2 Introduction Thank you for taking the time to read your Employee Health & Safety Orientation Handbook. Please keep it in a convenient location for future reference. For your convenience the Handbook is also available on-line at the Health and Safety website indicated below. This handbook, along with your red Emergency Procedures & Information booklet, provides an overview of the health and safety procedures and practices at Douglas College and will help you understand the importance of your safety and security on campus. Individual departments or laboratories will have their own procedures for handling specific hazards and/or situations as well as additional procedures applicable to their specific operations and your specific job. Your supervisor will provide you with a safety orientation specific to your job. The responsibility for maintaining a safe and healthy environment is shared by every member of the College community. While all managers/supervisors are expected to manage the health and safety issues which affect their units and the individuals under their supervision, individual employees and students are also expected to participate in the identification, elimination and control of hazards over which they have control, and to take all reasonable steps to conduct themselves in a manner which does not endanger themselves or other members of the College community or the visiting public. The role of the Office of Safety, Security & Risk Management is to provide guidance, oversight and support to assist administrators, managers, supervisors, employees, students, faculties, departments, organizations and committees throughout the College to carry out the health and safety responsibilities assigned to them through legislation and college policy. More detailed information is available on the Health and Safety website where you will find Health and Safety Committee meeting minutes, names and contact information of your committee members, program manuals, forms and procedures for accident/injury/incident reporting, general rules and procedures, WHMIS, and much more. 5 RIGHTS & RESPONSIBILITIES & REPORTING HAZARDS SAFETY ON THE JOB IS EVERYONE S BUSINESS WorkSafe BC Employer Responsibilities Provide a safe and healthy workplace. Ensure that workers are adequately trained. Keep written records of training (who, what, when). Establish and maintain a comprehensive occupational health and safety program, including a and safety policy and an incident investigation procedure. Support supervisors, safety coordinators, and workers in their health and safety activities. Act immediately when a worker or supervisor tells you about a potentially hazardous situation. Initiate an immediate investigation into incidents. Report serious incidents to WorkSafe BC. Provide adequate first aid facilities and services. Provide personal protective equipment where required. written health Supervisor Responsibilities Instruct workers in safe work procedures. Train workers for all tasks assigned to them, and check that their work is being done safely. Ensure that only authorized, adequately trained workers operate tools and equipment or use hazardous chemicals. Ensure that equipment and materials are properly handled, stored, and maintained. Enforce health and safety requirements. Correct unsafe acts and conditions. Identify workers with problems that could affect safety at the worksite. Follow up with interviews and referrals where necessary. Formulate health and safety rules and inspect the workplace for hazards. Worker Responsibilities Know and follow health and safety requirements affecting your job. If you don t know how to do something safely, ask for training before you begin work. Work safely, and encourage your co-workers to do the same. Correct any unsafe conditions or immediately report them to your supervisor. Immediately report any injury to a first aid attendant or supervisor. Take the initiative. Make suggestions to improve health and safety. 4
6 ACCORDING TO WORKSAFE BC YOU MAY BE A SUPERVISOR! Even though Supervisor may not be in your job title, the Workers Compensation Act defines a Supervisor as: a person who instructs, directs or controls employees in the safe performance of their duties and/or ensures the work is done in a safe manner and in accordance with the Workers Compensation Act and the WorkSafe BC Occupational Health and Safety Regulations and Guidelines. A supervisor, for example, is responsible for the allocation of tasks to other employees, for providing safety orientation, for overseeing students in practical classes and on field trips. Be aware that, at times, you may be designated to perform work that identifies you as a supervisor in the eyes of WorkSafe BC and accountable per the Supervisor responsibilities as outlined on the preceding page. PROCEDURE FOR REFUSING UNSAFE WORK WorkSafe BC If a worker has reasonable cause to believe that to carry out any work process would create an undue hazard to the health and safety of any person, he/she has the right to refuse to take such action. Under such circumstances, the following order of actions must take place: The worker must immediately report the circumstances of the unsafe condition or matter to the supervisor or employer. The supervisor or employer receiving the report must investigate the matter and ensure that any unsafe condition is remedied or If in his/her opinion the report is not valid, must so inform the person who made the report If this does not resolve the matter, and the worker continues to refuse to carry out a work process, the supervisor or employer must further investigate the matter. This investigation must be carried out in the presence of the worker who made the report and in the presence of A worker representative of the joint occupational health and safety committee or A worker who is selected by a trade union representing the worker or If there is no joint committee or the worker is not represented by a trade union, any other reasonably available worker selected by the worker who made the report If this does not resolve the matter, and the worker continues to refuse to carry out a work process, both the supervisor or employer and the worker must immediately notify a WorkSafe BC officer, who will investigate the matter and take whatever actions are necessary. No worker is to be disciplined for acting in compliance with these steps. Temporary assignment to alternative work at no loss in pay to the worker until the matter is resolved is not considered to be disciplinary action. 5
7 WORKING ALONE OR IN ISOLATION: DEFINITION & PROCEDURES Definition of New Regulation : In sections to 4.23 of the WorkSafe BC Occupational Health & Safety Regulation, to work alone or in isolation means to work in circumstances where assistance would not be readily available to the worker in case of an emergency, injury or ill health. To protect these Douglas College employees, they will be monitored to ensure timely and effective response to emergency, injury or ill health. This will be achieved by risk assessment and implementation of a system to check their well-being. PROCEDURES - Working Alone or In Isolation: Any individual who is assigned to work alone or in isolation must have a regular "check-in" procedure established by his/her supervisor/manager in consultation with the worker involved. Unless conditions change, the same risk assessment and check-in procedure may apply routinely for the same worker. Paperwork does not need to be recreated each time. Appropriate check-in intervals will be established. Check-in must include end of shift check-out. As appropriate to the situation, check-ins may be in person, by phone or radio. Check-In contact is provided by Douglas College Security personnel. A written check-in log is maintained by Douglas College Security personnel at the New Westminster and David Lam Security kiosks. The employee working alone or in isolation must initiate the check-in process with Security each time the employee is to work alone or in isolation. If no contact is made by the worker within a reasonable interval of the designated time, Security will implement actions per the Check-In Procedures for Employees Working Alone or In Isolation ROLE OF THE SUPERVISOR/MANAGER: Review the document: Working Alone or In Isolation: Definition & Procedures Identify employees that work alone or in isolation. Complete a risk assessment with each identified employee, using the document: Working Alone or In Isolation: Assessment Checklist - Potential Risks or Hazards. Implement written procedures for checking on a worker s well-being, using the document: Check-In Procedures for Employees Working Alone or In Isolation (see next page). Ensure the employee is trained and understands the procedure. Forward copies of the completed Assessment Checklist & Check-In Procedure for employees who work alone or in isolation to: Occupational Health & Safety Coordinator. Supervisors of employees working out of town or on foreign work assignments must conduct a risk assessment and establish a check-in procedure for employees to follow if working alone while on such assignment. Supervisors of employees travelling alone to work assignments, conferences or workshops must ensure that employees are aware they need to check-in with their supervisor ( or phone) to confirm safe arrival at their destination and again upon their return. Review Process: The check-in procedure will be reviewed annually by the Occupational Health and Safety Committees and the Office of Safety, Security & Risk Management in conjunction with the supervisor/manager; or more frequently if there is a change in the work circumstances which could affect the worker s well-being or if the system is not working effectively. 6
8 WORKING ALONE OR IN ISOLATION: CHECK-IN PROCEDURES IMPORTANT: Prior to commencing working alone or in isolation, employee must sign-in/call-in with their Check-In Contact. Upon completion of working alone or in isolation, employee must sign-out/call-out with their Check-In Contact. If contact is not made the Contact Check-In will make another attempt to contact the employee within five minutes. If the Check-In Contact still cannot reach the employee after the second attempt, he or she will do the following: 1. Call and have someone check on the employee. 2. Check on the employee themselves. 3. Call the employee at the alternate (e.g. cell) phone number provided. 4. If necessary, call Security (NW & DL Campus) or 911 (where no Security) and request help at the work location. In case of an emergency at New Westminster or David Lam the employee will call the following: Contact Name: SECURITY Phone Number from a College phone: 2400 (NW or DL campus) Phone Number from a cell phone: New West David Lam In case of an emergency where there is no Security call 911. 9 Crime and Violence Prevention At Douglas College we take your safety at work seriously. By working together we create and maintain a healthy, safe and secure working and learning environment. Thousands of people are on our campuses daily; most of them students, employees and visitors with positive and legitimate purpose to their activities. Our campuses are public buildings. Although Security officers remain vigilant, undesirable individuals do access the campus and theft and/or vandalism does occasionally occur. It's important to keep your valuables secure at all times; of particular appeal to thieves are cell phones and laptops. Equally important is to remain aware of your surroundings at all times, and if someone causes you concern for your safety, and/or is behaving suspiciously, you need to notify Security (or Police if there is no security at your site) right away. Trust your instinct, if something doesn't seem right, it probably isn't. Please review the Office Guide to Safety & Security as well as the Respectful Community Brochure for more detailed information along with safety and security tips and contact information for resources on campus. 8
10 THREAT ASSESSMENT TEAM Douglas College has established a Threat Assessment Team (TAT) to assist in creating and maintaining a working and learning environment where employees, students and users feel safe and secure. The purpose of the TAT is to assess, investigate and determine an appropriate level of response to reports of behaviours of potential concern and/or threats with the potential to result in harm to the campus community. Essential to this collaborative process is the coordinated effort of all employees, students and users to identify and report behaviours of potential concern and/or threats, and to work together to create and maintain a respectful, supportive, caring and safety oriented College community. For more information, including the Threat Assessment Team Terms of Reference and examples of behaviours of potential concern please visit the Safety, Security and Emergency Management website: EMERGENCY NOTIFICATION SYSTEM Douglas College has implemented an emergency notification system (ENS) to keep the College community connected in an emergency situation. The ENS will relay key information to ensure continued safety of employees and students. The ENS is comprised of the following: 1. DC Announce A public announcement system capable of broadcasting into classrooms, labs, gymnasium, meeting rooms, office areas, hallways, stairwells, parkades and washrooms at the David Lam and New Westminster Campuses 2. DC InfoLine ( ) A toll-free information line for students, employees and anyone else in the Douglas community to call for important messages and updates during an emergency. 3. 11 EMERGENCY PROCEDURES & INFORMATION BOOKLET An Emergency Procedures & Information Booklet is provided to you with this handbook. Keep this booklet posted at your workstation and please review it carefully for detailed information regarding: Emergency Phone Numbers First Aid Building Evacuation Chemical spills / DC Alerts Building Closure / Power Failure / Gas Leaks Bomb Threats / Crimes in Progress Crime Prevention / Violence Emotional Distress / Crisis / Behaviours of Potential Concern Earthquakes Before / During / After Lockdown Procedures FIRST AID At the David Lam and New Westminster campuses, first aid is provided by Security. Call: 2400 on Douglas College internal phone From cell phone call: (NW) (DL) At Training Group sites, first aid is provided by a worker trained in first aid. The name and contact information of the on-site attendant is posted at reception areas. For first aid emergencies call 911. Security - First Aid 10
12 WORKPLACE HAZARDOUS MATERIALS INFORMATION SYSTEM WHMIS TRAINING IS MANDATORY FOR ALL EMPLOYEES. It is the law that employers must provide WHMIS education and training for employees. Please make arrangements with your Supervisor to take the time you require completing the computer-based training as soon as possible, if you have not already done so. The short time investment you will spend with this program can help keep you safe in your workplace, and it could save your life! What is WHMIS? WHMIS is a communication system that provides you with information on the hazardous materials you are exposed to in your workplace. WHMIS laws give you the RIGHT TO KNOW about the dangers of hazardous materials you work around and how to protect yourself. How long will it take? You will be in complete control of this program, and may stop and start whenever you like. You may do it in parts, coming and going between each part. What are the three WHMIS training options? Orientation: takes approximately two hours. Refresher: is written in a light and game-type manner with sound effects and takes about 40 minutes to complete. (Recommended) Supervisors: WHMIS for Supervisors takes the Orientation to WHMIS program to a deeper level for employers and supervisors. The program takes about one hour to complete. Quiz results are automatically recorded to the Health & Safety office and certificates issued. What do I need? You will need a Novell account so that you may log on to a computer. Ask your supervisor for your account information. Where is the training available? WHMIS computer-based training is presently available on all computers at David Lam and New Westminster campuses. Instructions Go to START Click on WHMIS If this doesn t work, you may need to go to the application explorer icon found in the lower right hand corner of your screen, next to where the time is located. Click on it and then click on refresh. Then go to START and follow instructions above. You may enter any login ID and password you choose, but must remember them for re-entry. 13 HOW TO REPORT A WORKPLACE ACCIDENT, INJURY OR INCIDENT EMPLOYEES: Form 6A, Worker s Report of Injury or Occupational Disease to Employer is to be completed by employees (staff, student assistants, faculty and administrators) as well as students on practicum for work related accidents, injuries or incidents, including near misses. The completed 6A form must be forwarded to Human Resources within 24 hours of the injury or incident. A sample of this form is on the following page. The Health, Safety & Risk Management Officer will arrange for an investigation into the accident, injury, incident or near miss. STUDENTS ON PRACTICUM: Form 6A, Worker s Report of Injury or Occupational Disease to Employer is also used for students on practicum. It must be completed by the student or the student's instructor and forwarded to Human Resources within 24 hours. The instructor is the investigator into an accident, injury, incident or near miss involving a student on practicum and the instructor will complete the Investigation Report form and forward it to the Safety, Security & Risk Management Officer. Both of these forms, including instructions on how to complete them, are available from your Administrative Officer, Facilities Services, First Aid (Security) and on the Safety, Security & Emergency Management website: 12

15 ERGONOMICS Douglas College has an Ergonomic Program, the purpose of which is to prevent the pain and discomfort, as well as the impact to the College, associated with ergonomic related injuries. This is done through a combination of workplace training, evaluation of workstations and work practices, and the implementation of ergonomic control strategies. Employees may complete a self-assessment tool (available online at the link below) to assess and modify their own workstation ergonomic issues. SCENT AWARENESS Douglas College is committed to a safe and healthy environment for employees, students and users. The Occupational Health and Safety Committees would like to increase scent awareness within the College community about the potential impact of fragrance chemicals on the health, well-being, productivity and lifestyle of those affected. The committees are asking for the voluntary cooperation of employees, students and users towards a scent-reduced environment.
