4 National Employment Agency (NEA) NEA was established by Sub-decree no. 67 dated 27 April 2009: As a Special Operating Agency (SOA) under the National Training Board (NTB) which is chaired by Deputy Prime Minister. Mandated as an Designated Statistical Unit by Sub-decree no. 117 dated13 Sept 2010, with the roles and responsibilities to: o o coordinate, gather, synthesize, produce, compile, analyze, research, and publicly disseminate LMI as a convenient and single source of information in electronic and paper formats. 23 Policy Agenda for Cambodia Employment issues and human capital development have been set as the highest priority agenda of the government policy platform: Rectangular Strategy-Phase III and its implementation plan, National Strategic Development Plan NSDP MoLVT s Strategic Development Plan which focused on: Improving working condition and industrial relation Development of technical and vocational trainings Development of employment Development of national social security funds, and Good governance LMI BEYOND THE NUMBERS 23
