2 Social Services Temporary & Disability Assistance Key Duties of Staff Director of Temporary & Disability Assistance Interprets State and Federal laws and rules as they relate to eligibility requirements and formulates local policies and procedures with the Commissioner of Social Services; Plans, organizes, directs and coordinates the various functions of the division responsible for eligibility and assistance programs; Supervises Senior Social Services Program Specialists in administering social services programs, which are consistent to the laws and rules outlined by the State and Federal government; Conducts individual and/or group conferences with staff to discuss updates and revisions to the laws and rules and the impact such revisions may have on the policies and procedures relative to eligibility requirements; Monitors service contracts and plans by maintaining on-going contact with contract agencies and obtaining status reports on programs administered; Conducts interviews with potential employees, makes recommendations for hiring, staffing and subsequent unit assignments; Assesses training needs of staff and coordinates training programs for them by scheduling and making the necessary arrangements for the training; Maintains cooperative working relations with Family Court and other community providers by offering on-going training with respect to changes in laws and rules and any other issues effecting eligibility and assistance requirements. Principal Social (2 Positions) Assists in the formulation of local policies and procedures which relate to financial eligibility for the various programs administered by the local social services districts; Interprets Federal, State and local policies and programs as they relate to financial eligibility; Plans, coordinates, supervises and manages the activities within assigned area of responsibility; Establishes necessary controls for determining staff performance and makes necessary performance evaluations; Reviews recommendations made by lower level examiners and approves or disapproves them; Approves referral of clients to social service section for services; Maintains cooperative relationships with other units and sections of the agency, through administrative channels; Maintains contact with community groups and other agencies in area of responsibility. Employment Coordinator Plans, directs and evaluates the workfare/work program to insure appropriate services to participants and sponsors; In consultation with the Social staff, selects participants who can best benefit from the workfare/work program;

3 Monitors the activities of all participants and counsels them so that maximum performance is assured and optimum benefits are received; Interprets Federal, State and local regulations and guidelines as they pertain to workfare/work programs and assists in the formulation of local workfare/work program policies and procedures; Plans for the coordination of the activities of the workfare/work program with other units of the Department of Social Services and similar or related programs in other agencies; Develops and maintains all required reports; Plans, assigns and supervises the activities of all workfare/work program staff members and develops and administers training for them as required. Senior Social (10 Positions) Reviews documents available in the agency s file to verify eligibility and/or to determine the additional action necessary to verify eligibility; Contacts cooperating agencies to verify client s eligibility; Appears at Administrative or Judicial proceedings when required to interpret decisions on applications; Interviews applicants and recipients; Reports findings of investigation; makes recommendations for proper disposition of cases reviewed; i.e., reduce grant, close case, release grant, refer to law enforcement; Prepares required statistical reporting appropriate to action; Serves as a working supervisor over a group of social welfare examiners; or supervise a unit or section; Reviews Social s recommendations and approve or disapprove it. Social (36 Positions + 7 Vacant) Reviews the certification form to determine that all statements are complete and consistent with every other item of information provided. Where necessary for clarification or completion of certification form, asks applicant appropriate questions and makes necessary additions or corrections on the form; Makes an evaluation of applicant s financial eligibility for assistance, may determine initial categorical eligibility, evaluates available resource details in relation to financial eligibility; Prepares and computes budget for the applicant; Advises applicant of the eligibility determination, the amount of assistance, and when the first grant can be expected; Advises the applicant about the program under which he/she is eligible for assistance and any documentation or additional information which is necessary for final program classification; Recommends emergency grants as needed;

4 Makes redeterminations of financial eligibility; Explains the validation process to the applicant; Advises the applicant about his/her duty to keep the agency informed of any change in the status which may affect his eligibility for assistance; Informs applicants about the range of services in the agency. If mandatory, or requested by applicant or client, or need for services is indicated, refers applicant to social services section, or to other specialists, such as, resources, housing, employment, legal, medical, etc.; Matches work experience participants with most appropriate work sites. Typist (5 Positions + 4 Vacant) Performs keyboarding, sorts, indexes, and files mail, requisitions, ledger cards, and other material; Pulls material from files, makes simple file searches, and maintains charge-out records; Types materials from copy, rough draft, dictating machine tapes, and other detailed instruction; Answers telephone and gives out routine information; Operates a variety of office machines including photocopiers, calculators, computers, typewriters, scanners, and fax machines. Receptionist (3 Positions) Receives visitors in person, ascertains the purpose of their visits and either personally provides them with needed information or services or refers them to other more appropriate persons; As directed, prepares correspondence in answer to routine inquiries; Accepts and channels messages; Keeps appointment calendars for clients; Performs routine clerical work for the office or agency; Opens, sorts and distributes incoming mail received at Reception; Maintains Daily logs for all entering the Department. Community Services Worker (2 Positions) Provides information to individuals or groups concerning services offered by public and private agencies; Assists clients in completing necessary forms, obtaining eligibility information, proof of births, deaths and marriages; Prepares and scans documents; Prepares Electronic Benefit Cards; Maintains inventory and logs for Electronic Benefit Cards; Assists with recertification;

5 Answers telephones and directs communication where required. Job Developer (Contract - Pathways) Responsible for self-sufficiency assessments for all applicants for Temporary Assistance program; Conducts job readiness training; Assists recipients in preparing resumes; Collaborates with One Stop Career Centers (3); Develops new work sites; Oversees the Transitional Jobs Program; Assists clients in obtaining and maintaining subsidized and unsubsidized employment. Intensive Case Manager (Contract Pathways) Performs home visits to Temporary Assistance Recipients who have been sanctioned or are in the sanction process; Performs home visits with the underemployed population; Case Management services to further assist individuals in reach self-sufficiency; Referral to community support services. Assistant Job Developer (Contracted - Pathways) Assisting in performing the duties of the Job Developer and the Intensive Case Manager for Employment Services. HEAP Processor (Contract - ) Accepts applications for heating season and cooling season as program funds are available; Makes an evaluation of applicant s financial eligibility for HEAP assistance; Prepares and computes budget for applicant; Advises applicant of the eligibility determination and the amount of assistance. Unit Assistants (Contract - 2 in SNAP/HEAP Unit - ) Performs keyboarding tasks; Answers telephone and gives out routine information; Operates a variety of machines including photocopiers, calculators, computers, typewrites, scanners, and fax machines; Schedules recertifications for SNAP recipients as needed. Scanners (Contract - 4 )

6 Prepares files for scanning into Imaging and Enterprise Document Repository (IEDR); Reviews scanning for quality control; Maintains scanning equipment. Medicaid Processor (Contract - ) Collects applications forwarded from NYSOH Exchange; Forwards applications to households/individuals applying through the Exchange; Maintains log of applicants applying through the Exchange; Assists Social s by entering Case Comments into IEDR as requested; Assists Social s with routine functions as time allows.
