Position Information Post Title: Pre-classified Grade: Reports to: Duty station: UN Coordination Adviser ICS-12/P5 UN Resident Coordinator Dar Es Salaam, Tanzania Preferred starting date 16 April 2018 Contract type: Length of contract: FTA (Swedish secondment) Initially 1 year but with the option for annual renewal up to 3 years II. Organizational Context Tanzania has since 2007 been passionately pursuing the UN Delivering as One (DaO) model. The overall purpose of this reform is to unify and align to more efficiently and effectively deliver results in support of national priorities. Working as one, the UN can have a far greater impact on the development and humanitarian challenges that face the country, avoiding the fragmentation and duplication of efforts seen in the past. By combining the skills and resources of UN Agencies across the country and with geographic prioritization, the UN can complement the efforts of the Government, civil society, private sector and other development partners by providing policy advice and technical assistance to Tanzania. The vision of Delivering as One in Tanzania is therefore about being a more effective partner for Government; focusing on the UN s comparative advantage; being strategic about the development areas where the UN prioritizes support; and continuing to support Government on humanitarian issues. DaO is about to enter a new phase with the reforms proposed by the UN SG. In July 2016, the UN in Tanzania entered into its UN Development Assistance Plan II (UNDAP II) for The Plan captures the entire range of activities supported by the UN system in Tanzania, focused on 12 programmatic outcomes and in 4 Thematic Results Groups, each chaired

2 by a Head of Agency. It also includes Communications/Advocacy and Operational Outcomes. The One UN Fund is an important vehicle for channeling joint funding towards the UN system in Tanzania, and recently Sweden decided to support the One Fund with approximately 35 Million USD towards 4 of the 12 outcomes in the UNDAP II. To ensure sustained and further progress of the UN in Tanzania, and strengthened value for money for the Swedish funding, the Resident Coordinator s Office (RCO) and the UN Country Management Team (UNCMT) in Tanzania would require the services of a senior UN Coordination Advisor to support the implementation of the UNDAP II. III. Duties and responsibilities Under the guidance and direction of the UN Resident Coordinator, the UN Coordination Advisor will: 1. Support substantively the Resident Coordinator on high-level policy dialogues; Take a lead in providing substantive advice on policy and programming, results monitoring, coordination of the programming principles task team and act as the human rights focal point in the RCO. Recommend and offer advice on core management issues related to the RC Office. 2. Advise the RC on all matters related to the UNDAP, DaO and inter agency matters Provide technical and policy advice to the RC on UN wide programme related issues: Provide technical and policy advice to the RC on the implementation of the agenda on harmonization of business practices; Advise the RC on all matters pertaining to the management of the One Fund and the Budgetary Framework; Provide technical policy advice to the RC on UN DaO reform related matters, both in relation to change management at country level and Headquarters; Guide the RC in implementation of the provisions established by the Management and Accountability Framework for the RC system. 3. Ensure effective strategic and technical support to the UNCMT in the implementation of the UNDAP II Provide technical support and policy advice to the UN Country Management Team (CMT), Programme Management Team (PMT), Thematic Results Groups and outcome groups. Collaborate with the One Fund Administrative Agent in the day to day operations of the One Fund as well as in the elaboration of the UNDAP Annual Report; Assist with a review and streamlining of governance structures adapted to the implementation of UNDAP II. 4. Support and advise on UN subnational planning and coordination Provide direction and guidance to the Kigoma Joint Programme (linked to the CRRF),

3 the Zanzibar Joint Programme and new area-based joint initiatives as may be required. 5. Liaise with Ministry of Finance and Planning (MOFP), Foreign Affairs and East African Cooperation (MOFAEC) Maintain regular contact and ensure continue collaboration at the technical level with MOFP and MOFAEC on matters pertaining to the management and implementation of the UNDAP, on System Wide Coherence (SWC) and other DaO related matters; Support MOF and the RC in the management of the Joint UN and GoT Steering Committee Support visiting missions as may be required in collaboration with MOFP and MOFAEC 6. Establish and maintain partnerships with Development Partners (DPs) Maintain regular flow of information and ensure continued collaboration with DPs; Maintain and facilitate the implementation of the UN Partnerships and Joint Resource Mobilization Strategy Be the focal point for queries from DPs on matters pertaining to UNDAP II, One Fund, joint programmes other DaO related matters. Ensure inclusion of non-traditional DPs, private sector and foundations. IV. Competencies Corporate Competencies: Demonstrates integrity by modeling the UN s values and ethical standards. Results-based Program Development and Reporting Sets performance standards, monitors progress and intervenes at an early stage to ensure results are in accordance with agreed-upon quality and timeframes and reports on it Makes use of a variety of resources based on UNCMT priorities to achieve results and reports through the UNDAP II results framework and according to donor requirements. Creating visibility and advancing advocacy Develops promotional activities based on monitoring/evaluation information identifying areas requiring higher visibility Develops messages for use by UN staff when working with partners Reviews documents and materials intended for use within and outside the organization in order to ensure consistency and validity of messages. V. Required Skills and Experiences Education: Masters or equivalent university degree in Development Studies, International Relations, Economics, Political Science or equivalent Experience: At least 10 years professional work experience in a relevant area Proven track record on policy work related to governance, economic reform/poverty alleviation and/or social issues. Prior work experience in developing countries. Good knowledge of the UN system, and particularly UN coordination, UNDAF implementation and the role of the UN Resident Coordinator, is a comparative advantage. Familiarity with the aid context and development processes in Tanzania is an advantage. Language Requirements: Fluency in English. Knowledge of Kiswahili an advantage.
