1 Strategic Plan for the Canadian Mental Health Association- PEI Division Request for Proposals 1. Objective The objective of this Request for Proposal (RFP) is to solicit proposals from consultants experienced in strategic planning to lead the Canadian Mental Health Association PEI Division (CMHA-PEI) Board of Directors and staff through a process to develop a fiveyear strategic plan. 2. Background CMHA-PEI is a not-for-profit, registered charity. Our mission is to promote the mental health of all persons on the Island by enabling individuals, groups and communities to increase control over and enhance their mental health. To carry out this mission, CMHA- PEI provides programs and services, education and information, research, and the development of social policy. The association s programs and services vary widely across the Island and include mental health promotion and prevention, psychosocial rehabilitation, self-help, housing, employment, and suicide prevention. We have resource libraries located in three communities and conduct numerous presentations across the province raising mental health/illness awareness. 3. Scope of Work The Proponent will be required to work with a Strategic Planning Team comprised of Board Members and key management staff, to articulate a clear strategic plan for CMHA- PEI for This plan should make recommendations that address the core functions of CMHA - building capacity, influencing policy, providing services and developing resources. The consultant will facilitate all meetings and provide leadership, direction and expert consultation and advice related to the development of an effective strategic plan. In order to develop a succinct and clear vision for the organization, the consultant will need to explore three key areas:

2 1) Who CMHA-PEI is; 2) What the mental health and addictions landscape currently looks like, and; 3) How will CMHA PEI position itself to address priority areas as we move forward? 1) Who We Are: The Proponent will be responsible for developing an understanding of the organization through staff interviews and document reviews as well as conducting an internal survey to evaluate CMHA's success in achieving its mandate. The following information will be required to achieve this: Who is CMHA-PEI The key programs and services (asset map) The governance and organizational/management structure The operating budget and revenue Reflections on human and financial capacity to enhance CMHA's mandate. The following documents are recommend and include but are not limited to: Canadian Mental Health Association: Strengthening Our Collective Impact: A Strategic Plan for CMHA CMHA-PEI s Call to Action, 2015 Review of Mental Health and Addictions Services and Supports in Prince Edward Island, 2013 Mental Health Commission of Canada: o The Aspiring Workforce: Employment and Income for People with Serious Mental Illness, 2013 o Mental Health Strategy for Canada, 2012 o Turning the Key: Assessing Housing and Related Supports for Persons Living with Mental Health Problems, 2013 The consultant may chose to conduct a SWOT analysis of current operations and measure our work against CMHA s National Strategic Plan. These complied findings will provide the foundation for the development of the strategic plan. 2) The Mental Health and Addictions Climate The awareness around mental health and addictions has greatly increased over the past few years. His awareness has increased the demand for CMHA-PEI s services and programs while putting added pressure on staff, facilities and finances. The opportunities for CMHA-PEI to assist Islanders have exceeded the ability of the organization to respond and so it's critical for the organization to be clear on it s future direction. In order to determine this direction, the consultant may chose to generate a synopsis of the current

3 mental health and addictions landscape, flagging gaps in services, emerging trends and treatment, and mapping the current and planned foci within the formal system. This may be done through facilitated interviews and/or focus groups with partner agencies, founders and other key stakeholders. An external survey to evaluate CMHA's success in achieving its goals and an analysis of external perceptions of the organization will prove helpful in determining where CMHA-PEI is positioned and will be positioned in the mental health and addictions sphere. 3) Where we are heading The final step in developing the strategic plan is to determine how CMHA-PEI will position itself as it moves into the next five years of operations based on where we are currently and how the mental health and addictions landscape is evolving. In developing the plan, the Proponent will be expected to: Collaboratively identify the key Goals and Strategies for the organization over a five year period Identify the key milestones for these goals Align the goals and vision with the National Strategic Plan 4. Deliverables The contractor s deliverables must address all items listed in the scope of work, and include, as a minimum: A work plan and detailed methodology Bi-Weekly progress reports Monthly check-in meetings A status update on preliminary findings and draft plan presented to the CMHA-PEI Board of Directors and senior management team prior to writing the final strategic plan. Final report/strategic plan and formal presentation deck All deliverables are to be written in English. Payment for all goods and services supplied will be made on the submission of deliverables and appropriate invoices. The payment schedule and invoicing arrangement will be agreed upon with the Proponent following selection. 5. Timelines The contract period will be from date of award to April 15, 2016.

4 6. Cost The successful bid must fall between $15,000 to $25,000 (HST included). 7. Consultant Competencies CMHA is seeking proposals from Proponents who have an understanding of mental health and the function and organizational relationships of a non-government organization providing public services CMHA understands that completing this project requires significant and active Board and staff involvement. It is important to note that the Proponent selected will be responsible for completing all project work products and final deliverables Excellent core competencies including project management skills, writing skills, research skills, analytical skills, and interpersonal skills The ability to collect, analyze, interpret and report on qualitative and quantitative data The human resources and capacity to successfully complete this project on time and on budget 8. Proposal Submission Criteria Proposals must be forwarded by 5:00 pm on December 4, 2015 to: Strategic Planning Committee The Canadian Mental Health Association PEI Division 178 Fitzroy Street P.O. Box 785 Charlottetown, PE C1B 3E2 Phone: Fax: a.brazil@chma.pe.ca And include the following: A brief Executive Summary A clear explanation of how the consultant will address the issues to be examined A description of the applicant's general approach to consultations A list of project deliverables to be created with a detail timeline for each deliverable A detailed budget with expenses.

5 Qualifications of key personnel who will take responsibility for working directly on this project, including references, and distribution of this resource allocation for the project Proposals must include a clear description of the applicant's plan to complete all of the project components including writing a final strategic plan 9. Proposal Evaluation In awarding a contract for consulting services to develop a five-year strategic plan, submitted proposals shall be evaluated and ranked by using the following weighting: Evaluation Weights: Qualifications of project team including subject matter knowledge 40 Demonstrated understanding of the knowledge and expertise required for strategic planning in the NGO sector 35 Cost of service 25 Total Contract After the evaluation, the Proponent will be expected to sign a contract that will constitute the legal agreement with the Canadian Mental Health Association PEI Division for this project and govern all aspects of the services to be delivered. The contract will incorporate the content of this RFP and the successful proposal, and any other relevant items. 11. Insurance, Indemnification and Intellectual Property Rights 1. The Canadian Mental Health Association PEI Division will own all graphics developed as a result of this RFP. 2. The parties agree that all lists, reports, information, statistics, compilations, analyses, and other data generated or collected in any way as a result of this agreement are the exclusive property of the Canadian Mental Health Association

6 PEI Division and shall not be distributed, released, transmitted or used in any way, via any media, outside the purpose of this RFP, by the consultant, its employees, agents, servants, or others for whom the consultant is responsible, without the written consent of the Canadian Mental Health Association PEI Division. 3. The parties agree that the Canadian Mental Health Association PEI Division owns copyright of on all aspects of the product or products created as a result of this RFP (the Work Product ) including all manner of data as set out in this paragraph and including all software developed as a result of this RFP whether in the form of raw data, analyses, database entries or software or hardware code and source code and any necessary information with the respect to the use of such code such as encryption keys, compiler information and version number. 4. The Proponent shall indemnify and hold harmless the Canadian Mental Health Association PEI Division, its agents, representatives and employees and all participating stakeholders and partners from and against all claims, demands, losses, costs, damages, actions, suits and proceedings of every nature and kind whatsoever arising out of or resulting from the performance of work (herein called the claims ), provided that any such claim is caused in whole or in part by any act, error or omission, including, but not limited to, those of negligence, of the Proponent or anyone directly or indirectly employed by the same or anyone for whom the same may be liable. For further clarification, the indemnity shall not be limited in any way or degree by any insurance the Proponent may have nor by the limits of any such insurance and it shall endure after termination of this RFP or replacing contract or any renewal thereof. 5. The Proponent shall maintain, General Liability Insurance and shall add the Canadian Mental Health Association PEI Division, as an additional insured with respect to its liability under this Agreement and provide whatever information to the Canadian Mental Health Association PEI Division may require on the insurance that is available. The policy shall be in a form as least as broad as the current Insurance Bureau of Canada commercial general liability wording, including, but not be limited to, bodily and personal injury, property damage, non-owned automobile liability, cross liability and blanket contractual liability. 6. Furthermore, the Proponent shall maintain, project only Professional Liability insurance. 7. The foregoing insurance shall be primary insurance and not require the sharing of any loss by any insurer of the Canadian Mental Health Association PEI Division or any participating partners or stakeholders. A certified copy of the policies shall be delivered to the Canadian Mental Health Association PEI Division prior to commencement of work. Default of delivery or receipt by CMHA-PEI shall not be construed as acknowledgment or concurrence that there has been compliance with the terms of this document. Furthermore, the Canadian Mental Health Association PEI Division shall have the right, but not the obligation, to review the original(s) of any required insurance policy (ies) in any of its offices. Such review by or on behalf of the Canadian Mental Health Association PEI Division shall not be construed as acknowledgement that there has been compliance with the terms of this Agreement. 8. The Proponent, before undertaking any work under this Agreement, shall provide a certificate of good standing by the Workers Compensation Board, if applicable.

7 12. Freedom of Information and Protection of Privacy Act 1. Any and all information, knowledge or data made available to the consultant as a result of this agreement shall be treated as confidential information and may be subject to release under the Freedom of Information and Protection of Privacy Act. The consultant will be conferred with prior to release of any information. 2. The consultant will not directly or indirectly disclose or use it for purposes unrelated to the agreement at any time without first obtaining the written consent of the Canadian Mental Health Association PEI Division, unless the information, knowledge or data is generally available to the public.
