JOB PURPOSE The Psychology of Parenting workstream has been set up to undertake a portfolio of responsibility within the Psychology Directorate to support multi-professional educational development and to contribute to the formulation and delivery of Scottish Government Health Directorate (SGHD) policy and NES corporate objectives. The post is funded by the SGHD through The Early Years Change Fund in Scotland and hosted within NHS Education for Scotland (NES). The importance of attachment-based early interventions and positive parenting is represented in several key Scottish Government strategies and policies. These include The Early Years Framework, Better Health Better Care, the Mental Health Strategy and the Parenting Strategy. It is an agenda that also relates to the Healthcare Quality Strategy and Achieving our Potential. Recognising the workforce developments necessary to support these policy frameworks, NHS Education for Scotland initiated the Psychology of Parenting Project (PoPP) in 2010, which drew upon both the effectiveness and implementation research in guiding its development. This undertaking is now to be enhanced through the addition of an Infant Mental Health training component The postholder will have lead responsibility for managing major new educational developments and implementation on behalf of NES and through liaison with relevant stakeholders. These initiatives and projects will support the key strategic themes of developing educational infrastructure and building workforce capacity for service improvement across NHS Scotland, requiring the post holder to effectively manage change in order to deliver successful outcomes. The post-holder will have a multi professional remit spanning all NHS groups, Social Services and Voluntary Sector, but a primary focus will be on developing the skill base of HealthVisitors/Public Health Nurses This post has a strong and direct impact on the education and training of relevant health professionals, and on the subsequent provision of appropriate care. DIMENSIONS The postholder has responsibility and accountability for: Taking the lead role in developing and securing agreement on detailed plans to implement strategic projects to develop workforce capacity for specific professional groups who delivercare to parents/carers and their infants.. Managing key educational projects for NES to deliver agreed outcomes identified by the SGHD and Senior Management Team and sponsoring Scottish Government departments in relation to defined aspects of educational infrastructure and provision. Leading the management of Infant Mental Health projects to enhance organisational governance and effectiveness. Liaising with senior managers within NHS Boards, Scottish Government, regulatory bodies and higher education institutions to ensure delivery of these initiatives in terms of education provision and service delivery within appropriate timescales. Providing expert advice on educational strategy and best practice regarding methodology and implementation. Preparing proposals for the allocation of funding for new initiatives for professional groups within NES Budget management. Budgets will be specific to the projects undertaken Line management of project staff as required. 4. ROLE OF THE DEPARTMENT The NES Psychology Directorate has two major areas of responsibility: Training of psychologists for NHS Scotland Upskilling the existing multi-professional workforce in psychological care NES has responsibility for commissioning pre-registration training for clinical and applied psychology for NHSScotland. Since 2003, NES strategic objectives have been to achieve a step increase in training capacity and modernisation of training pathways to reflect service needs. The Psychology Directorate has been developed since then to deliver those objectives. NES has driven a culture change in the way pre-registration training is delivered for psychologists in Scotland, through partnership working with NHS Boards. The Directorate has developed relationships with a wide range of other stakeholders in Scotland (e.g. SGHD, Universities, QAA) and across the UK (e.g. Department of Health, professional and regulatory bodies) to take forward its modernisation agenda for this professional group. The directorate has a leading role in developing NES educational strategy to support increased availability of psychological interventions and therapies. NES has been directed to work in partnership with Scottish Government, the Scottish Social Services Council, NHS Boards and other key stakeholders to increase the capacity within the current workforce to deliver psychological interventions to individuals with a diagnosis of dementia and their families and carers. This is in line with the recent NES/SSSC workforce development plan. The directorate engages with a wide range of stakeholders including NHS Scotland organisations, HEI s, QAA Scotland, Scottish Funding Council, professional and regulatory bodies, the union Unite and other agencies. In its core business the directorate has a key role in brokering the relationship between NHS Scotland and HEI s in the commissioning of training, including contractual and funding arrangements and promoting best practice in the delivery of education and training of psychologists for NHS Scotland. 4 6. KEY AREAS OF RESPONSIBILITY: KEY RESULT AREAS / MAIN TASKS 1. Professional liaison Develop and maintain effective links with key stakeholders for the following purposes: Providing professional advice and consultancy on a range of educational issues including quality assurance and enhancement and curriculum design and development. Representing NES at appropriate seminars and conferences and present papers as required; Recording, reporting and promoting the sharing of innovative educational practice; Contributing to inter-professional debate and educational development activity Arranging appropriate conferences for key stakeholders, with relevant speakers and materials. Key stakeholders include Scottish Government Health Department, NHS providers and staff,; Higher Education Institutions, Scotland s Colleges and other training and education providers; the Voluntary (or Third Sector) organisations; Service User and Carer Organisations; Royal Colleges and professional bodies, and other Scottish and UK national organisations. 2. Development projects and management of strategic initiatives The postholder is required to develop strategies and policies which will have a long term impact internally and/ or externally by taking a leading role in the management of national educational projects to support workforce development and service excellence to provide Infant Mental Health training. The postholder will be accountable for: researching and developing an evidence base using primary and secondary information relating to educational needs and provision; embedding equality and diversity principles into all projects; securing funding and resources as required; managing the project specification and commissioning process - including commissioning research and development initiatives (see 3 below); Produce relevant reports to the PoP Board, NES, SG and other key stakeholders Monitor the implementation of Infant Mental Health training within sites according to local implementation plans (including the delivery of intervention to families) developing and organising Steering Groups, chairing as appropriate; steering projects towards achieving objectives; leading all research (see 3 below); reporting progress to NES committees and key stakeholders; critically evaluating the educational, financial and practical value of bids and responses; drafting and negotiating agreements with contractors; local co-ordination of all stages of the project budget risk managing projects; developing and implementing project evaluation strategy; monitoring the ongoing delivery of new educational initiatives to ensure continued quality. Undertake audit, assessments and benchmarking in relation to the project The postholder is expected to set long term planning objectives for Infant Mental Health traininginitiatives with a NES wide or national impact. 5 3.Initiation, development, coordination and implementation of research programmes Initiation and co-ordination of research into current practice relevant to projects, including initiation and co-ordination of survey and other scoping activities, analysis of results and presentation of findings in a published report. All projects require an evaluation strategy and postholder is responsible for: Planning and initiating. Drawing up a project specification. Developing an evidence base Commissioning research and development initiatives Developing and organising a Steering Group. Drafting and negotiating agreements with contractors Leading all research. These programmes and activities have impact on, service providers and NES as they will affect the quality of service delivery. 4. Educational infrastructure projects Take a leading role (as detailed above) in the management of educational infrastructure projects to assist NHS Scotland in responding to changes in education and training. 5. Provision of specialist professional advice Facilitate the work of NES by preparing on its behalf responses to consultation documents; Provide consultation on and management of the quality of the psychological aspects of the Infant Mental Health training programmes (to both practitioners and steering group) Take lead responsibility for the provision of specialist advice (internally and externally) on educational strategies related to project areas. 6. Change management Use effective change management strategies and project management skills to ensure the ease of implementation of new initiatives across NHS Scotland. 7. Staff Development Maintain and develop own professional knowledge and expertise in relation to areas of responsibility; maintain awareness of professional education, good practice and innovation within the UK and abroad through attendance at seminars, conferences, study days, networking and professional contacts; Negotiate, agree and review personal and professional development activities annually with the Programme Director at performance appraisal. 8. 6 7. USE OF PHYSICAL RESOURCES Equipment and machinery PC for drafting reports and correspondence, communications by and internet for research purposes. Printers, photocopiers, fax machine. Systems Electronic resources and manual files, to store and generate information for the purposes of financial monitoring, project tracking and compilation of evidence bases. Regularly required to use computer software to manipulate data such as Access databases, Excel spreadsheets and PowerPoint in order to compile reports, presentations and documents which will be used by others., 8. ASSIGNMENT, GENERATION AND REVIEW OF WORK Working as part of a programme team, the postholder is responsible for planning, prioritising and allocating her/his own work and has freedom to initiate, implement and deliver outcomes within a framework agreed with her/his line manager (the Programme Director), NES committees and project steering groups. The postholder is expected to work independently, maintaining effective time management and prioritising tasks appropriately. Project plans, progress reports and outcomes are reviewed as appropriate by project advisory steering groups, and senior NES managers and committees (PFPI Standing Committee, SMT, Business Group). The postholder is required to interpret relevant, often highly specialist, national policy and advise NES and key stakeholders on implementation. COMMUNICATIONS AND WORKING RELATIONSHIPS The postholder is required to deploy advanced skills in communicating with a range of internal and external stakeholders in developing consensus about project aims and outcomes and in executing the implementation plan. The postholder will take a leading role in implementing a communications strategy to develop awareness of project benefits and outcomes and to secure involvement from organisations and individuals from within NHS Scotland and the education sector. Specific communication skills required include the ability to: chair meetings effectively; persuade, influence and negotiate in order to secure funding and contracts, present proposals, obtain support for proposals, and secure involvement of colleagues in initiatives; facilitate workshop and focus group discussions; deliver formal teaching / training draft information, reports, articles and papers to publication standard; present complex/ specialist information at internal and external conferences and seminars; present and brief groups of internal and external stakeholders with complex information which may challenge existing practices. Internal The post holder is required to maintain communication and working relationships with all departments, committees, the board and the senior management team of NES to affect the work of the post and NES. This communication is verbal, written and electronic and ranges through direct personal contact to scheduled meetings, all with a view to facilitating the work of NES. External Communication with outside agencies is essential for the efficient and effective conduct of the post and to ensure that the service available from NES is known and understood. External communication is with: Key contacts in the NHS including those responsible for workforce development. A range of academic staff from Higher Education Institutions and Scotland s colleges, including Deans/Heads of Department and Curriculum Managers Staff from a range of external agencies including: the Scottish Government Health Department (SGHD), SFC managers, Senior clinicians, Professional Bodies and educationalists. MOST CHALLENGING PARTS OF THE JOB Development of analytical skills and creative strategies to solve complex, often unprecedented, problems relating to Infant Mental Health Traininginitiatives and national or corporate projects with limited resources. Working within a national remit with all disciplines representing healthcare workers, social services and voluntary sector. Engaging and maintaining effective communication with senior staff within NES, territorial health boards, special health boards, the education and training sector, professional and statutory bodies and other organisations. Using management strategies and techniques to affect change across professional groups within NHS Scotland and internally within NES. Maintaining communications with a range of audiences to convey complex information and comment. Collating, interpreting and reconciling information and opinions from a range of stakeholders, especially where these may be conflicting, and analysing these to enable a compromise to be brokered or judgement made between the options. Considering the feasibility of initiatives in practice and developing flexible approaches that enable goals/ implementation to be successfully achieved. Contributing to the Quality Improvement of NES governance frameworks and thus determining the way in which educational initiatives are implemented, quality assured and monitored. 9 11. EFFORT REQUIRED TO DELIVER THE REQUIREMENTS OF THE POST Physical skills Basic keyboard skills Physical effort The postholder should be able to operate standard office procedures. The postholder will be required to sit/ stand for long periods of time when working at workstation with ITC equipment while drafting reports and other documents/participating in meetings Mental effort The postholder will be expected to demonstrate analytical skills and think creatively over sustained periods. It is expected that project strands will run concurrently and the postholder will therefore be required to co-ordinate simultaneous activities The ability to produce reports and other documents to a high standard is essential. Emotional effort The post holder is required to work to tight deadlines, set by external stakeholders such as the SGHD. Working Conditions Requirement for travel to meetings and conferences has an effect on work patterns. 10 12. QUALIFICATIONS AND/OR EXPERIENCE SPECIFIED FOR THE POST The postholder will be a qualified Clinical Psychologist registered with HcPC. Essential Substantial postgraduate experience and will have held enhanced responsibility in an educational or healthcare post Experience and understanding of quality assurance in the healthcare and / or education sector in the UK Considerable experience in the child and family specialty Experience and understanding of Infant Mental health Services in Scotland. The ability to work at the interface of health care and education Professional communication skills and experience of facilitation, consultation and negotiation with a wide range of stakeholders. 11 Person Specification EPM Infant Mental Health Essential Criteria these are attributes without which a candidate would not be able to undertake the full remit of the role. 13 CONDITIONS OF SERVICE TITLE: Educational Project Manager Infant Mental Health LOCATION: Edinburgh/ Glasgow REPORTING TO: Programme Director Psychology of Parenting GRADE: A4C Band 8b SALARY SCALE: 45,707-56,504 HOURS AND DAYS OF WORK: 37.5 hours per week based on a normal working week of 37.5 hours. Office opening hours are 0700 to Flexitime arrangements may be available. Consequently, all new starts from 1 October 2013 will be contractually enrolled into the NHS Superannuation Scheme (Scotland). Contributions are based on whole time pensionable earnings as set out in the table below:- Employee contribution rates in 2013/2014.
