, which the Canadian Programs support.

2 PRIMARY RESPONSIBILITIES: Job Responsibility #1: Quality Monitoring Systems (35% of Time): Ensure timely and accurate reporting outputs by overseeing monthly reporting actions, ensuring templates are completed accurately, analyzing monthly data and production of regular summary reports Support the development and country-wide implementation of the MEL online database (Formstack) Collect and analyze various reports and feedback associated with specific Canada Program components (e.g. Community Mentor Feedback, Support Staff Feedback, Summer Program) Identify innovations and improvements to enhance effectiveness of the MEL program framework and systems Process and analyze large amounts of data from a variety of sources to meet project goals Job Responsibility #2: Data Entry and Reporting (35% of Time): Process and analyze program, training and event assessment data including but not limited to data entry and transcription, cleaning, filling and maintenance of data, analyzing survey data, and production of community dashboards Assist in compiling qualitative and quantitative data related to mid-term and end-of-program assessment, including but not limited to interviews with Community Mentors, youth participants, and community members Collect additional data (e.g. quotes, stories) to support data collected through routine program reporting and donor requirements Assist in coordination of interviews, story submissions, and photo collection for use in reports Provide written contributions to seasonal and annual reports Job Responsibility #3: Monitoring and Evaluation Capacity Building and Training (15% of Time): Provide technical support to Program Officers and Community Mentors through regular telephone and skype meetings, field visits and on-the-job mentoring and coaching Provide overall support for trainings, including MEL sessions and co-lead MEL training sessions for Community Mentors and incoming staff Oversee recruitment and hiring process of co-op students Assist the Manager, Monitoring, Evaluation and Learning, Canada Programs to maintain regular review and documentation of outcome appropriate research and results Job Responsibility #4: Evaluations and Studies (10% of Time): Support internal evaluations and case studies, ensuring: strong coordination, rigorous design and data collection techniques, comprehensive analysis, and wide-spread communication of results Coordinate contractual obligations for all external evaluations

3 Co-lead operational research studies, focused in on key measures of process, outputs, and quality Job Responsibility #5: Performs Other Duties As Assigned (5% of Time): MINIMUM QUALIFICATIONS (must have): EDUCATION/TRAINING/CERTIFICATION: Bachelor s Degree in social sciences, development, Aboriginal studies, or related field Training in Monitoring and Evaluation (e.g. university courses, workshops, certificates) EXPERIENCE: Minimum 3 years of practical experience developing and implementing monitoring and evaluation frameworks (developing logic frameworks, outcomes, indicators, targets, and data collection plans) Minimum 1 year of practical experience working with social programs (programming with children is a definite asset) Minimum 1 to 2 years of leading and conducting data collection, both qualitative (focus groups, interviews, observations) and quantitative (surveys, statistics review) Substantial experience and knowledge of monitoring and evaluation processes for NGO programs Experience conducting rudimentary analysis of quantitative data (e.g. ability to conduct descriptive analysis) and qualitative data (e.g. identify key themes and sub-themes) Experience managing data sets (e.g. coordinate data entry, ensure data quality, manage confidential data storage) Proven written communication and presentation skills, presenting evaluation findings through a variety of mediums data visuals (e.g. graphs), reports, presentations KNOWLEDGE/SKILLS: Understanding of program evaluation methodologies Understanding of quantitative and qualitative research approaches and best practices, and of child-friendly data collection methods Knowledge of S.M.A.R.T. indicators A strong working knowledge of issues related to development and humanitarian programming (sport for development, health, education, community development, refugee and internally displaced populations, gender equity, inclusion and advocacy) Proficient with Microsoft Office Suite
