3 Community Work Placements (CWP) CWP forms part of the government s Help to Work scheme and was introduced to support the achievement of the Department for Work & Pension priorities, namely: 1. Simplify the Welfare System and make sure work pays 2. Help people to find and stay in work
4 Help to Work Scheme Help to Work scheme provides three strands of activity for Work Programme leavers: 1.Mandatory Intervention regime intensive support from Jobcentre Plus Advisors including an initial 8 week assessment period 2. Daily worksearch reviews at JCP offices lasting up to 3 months 3. Community Work Placement up to 6 months
5 CWP - Outline Claimants participate in a work placement of community benefit for 30 hours a week, for up to six months, alongside provider-led supported jobsearch of between 4 & 10 hours per week CWP target group will be JSA claimants who have completed the Work Programme and whose key barrier is insufficient work history or a lack of motivation CWP will equip claimants with a period of work experience, enabling them to develop skills associated with employment and maintain an employment focus through additional provider-led jobsearch
6 CWP Critical Success Factors The number of claimants who achieve a start (in either a work placement or employment) The achievement of a diverse range of placement roles of community benefit across a range of sectors The number of claimants who complete CWP The number of claimants who achieve a job outcome
7 CWP Staff Structure Resourcing of staff delivery structure commenced April 14 Mix of experienced practitioners and new staff involved with programme implementation and delivery of DWP contracts Placement Liaison Officers: Support customers through the programme, liaise with placement providers / employers to generate placement and employment opportunities Work Coaches support the claimants provider-led jobsearch Placement and Employer Engagement team source and maintain a bank of placement and job opportunities
8 CWP Programme Delivery Warm referral from JCP to learndirect Referral allocated to PLO PLO conducts initial engagement meeting and inducts onto the programme. Claimant matched to suitable placement opportunity within 20 days Work Coach provides 4 hour provider-led jobsearch and / or other work related activity
9 CWP Placement Availability Urban/Rural Mix Full geographical coverage across Scotland with a robust supply chain supporting delivery Local knowledge and connections Supply Chain mix bringing a breadth of knowledge and experience from multiple sectors Further Education, Local Authority, Voluntary, Private sector, Social Enterprise Placement Generation Covers a broad range of sectors including: Facilities management, Landscaping & Horticulture, Hospitality, Retail, Recycling, Warehouse and Distribution
10 CWP Community Work Placement Identify and support new and existing community projects Placements must give claimants work experience, enabling them to compete more effectively in the job market Wherever possible placements are matched to the claimant s desired employment sector or occupation type. Placements must be additional to existing or expected vacancies (i.e. they must not displace what would otherwise be paid economic jobs)
11 CWP Provider-Led Jobsearch We ensure that all claimants undertake a minimum of 4 hours provider-led jobsearch per week Provider-led jobsearch lasts for the 30 week duration of the programme Provider-led jobsearch is tailored to each individual to gain the skills required to sustain employment. Weekly jobsearch activity includes career guidance, employability skills training and vacancy matching.
