1 Page 1 of 5 CITY OF CONCORD invites applications for the position of: Senior Civil Engineer - Concord Naval Weapons Station Reuse Project SALARY: $ $68.94 Hourly $104, $143, Annually OPENING DATE: 01/19/18 CLOSING DATE: 02/23/18 05:00 PM JOB CHARACTERISTICS: Senior Civil Engineer - Concord Naval Weapons Station Reuse Project ***OPEN & PROMOTIONAL JOB OPPORTUNITY*** The City of Concord's Community and Economic Development Department/Engineering Division are offering a unique opportunity for an experienced development engineer to assist in managing the development of the Concord Naval Weapons Station (CNWS) Reuse Project. This is a new position whose primary responsibilities will include overseeing the development of the utility and infrastructure master plan and supporting the planning efforts related to the Specific Plan for the Reuse Area, the entitlement and subdivision of development properties, and eventually, construction of improvements. The ideal candidate will be forward thinking, customer service oriented, and will have significant experience in managing complex, large scale infrastructure and subdivision projects, including the development or review of master planned communities including utilities, greenways, transportation facilities, and community facilities, with experience overseeing consultant activities and managing staff. The ideal candidate will have the ability to communicate openly and effectively with a variety of audiences and settings, with the ability to explain complex engineering issues in easy to understand terms. The future CNWS Reuse Project Senior Civil Engineer will also be an individual that embraces, promotes, and is guided by the City's Mission, Vision and Values. SELECTION PROCESS 1. 2 Page 2 of 5 Senior Civil Engineer Purpose Plans, organizes, leads and controls the activities of a major section of a Division of the Engineering and Transportation Department; exercises a full range of supervisory authority; exercises a full and final technical responsibility for the area of engineering assigned; performs related and other work as required all within the context of the City's Mission, Vision, Values Statement and a strong and progressive customer service orientation. Equipment, Methods & Guidelines Uses Federal, State, and local laws, policies, procedures, practices, building codes and civil engineering standards, standard plans and specifications, various elements of the State-mandated General Plan, knowledge of computer software programs, capabilities and limitations, programmable calculators, automobiles and voice dictation equipment. Uses knowledge of the principles and practices of supervision, project organization and budgeting, and knowledge of surveying principles, equipment, and practices. Working Conditions Positions in this classification are assigned varying degrees of inside and outside work. Assignments may also involve the attendance of evening meetings. Physical Demands Emphasizes speech, hearing and vision. Supervisory Guidance Received/Given Supervision received is characterized by general administrative control and support which is intended to define assigned projects, their objectives, unique problems, and scope. Status of project progress is monitored periodically; however incumbents are expected to identify obstacles which require supervisory involvement and seek necessary assistance. Incumbents exercise a full range of supervisory authority and responsibility over assigned professional engineering and technical personnel who may, in turn, direct the work of others. Allocation Factors/Distinctions Managerial classification. EXAMPLES OF DUTIES INCLUDE, BUT ARE NOT LIMITED TO: 1. Supervises professional and technical engineering personnel involved in activities such as: The design of City projects including street, storm drains, traffic signals, sewers, public buildings and structures; and the review and approval of all development plans and the issuance of various permits such as encroachment, grading, and flood hazard permits; The administration of all City contract construction projects and related inspections; and the inspection of all public facilities constructed by developers or private parties including the inspection of utility backfill and pavement work in public rights-of-way; and right-of-way design and construction surveys which provide and maintain horizontal and vertical control throughout the City; The design, administration, and inspection of street program projects required for the mitigation of traffic congestion; Preparation of studies, reports, and recommendations on engineering matters for review and approval. 2. Prepares or reviews project descriptions, outlining the scope of projects, design criteria, necessary information, special studies, and necessary scheduling and coordination. 3. Determines priorities and work sequences necessary to achieve objectives and assigns personnel in accordance with priority and need.

Inspects or directs the inspection of work in progress and upon completion to determine compliance with applicable standards and practices and informs higher level of management of work in progress, operating problems and potential delays. 5. Applies City and departmental policies and regulations pertaining to the work and the work group; prepares work appraisals and discusses performance evaluations; initiates official disciplinary action; and identifies or resolves subordinate complaints. 6. Directs and participates in a variety of information collection activities such as interviewing prospective employees and fact finding pertinent to budget needs, disciplinary actions, subordinate complaints, and operating problems. 7. Prepares annual budget justification for the section including justifications for changes in personnel, financial, material, and other resources and ensures the control of expenditures by applying policies relevant to purchases, vacation and overtime usage, and sick leave. 8. Coordinates the activities of the section with other City work units and assists in the assessment of the need for the use of outside contractors and consultants and the determination of compliance of contractual and consultant work with specifications. Coordinates activities with City Council and Planning Commission Members. 9. Makes presentations to the staff and governing bodies of other agencies, and to community groups. 10. Is responsible for keeping subordinates informed through on-the-job, safety, and other training and for the maintenance of safe working conditions, good housekeeping practices, and the use of safe work practices by subordinates. 11. Directs and participates in the maintenance of necessary records and necessary reports. 12. May serve as acting Division Head. 13. Responds to questions and complaints from developers, contractors, and the general public. 14. Prepares recommendations regarding the modification of engineering policies, procedures and standards pertaining to assigned areas of activities. 15. Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City. 16. Performs other work as assigned. QUALIFICATIONS: Knowledge and Abilities Considerable working knowledge of the concepts, precedents, principles, laws, practices, methods, standards, procedures, and techniques pertinent to municipal engineering, including the mechanics of solids (particularly of soils), hydraulics, theory of structure, strength of materials, engineering geology, and surveying; of engineering economics and cost estimating; of environmental laws and regulations; and of supervisory, budgetary techniques and practices; and to have a theoretical understanding and working knowledge to perform computer studies and analysis. Ability to effectively exercise a full range of supervisory authority and control over complex professional and technical activities; to effectively delegate and control work; to maintain full knowledge and control over assigned areas of responsibility; to independently perform difficult and complex professional engineering work; to effectively analyze, identify, and recommend engineering alternatives; to effectively communicate and apply related laws, policies, regulations, standards, and procedures pertaining to the work and to the work group; to communicate effectively, orally and writing; and to establish and maintain cooperative and effective relationships with those contacted in the course of work. Education/Experience Any combination equivalent to experience and education that would likely provide the relevant knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Education: A Bachelor's or Master's Degree in a related Civil Engineering curriculum. Experience: Five years of employment in the civil engineering profession including some responsibility for directing the work of engineers and support personnel. OTHER:
